DUTY STATEMENTDEPARTMENT OF JUSTICETECHNOLOGY SUPPORT BUREAUSTRATEGIC TRANSPORT & TECHNOLOGY SERVICES BRANCHSERVICES SUPPORT & CLOUD INFRASTRUCTURE SECTIONENTERPRISE STORAGE SUPPORT UNIT JOB TITLE: Information Technology Specialist II (ITS II)POSITION NUMBER: 420-736-1414-001INCUMBENT: VacantPRIMARY DOMAIN(S): Software Engineering: The full lifecycle of end-user device solutions, including evaluation, configuration, provisioning, training, security, tracking, and support for an end-user computing environment.STATEMENT OF DUTIES: Under the general direction of the Information Technology Manager I (ITM I), the incumbent performs at the expert specialist level in the design, analysis, installation, and oversight of projects related to the Department of Justice’s (DOJ) Enterprise Information Services Unit. The incumbent functions as the project lead responsible for managing the research, justification, installation, configuration, security, maintenance, troubleshooting, backup, recovery, and support for all of the Department’s Enterprise Information Services (EIS) applications and services supported by the Hawkins Data Center twenty-four hours per day, seven days per week operations. The incumbent also functions as the technical expert responsible for resolving complex software and configuration problems that arise in support of the messaging and collaboration, systems management, directory services, file systems identity management, and storage management systems and associated applications. The incumbent’s role as a project lead and technical expert requires exceptional knowledge in the software and hardware associated to this environment in order to consult with all Departmental entities. Occasional travel is required. The ITS II also serves as a high level technical lead advisor to executive management, business customers, and control agencies. The incumbent will influence decisions related to enterprise-wide technology standards, practices, and future information technology strategies. The ITS II will train and mentor staff to meet?Technology Support Bureau (TSB)?standards to ensure that storage-related problems are accurately diagnosed and effectively resolved in a timely manner.?The incumbent contributes toward the growth of the TSB into a customer-focused service organization by following the Branch’s established cultural principles and they will also continuously improve communications and relationships with subordinates, peers, management, customers and vendors. The incumbent acts as a technical expert on systems software/hardware projects, and/or works independently on information systems. The incumbent work schedule includes working various shifts, weekends, holidays, odd days off, overtime, providing after hours on-call assistance, and traveling when needed.SUPERVISION RECEIVED: Under direction of the ITM I.SUPERVISION EXERCISED: None.TYPICAL PHYSICAL DEMANDS: Ability to sit at a computer terminal for prolonged periods of time; view a video display terminal for prolonged periods; perform repetitive hand movements. Provide after-hours, on call assistance; work overtime; and travel when needed.TYPICAL WORKING CONDITIONS: Smoke-free cubicle environment.ESSENTIAL FUNCTIONS:50% ANALYTICAL/TECHNICALUtilizes master level technical expertise to:Act as the technical expert and architect covering all components and activities necessary to install, test, and/or repair and ensure optimal, proper operation and departmental compliance of the enterprise messaging and collaboration, systems management, directory services, file systems identity management, and storage management systems and associated applications. Plan and manage technical projects in relation to system design, evaluation activities, configuration, installation, and maintenance of the larger, more complex, and critical applications of the Department. Accept, review, analyze, diagnose, and resolve the largest and most complex and/or critical ITSM cases in a timely and effective manner. Document solutions in clear, concise statements to allow distribution to a varied audience promoting understanding and education. Communicate with the customer and TAC on the status of work in progress and final outcome.Manage and implement capacity planning efforts by working with customers to optimize the use of the existing EIS infrastructure. Oversee the evaluation and testing efforts of all approved EIS infrastructure components for proper operation and departmental compliance. Coordinate with members of the appropriate group(s) to ensure proper testing, installation, and required functionality for all IT components are accomplished to meet business and IT requirements.Report/communication to managers and customers regarding status and/or issue are clear, concise, and timely. Time, costs, and expenditures are also accurately reported.When assigned to largest and most complex project work, elicit information to ensure a thorough understanding of expected deliverables and project requirements. Report problems and barriers in a timely complete, logical and understandable manner.Disaster Recovery of Server Infrastructure Systems:Establish and maintain the processes to identify EIS infrastructure for transport to secure, retrievable locations.Establish and maintain the processes to restore systems for recovery at a second facility.Regularly test those processes to ensure the ability of operating critical applications at a second facility.Establish and maintain the processes to re-establish a functioning recovery site at a second facility.Re-establish a functioning recovery site at a second facility.After each test, document any errors in procedures and eliminate them. Retest the changed procedures and incorporate them into the recovery plan. Performance and Measurement of Enterprise Information Services Server Systems:Record and publish metric information describing the EIS infrastructure.Provide ad hoc reports based upon customer request.Tune the EIS server storage systems as well as applications to provide optimal operation.Alert management when changes must be implemented to maintain established service levels.Monitor all processes and alert appropriate staff when anomalies occur.20%CONSULTATIVE SERVICESActively participate in efforts with other members of the group to ensure technical problems and subsequent solutions meet the Department’s IT and business needs and are shared with team members and customers as necessary. Provide analytical and technical review and analysis to ensure all applicable enterprise infrastructure policies and standards are in compliance. Ensure information systems are compliant with all department, state, and federal information technology and security requirements.Evaluate new applications, computing, storage, and networking technologies and makes recommendations for their use.Prepare and give presentations regarding largest and most complex projects as required.Utilize writing and presentation skills to effectively report/present findings and deliverables as required.Provide decisions and effective recommendation to establish organization wide polices and standards to management. 15%LEADERSHIPLeads strategic planning and implementation of technical solutions to meet EIS requirements. Provide leadership, mentorship, guidance, and train assigned Enterprise Information Services staff. Monitor, direct, and assign as needed for all service desk tickets opened by DOJ personnel to the appropriate staff.Effectively communicate within the project team and with customer contacts, partnering division, and branch management.Train and mentor staff to meet TSB standards to ensure that computing related problems are accurately diagnosed and effectively resolved in a timely manner.Act as an expert and mentor to subordinate staff with the analysis and resolution of the largest and most complex Enterprise Information Service server hardware and software related issues. Communicate resolutions to staff and appropriate customers. Ensure resolutions are documented per TAC software tool.Team lead/architect for department’s largest and most complex projects that may impact decisions and organization direction.
