GUIDELINES FOR REPORTING

I. PURPOSE OF GUIDELINES

The form package #408 allows districts to report on what measure they are taking to comply with RCW 28A.230.095 in ensuring that all students have opportunities to meet the state’s required learning standards in the arts, health and fitness, and social studies. Below are guidelines for who is responsible for which components of this law and suggestions for when particular steps should be taken.

II. OVERVIEW OF KEY PROCEDURES

a. The law requires all districts to submit an implementation verification report on how they used CBAs, CBPAs, or other strategies in social studies, the arts, and health and fitness in the 2008-09 school year.

b. Districts have the discretion over when during the school year the CBAs, CBPAs, or other strategies will be administered.

c. Districts have the discretion over how they will identify teacher- and school-level information when collecting data for the implementation verification policy.

III. PARTICIPATION

a. Responsibilities of the District Superintendent - The district superintendent ensures that a district staff member:

i. Is designated as the person responsible for ensuring that the district’s assessment and reporting requirements in RCW 28A.230.095 are met, and for submitting results in the iGrants system.

ii. Is responsible for ensuring that the assessment and reporting requirements in RCW 28A.230.095 are met.

iii. Communicates and guides teachers responsible for providing students with CBAs, CBPAs, or other strategies in the arts, health and fitness, and social studies.

iv. Checks in with teachers throughout the year to make sure that they are implementing the CBAs, CBPAs, or other strategies to which they have committed.

v. Distributes, collects, compiles, and submits all information in the iGrants system by July 31st, 2009.

b. Responsibilities of the District Assessment Coordinator or District Designee for CBA-CBPA Reporting

i. Sign up to be included in the email distribution lists of OSPI’s Program Supervisors for the Arts by emailing AnnRené Joseph (AnnRene.Joseph@k12.wa.us), Health and Fitness by emailing Lisa Rakoz (Lisa.Rakoz@k12.wa.us), and Social Studies by emailing Caleb Perkins (Caleb.Perkins@k12.wa.us).

ii. Communicate with teachers about who is responsible for providing students with which CBAs, CBPAs, or other strategies in the arts, health and fitness, and social studies.

iii. Check in with teachers throughout the year to ensure that they are implementing the CBAs, CBPAs, or other strategies to which they have committed.

iv. Develop a system for collecting data from teachers responsible for implementing CBAs, CBPAs, or other strategies in their classroom.

1. Determine if identifying information for individual teachers and schools will be collected.

2. Distribute and collect downloadable data sheets to teachers responsible for implementing CBAs, CBPAs, or other strategies in their classroom.

3. Consider sending out copies of the optional survey to teachers to gather information for the survey.

v. Ensure all necessary accommodations are provided for eligible students engaging in assessments in accordance with state and federal regulations.

vi. Establish assessment schedules, training plans, and administrative procedures for each school building.

vii. Implement appropriate quality control measures in accordance with the directions for administration for any CBAs or CBPAs used.

viii. Implement monitoring of the assessment process to determine areas for improvement in local training and administration.

ix. Take all necessary steps to protect student confidentiality when administering the assessments following guidelines in the CBAs’ and CBPAs’ directions for administration as well as state and federal guidelines.

x. Report any testing irregularities to the state superintendent’s office.

xi. Complete the Final Reporting Form. This requires:

1. Logging onto the iGrants site and completing contact information.

2. Using the data collected from teachers implementing the CBAs, CBPAs, or other strategies, fill in the data in the columns for elementary school, middle school, and high school for the arts, health and fitness, and social studies. This data must include:

a. The CBAs, CBPAs, or other strategies used for each level

b. The number of students who participated in the implementation of the CBA, CBPA, or other strategy.

c. The grade level of each of the students who participated in the CBA, CBPA, or other strategy.

3. Completing the assurances page through the iGrants system.

4. Considering completing and collecting the Optional Survey from teachers and submitting the information in the iGrants system.

c. Suggested Responsibilities of the School Principal - The principal should:

i. Attend required training for principals related to CBAs and CBPAs.

ii. Be aware of and communicate with teachers about the district’s plan for who is responsible for providing students with which CBAs, CBPAs, or other strategies in the arts, health and fitness, and social studies.

iii. Encourage professional development in scoring training, and alignment of instructional materials and state standards to CBAs, CBPAs, or other strategies.

iv. Encourage consistency when scoring students’ assessments.

v. Encourage teachers to provide students with an opportunity to acquire the knowledge and skills that will be assessed.

vi. Encourage teachers to provide students with a rich instructional program aligned to the Essential Academic Learning Requirements in the Arts, Health and Fitness, and Social Studies.

vii. Encourage teachers to create a plan for communicating with parents or guardians.

