RESOLUTIONS REACHED AT THE 4TH SESSION OF AAMA EXECUTIVE COUNCILHELD ON 10TH FEBRUARY 2020 IN ACCRAS/NAGENDA ITEMRESOLUTIONSACTION BYADMINISTRATIVE MATTERSReport on CredentialsAdoption of AgendaAdoption of Report of the 3rd Session of AAMA Executive CouncilPARTICIPATING COUNTRIES AND BODIES.Members of EXCO:Cape Verde, South Africa, Ghana Mozambique, Comoros, Sudan, Tanzania, Uganda, and Nigeria.Non Members of EXCO: Kenya, Gambia, Sierra Leone and Angola.Bodies with Observer Status of AAMA:African Women in Maritime (WIMAFRICA) and Maritime Organization of West and Central Africa (MOWCA)ADOPTION OF AGENDAThe 18 point agenda was adopted by Sierra Leone and seconded by GhanaADOPTION OF REPORTThe report was adopted by South Africa and seconded by Ghana.Head of Secretariat – South African Maritime Safety Authority (SAMSA)Framework implementation of Article II of AAMA Constitution (Budget and Expenses)After extensive deliberations the following resolutions were reached:BUDGET FRAMEWORK FOR IMPLEMENTATION OF ARTICLE 11 OF THE AAMA CONSTITUTIONEXCO upheld the budget framework to implement Article 11 of AAMA Constitution on Budget and Expenses approved by the General Assembly as still subsisting.The Scale of Fees as amended to be denominated in USD and circulated to member countries. Payment to be made by Q1 of every given year (1st January – 31 March).DEPOSITION OF INSTRUMENTS OF MEMBERSHIPThe Secretariat to write the following to encourage Member Countries to deposit instruments of Membership of AAMA:The African Union Commission Ministries of Foreign Affairs in various countries.Ministries of Transport in various countries.Maritime Administrations in various countries.Foreign Missions in Pretoria, South Africa.Secretariat to explore all legal means to prompt countries to submit Instruments of Membership of AAMA.OPENING OF BANK ACCOUNT FOR AAMA AAMA to formally open a Bank Account.Ghana advised that an instrument endorsed by all MARADS will sufficient to open a bank account.The Instruments of Deposition by Member Countries to be used as legal document to support the application seeking to open the account.Need for AAMA to establish a permanent secretariat structure with a minimum of three (3) full time staff in the Secretariat.Ghana to develop draft Instrument to be circulated by the Secretariat along with the notification for the 5th AAMA Conference and General Assembly. Timeframe of 3 weeks (by the end of February 2020).Secretariat (SAMSA)Secretariat (SAMSA)Secretariat (SAMSA)Secretariat (SAMSA)GhanaUpdate on Proposed Courtesy Visit to African Union Commission (AUC)After extensive deliberations the following resolutions were reached:PARTNERSHIP WITH AFRICAN UNION COMMISSIONOn the strength of the information that the African Union required AAMA to apply to be recognized as Strategic Partner, it was agreed that African Union be informed that AAMA welcomes the idea of being identified as Strategic Partner with AU. That AAMA was set up to give effect to Article 5 of the African Maritime Transport Charter (AMTC) which advocates that member states develop and sustain active co-operation among maritime institutions and to draw attention of African Union to Article 5 of African Maritime Transport Charter recognizing the existence of a body such as AAMA in consultative status.HOSTING OF SPECIALIST TECHNICAL COMMITTEE MEETING AAMA to reach out to member countries to indicate interest to host the Specialist Technical Committee meeting of AUC in 2021. Kenya tentatively indicated interest to host subject however to the written confirmation. South Africa to prepare an Action Plan for AAMA which will be presented at the Specialist Technical Training meeting.ESTABLISHMENT OF A CONTINENTAL MARITIME BODY BY AUC AAMA to prepare and forward a memorandum to AU on the feasibility study for establishment of Continental Maritime Body. AU’s OBSERVER STATUS WITH IMO AAMA to encourage the African Union to utilize her Observer Status in the IMO to help promote Africa’s interest in maritime.EXCO to commend Ethiopian Maritime Authority for the role it played in facilitating the meeting with the African Union.Secretariat (SAMSA)Secretariat (SAMSA)Secretariat (SAMSA)The role of AAMA in the Implementation of Africa Integrated Maritime Strategy 2050 (AIMS 