Data Collection Plan for the District of Choice Provision

Executive Summary

California Education Code (EC) Section 48313(e) requires the State Superintendent of Public Instruction (SSPI), no later than December 1, 2017, to report to the appropriate fiscal and policy committees of the Legislature, the Department of Finance, and the Legislative Analyst’s Office, a plan for collecting from school districts of choice, as defined by EC Section 48301, the data those school districts are required to maintain, specified in EC Section 48313(a). EC Section 48313(e) further states that it is the intent of the Legislature that the SSPI collect the data in a manner that minimizes the administrative burden on school districts and the state.

This report provides information on the data that the SSPI is required to collect pursuant to EC Section 48313(d)(2) and contains a description of the data collection plan and methodologies that will be used to collect the data school districts of choice are required to maintain as specified in EC Section 48313(a).

In order to meet the data collection requirements specified in EC Section 48313(d)(2) and to minimize the administrative burden on school districts and the state, the California Department of Education (CDE) plans to modify existing data collection systems to collect new data and utilize data elements already collected to meet the reporting requirements.

Data Collection Plan for the District of Choice Provision

This report provides information on the data that the State Superintendent of Public Instruction (SSPI) is required to collect pursuant to California Education Code (EC) Section 48313(d)(2) and contains a description of the data collection plan and methodologies that will be used to collect the data school districts of choice are required to maintain as specified in EC Section 48313(a).

Background

Reporting Requirements

EC Section 48313(a)(1) requires school districts of choice to maintain and the SSPI to collect the following:

A) The number of requests granted, denied, or withdrawn. In the case of denied requests, the records shall indicate the reasons for denials.

B) The number of pupils transferred out of the school district of choice pursuant to this article.

C) The number of pupils transferred into the school district of choice pursuant to this article.

D) The race, ethnicity, gender, self-reported socioeconomic status, eligibility for free or reduced-price meals, and the school district of residence of each of the pupils described in subparagraphs (B) and (C).

E) The number of pupils described in subparagraphs (B) and (C) who are classified as English Learners or identified as individuals with exceptional needs, as defined in Section 56026.

EC Section 48313(a)(2) further requires school districts of choice, that provide transportation services, to “keep an accounting of the number of pupils as described in subparagraphs (D) and (E) of paragraph (1) transported pursuant to Section 48311 and the total number of pupils transported under this article.”

For “self-reported socioeconomic status” the California Department of Education (CDE) will report students who are “socioeconomically disadvantaged,” which includes students who are eligible for free or reduced meals or whose parents are not high school graduates. This information, which is used for federal reporting and in state accountability, is already collected, which minimizes the administrative burden on both school districts and the state.

Local educational agencies currently do not collect data for the undefined term “self-reported socioeconomic status” and to do so would not only be burdensome but would render data that is not comparable since it would mean something different for each school district.

Existing Data Collection Systems That Will Be Utilized

In order to minimize the administrative burden on school districts and the state, the CDE plans to utilize the following existing data systems to meet the reporting requirements:

• The California Basic Educational Data System (CBEDS), which is an aggregate data collection that collects data about schools and districts, as well as some aggregate data on students and staff.

• The California Longitudinal Pupil Achievement Data System (CALPADS), which is a longitudinal data system that collects and maintains individual-level data including student enrollment and exit demographics, course data, discipline, assessments, staff assignments, and other data used for state and federal reporting, funding, and accountability. CALPADS also collects the reasons students transfer.

Plan to Collect District of Choice Data

Register Districts of Choice

EC Section 48301 requires school districts opting to be a school district of choice to register with the SSPI by July 1, 2018. Accordingly, in January 2018, the SSPI will send a letter to all school districts that describes the school district of choice program and requirements and provides instructions for registering as a school district of choice with the SSPI. In addition, the letter will include a link to a Snap Survey that will allow school districts to either register for or withdraw from the district of choice program.

Modify California Basic Educational Data System to Collect Data on Transfer Requests

The CDE will modify CBEDS to require school districts that have registered to be school districts of choice to annually submit data on transfer requests, as required by EC Section 48313(a)(1)(A). As part of the annual fall CBEDS collection beginning in

2018–19, school districts of choice shall submit and certify the number of transfer requests granted, denied, or withdrawn, and the reasons requests were denied.

Modify California Basic Educational Data System to Collect Data on Transportation

Pursuant to EC Section 48313(a)(2), school districts of choice that provide transportation to students pursuant to EC Section 48311, shall collect and submit:

1. The total number of district of choice transfer students receiving transportation; and

2. The number of district of choice transfer students in each of the required subgroups (race, ethnicity, gender, “self-reported socioeconomic status,” eligibility for free and reduced-price lunch, English learner status, and students with disability) receiving transportation.

The CDE will modify CBEDS to collect these aggregate counts as part of the annual fall CBEDS collection beginning in 2018–19. It should be noted that since EC Section 48313(d)(2) prohibits the SSPI from adding new fields to CALPADS, this data can only be collected in the aggregate. Since the counts of students in the different student groups (race, ethnicity, gender, etc.) will be collected in the aggregate, students will be duplicated in the various categories.

Utilize California Longitudinal Pupil Achievement Data System Data to Meet Reporting Requirements

CALPADS already collects, for other purposes, all the data elements necessary to meet the reporting requirements specified in EC Section 48313(a)(1)(B)(C)(D)(E). Therefore, by utilizing CALPADS data, school districts participating in the district of choice program are relieved of a significant reporting burden. Specifically, CALPADS data will be used to report:

1. The race, ethnicity, gender, socioeconomic status, eligibility for free or reduced-price meals, English learner, students with disabilities, and the school district of residence of each of the students transferred into the district of choice.

2. The race, ethnicity, gender, socioeconomic status, eligibility for free or reduced-price meals, English learner status, students with disabilities, for students transferring out of the district of choice.

In order to identify the students who transfer into the district of choice as part of the choice program, the CDE will modify an existing Input Validation Rule (IVR) to require school districts of choice to populate the existing Student School Transfer Code field with the existing District of Choice Transfer Code (Code 4) when enrolling a student in CALPADS. The modification to the IVR will be completed by fall 2018. In accordance with the legislative intent to minimize the administrative burden on the state, the CDE will not create a new report within CALPADS specific to the district of choice program; however, the CDE will provide the information to any school district upon request as required by EC Section 48313(d)(3).

The CDE will utilize certified data from the CALPADS Fall 1 submission, which are data as of the Fall Census Day (the first Wednesday in October), to post on its public reporting site, DataQuest, as required by EC Section 48313(d)(3), and to report to the appropriate fiscal and policy committees of the Legislature, the Department of Finance, and the Legislative Analyst’s Office as required by EC Section 48313(f)(1).

Funding and Resources

The additional data collection and reporting requirements brought on by changes in EC Section 48313 will put a strain on CDE finances and staffing resources. As a result, the CDE is seeking funding and a position to help implement the new data collection and reporting requirements for the district of choice program. The additional funding and position will help to ensure that the CDE is able to comply with EC Section 48313 in a timely manner and will help prevent other mandated departmental work from being diverted or delayed.
