Administrative Rule DCF 43/Training RequirementsAdministrative rule, Ch. DCF 43, Training for Child Protective Services Caseworkers and Supervisors (), took effect on February 1, 2008. This training rule, along with DCF Numbered Memo 2008-02 (), outlines training requirements for pre-service, foundation and ongoing training for those whose primary job function is the provision or supervision of child protective services, including access, investigation/initial assessment, and ongoing child protective services. CPS Caseworker Pre-Service Training – Access, Initial Assessment and Ongoing CPS Supervisors must complete pre-service training prior to providing direct supervision to a child protective services caseworker. The minimum period for pre-service training is full-time for one week. The web-based pre-service training is to be supplemented with on-the-job activities, shadowing workers on cases, and other agency orientation activities. If the supervisor is exempt, it is recommended to review preservice through the lens of a supervisor, paying particular attention to the supervisor specific sections. CPS Caseworker Foundation Training:Access, Initial Assessment and Ongoing CPS Caseworkers have 2 years from the date of hire to complete 15 days of Worker Foundation courses from the Required Foundation and Menu Option Courses lists. Newly hired child protective services supervisors have 1 year from the date of hire to complete 15 days of Foundation Training (unless exempt). Confirming Safe Environments Completion Date FORMTEXT ?????All staff who are responsible for confirming the safety of the placement environment when children are placed in out-of-home care must complete Confirming Safe Environments training (per DSP Numbered Memo Series 2013-03). The CSE training has been integrated into the “Case Worker Pre-Service: Web-based Modules” training. CPS workers and supervisors who complete the “Case Worker Pre-Service: Web-based Modules” training will also complete the CSE training (link to Pre-Service training: ) The Safety Overview for Non-CPS Staff training has been converted from a half-day classroom training to a web-based training and packaged with the previously web-based CSE training to allow for juvenile justice staff and designees to meet their CSE training requirements in a distance-learning environmentFor those juvenile justice staff and designees who have PDS Online accounts, they can complete the training within PDS Online by searching for “Confirming Safe Environments Online Training” and clicking “request” on the training package to download the training to their transcript For those juvenile justice staff and designees who do not have PDS Online accounts, they can complete the training on the WCWPDS website at: For more information about the Confirming Safe Environments Online Training, please visit the WCWPDS website at: to Wisconsin Statutes Chapters 48.06 and 938.06, all workers who are assigned to perform court intake worker duties (taking and holding in custody, carrying a pager, conducting intake conferences, etc.) as part of their job are required to attend Basic Intake Worker Training. All new county workers have 6 months from the day of hire to complete the 5-day classroom training, consisting of a 3-day session followed by a 2-day session. Supervisors who have not completed this course may want to in order to gain a solid understanding of statutes to support their case workers.? Basic Intake Worker Training – 5-dayCompletion Date FORMTEXT ?????More information about this training is available at: Caseworker Ongoing TrainingAccess, Initial Assessment and Ongoing CPS Caseworkers and Supervisors must complete at least 30 hours of ongoing training in each 2-year period that begins on the nearest future reporting deadline for certified or licensed social workers that occurs after the caseworker/supervisor has completed 2 years of employment as a CPS caseworker/supervisor. The licensing period for certified or licensed social workers in Wisconsin begins on March 1 of each odd year and ends on February 28 of the next odd year (for example March 1, 2021-February 28, 2023).Ongoing training requirements begin on March 1 of the next odd numbered year after the caseworker’s 2 year anniversary (for example: caseworker begins on 1/10/2020; their 2-year anniversary is 1/10/2022; ongoing training requirements begin on 3/1/2023 so worker must complete 30 hours of training between March 1, 2023 and February 28, 2025).CPS caseworkers and supervisors can meet the 30-hour ongoing training requirements by completing training offered by the Wisconsin Child Welfare Professional Development System (WCWPDS) or other entities approved by their supervisors.For WCWPDS sponsored training sessions, CPS caseworkers and supervisors register for these sessions in PDS Online.