2050)After extensive deliberations the following resolutions were reached Nigeria to immediately circulate the 3 year strategic plan for the implementation of AIMS 2050 developed by Ghana to all Members.MARADs are encouraged to develop their Country’s National Maritime Strategy.South Africa to further consider the 3 year strategic plan presented by Ghana and develop check lists on implementation of AIMS 2050 which will guide presentations at Specialist Technical Committee meetings of African Union.NigeriaALL MARADSSecretariat (SAMSA)Maritime Celebrations and Arrangement for Future MeetingsAfter extensive deliberations the following resolutions were reached on issues mentioned below:African Day of the Seas and Oceans.Day of the Seafarers.World Maritime Day.AFRICAN DAY OF THE SEAS AND OCEANSThat though the 25th of July was set aside by AU as the Day of the Seas and Oceans, EXCO to request the African Union to consider celebrating the African Day of the Seas and Oceans 2 days before or after the 25th of July in any given year to enable member countries participate in the Celebration in Addis Ababa, Ethiopia.The significance of the celebration of African Day of the Seas and Oceans on 25 July of every year was emphasised and all MARADs encouraged to mark the event.OTHER EVENTSAll MARADs commended for celebrating either or all of the following Maritime Events:African Day of the Seas and Oceans.Day of the Seafarers.World Maritime Day.The African Union Commission to be notified to take early decision on the Theme for the African Day of the Seas and Oceans to be circulated at the beginning of every year for Maritime Administrations to commence preparation for celebrating the event. ARRANGEMENT FOR FUTURE MEETINGS 20205TH AAMA CONFERENCESouth Africa confirmed preparedness to host the 5th AAMA Conference and the African Maritime Administrations Award in Durban, South Africa in October 2020. South Africa to circulate provisional programme of event to MARADs immediately after its Committee meeting on 18th February 2020.EXCO welcomes the website to be created by SAMSA for 5th AAMA Conference to be held within the margin of the IMO World Maritime Day parallel event.6TH AND 7TH AAMA CONFERENCESSecretariat to write Seychelles and Morocco issuing a deadline of 1st July 2020 for confirmation of preparedness to host the 6th and 7th AAMA Conferences respectively, failing which hosting right would be withdrawn and other countries notified to express their interest.EXECUTIVE COUNCIL MEETINGCape Verde to be formally notified to confirm preparedness to host the 5th EXCO meeting. Information on the Hosting right to be communicated to the Maritime Administration immediately.Secretariat (SAMSA)Secretariat (SAMSA)Secretariat (SAMSA)Secretariat (SAMSA)Secretariat (SAMSA)Secretariat (SAMSA)Secretariat (SAMSA)Secretariat (SAMSA)2020 African Maritime Administrations AwardAfter extensive deliberations the following resolutions were reached:EXCO accepted the proposal by South Africa to reach out to vendors to organize the African Maritime Administrations Award whilst noting the difficulty in receiving confirmation from the earlier approved Award Planner (ARS Conference Service) and Lead Media Partner (African Business News).Maritime Trade and EconomyAfter extensive deliberations the following resolutions were reached:MARITIME REGULATORY COUNTRY PERFORMANCE REVIEWSecretariat to reach out to all Maritime Administrations to complete the Framework for African Maritime Regulatory Country Performance Review for submission to the International Maritime Organization (IMO) before the end of July 2020 and circulate to AAMA General Assembly for consideration at the 5th AAMA Conference in Durban, South Africa.NEAR COASTAL TRADE CERTIFICATION AND COMPETENCY CODESouth Africa to upload its Near-Coastal Trade Certification and Competency code on AAMA website in 3 months latest by June 2020 and send electronically to all MARADS.TEMPLATE FOR COLLECTION OF SHIP REGISTRY DATASecretariat to inform all member countries to provide information on incentives they have put in place to promote and grow the Ship Registry in individual countries.Nigeria to collate the fiscal incentives required to grow Ship Registry and circulate to member countries for consideration during the 5th AAMA