viii. Encourage development of thoughtful and engaging lesson and unit plans to ensure students have the opportunity to be successful in completing the CBAs, CBPAs, or other strategies. For ideas on how to do this, attend the OSPI January Conference and OSPI Summer Institutes.

ix. Promote completion of downloadable data sheets to report information on the use of CBAs, CBPAs, or other strategies.

x. Coordinate with teachers to ensure the district-provided data sheets are completed with accurate and complete information and returned to the district designee for reporting on CBAs, CBPAs, or other strategies.

d. Suggested Responsibilities of School Assessment Coordinator – The district designee for CBA-CBPA reporting could assign assessment coordinators at each school. These school-based coordinators could:

i. Sign up to be included in the email distribution lists of OSPI’s Program Supervisors for the Arts by emailing AnnRené Joseph (AnnRene.Joseph@k12.wa.us), Health and Fitness by emailing Lisa Rakoz (Lisa.Rakoz@k12.wa.us), and Social Studies by emailing Caleb Perkins (Caleb.Perkins@k12.wa.us).

v. Consider downloading the optional survey and distribute copies to teachers to gather information for the survey.

vi. Collect teacher data, for the school, compile results, and send data to the district designee for reporting on CBAs, CBPAs, or other strategies. Please note that the district should determine if identifying information for individual teachers and schools will be collected. In addition, the district should take all necessary steps to protect student confidentiality when administering the assessments following guidelines in the CBAs’ and CBPAs’ directions for administration as well as state and federal guidelines.

e. Suggested Responsibilities of Teachers - Teachers are expected to:

i. Provide students with an opportunity to acquire the knowledge and skills that will be assessed by the CBAs, CBPAs, or other strategies.

ii. Develop thoughtful and engaging lesson and unit plans to ensure students have the opportunity to be successful in completing the CBAs, CBPAs, or other strategies. For ideas on how to do this, visit the OSPI websites for:

iii. Create a plan for communicating with parents or guardians. This plan should address assessment opportunities, the purpose of the CBA, CBPAs, or other strategies, available accommodations, and graduation requirements.

v. Find out from the district who is responsible for providing students with which CBAs, CBPAs, or other strategies in the arts, health and fitness, and social studies.

vi. Receive the downloadable data sheets from the district designee to report information on the use of CBAs, CBPAs, or other strategies.

vii. Complete the data sheets by providing the information in the appropriate columns and returning the data back to the district designee for CBA and CBPA reporting. This data must include:

1. The CBAs, CBPAs, or other strategies used for each level.

2. The number of students who participated in the implementation of the CBA, CBPA, or other strategy.

3. The grade level of each of the students who participated in the CBA, CBPA, or other strategy.

viii. Consider completing the survey on the CBAs, CBPAs, or other strategies sent to them by the district designee.

IV. SCHEDULE/CALENDAR

a. September 2008 – January 2009:

i. Districts and schools should develop a plan for responding to RCW 28A.230.095. The plan should include which CBAs, CBPAs, or other strategies will be used and at which grade levels to meet the requirements of the law.

ii. Designate a staff member to be responsible for ensuring that the assessment and reporting requirements in RCW 28A.230.095 are met.

iii. Communicate with teachers responsible for providing students with CBAs, CBPAs, or other strategies in the arts, health and fitness, and social studies.

b. February 2009 – May 2009:

iv. Check in with teachers throughout the year to ensure that they are implementing the CBAs, CBPAs, or other strategies to which they have committed.

v. Distribute downloadable data sheets to teachers responsible for implementing the CBAs, CBPAs, or other strategies in their classroom.

vi. Consider downloading the optional survey from iGrants or the websites for the arts, health and fitness, and social studies. Distribute copies of these surveys to teachers, gather the information from the survey, and compile results.

c. May 2009 – July 2009:

vii. Collect data sheets from teachers responsible for implementing the CBAs, CBPAs, or other strategies in their classroom.

viii. Complete the Final Reporting Form through the iGrants system. This requires:

1. Logging onto the iGrants site and providing contact information.

2. Using the data collected from teachers implementing the CBAs, CBPAs, or other strategies to fill in the data in the columns for elementary school, middle school, and high school for the arts, health and fitness, and social studies. This data must include:

a. The CBAs, CBPAs, or other strategies used for each level.

b. The number of students who participated in the implementation of the CBA, CBPA, or other strategy.

c. The grade level of each of the students who participated in the CBA, CBPA, or other strategy.

3. Completing assurances page through the iGrants system.

4. Considering completing the Optional Survey and submit answers in the iGrants system. Use data collected from teachers if available.

d. July 31, 2009: Final date for districts to submit 2008-09 data on the use of CBAs, CBPAs, or other strategies via the iGrants reporting system.