Conference in Durban.South Africa to once more circulate the template for data collection for Ship Registries in Africa to all MARADs.Maritime Administrations were encouraged to develop their own Maritime Data Bank to drive planning and investment.Secretariat (SAMSA)Secretariat (SAMSA)Secretariat (SAMSA)NigeriaSecretariat (SAMSA)Actionable Areas for Implementation of the African Charter on Maritime Security and Safety and Development in Africa (2016 Lome Charter)After extensive deliberations the following resolutions were reached: 2016 LOME CHARTERThe Office of the Chairman to communicate with Ministries of Transport, Ministries of Foreign Affairs, Maritime Administrations and the African Union to encourage them to implement actionable areas on the Lome Charter.The Office of the Chairman to write President of Togo to reach out to African Heads of Governments and the African Union to implement actionable areas on the Lome Charter. Office of the ChairmanOffice of the ChairmanMaritime Education and Certification The following resolutions were reached after extensive deliberations:The Executive Council commended MARADs for taking advantage of various training opportunities established to develop Competency pf the maritime sector. Countries were urged to continue to take advantage of such programmes from International Maritime Law Institute (IMLI), World Maritime University (WMU) and International Maritime Safety Security and Environment Academy (IMSSEA) and source funding/fellowship where necessary.The Executive Council commended MARADs for integrating women in training and certification programs.The Executive Council agreed on the need to reach out to Ministries of Transport to support Maritime Administrations in area of capacity building developmentSecretariat (SAMSA)Country’s update on Ratification, Domestication and Implementation of relevant IMO instrumentsAfter extensive deliberations the following resolutions were reached:Member Countries were encouraged to ratify and domesticate relevant instruments of the International Maritime Organization (IMO) and International Labour Organization (ILO) to give full effect to the instruments.Nigeria to share its Maritime Action Plan on Marine and Plastic Litter Plan (MLP) with Member Countries after unveiling on 20th February 2020.Secretariat (SAMSA)NigeriaIMO Election 2019 and AfricaAfter extensive deliberations the following resolutions were reached:The Executive Council noted that Africa had dropped from occupying five (5) seats at the IMO Council to four (4) seats in the 2020 – 2021 Biennium.The Executive Council set up the following 4 man Committee to come up with recommendations on how Africa will succeed in occupying more seats in future elections into the IMO Council. Ghana Maritime Authority (To lead)South African Maritime Safety Authority (SAMSA)Kenya Maritime Authority (KMA) Angola Maritime Administration Recommendations from the four-man Committee to be considered at a meeting with the African Maritime Advisory Group (AMAG) meeting in London within the 3rd Quarter of 2020.Final Report on Africa’s position to be submitted and considered at the General Assembly during the 5th AAMA Conference in Durban. Ghana, South Africa, Angola and KenyaSecretariat (SAMSA)Presentation of the Proposal by MOWCA for a Joint Conference in 2020 on “How Maritime Transport Can Boost African Continental Trade Area (AFCFTA)”AAMA to formally endorse the conference being organised by MOWCA.AAMA to partner with MOWCA in ensuring the success of the ConferenceAAMA to mobilise its members to participate in the conference, provided AAMA is given a minimum of 6 months’ notice by MOWCA.Chairman, AAMA/Secretary General, MOWCA. Brief on African Maritime Award Received by AAMA at the Seatrade Maritime Awards Night held in United Arab Emirates, in September, 2019. The Chairman commended Mrs. Nneka Obianyor of Nigeria for her diligence in providing support to the AAMA Secretariat and also the Secretariat Team for their works, all of which added to the success story that AAMA enjoys. EXCO agreed that the collective support of Maritime Administrations (MARADs) in Africa contributed in the Association’s emergence as Winner of African Maritime Awards.AAMA to convey its appreciation to the Organizers of the Award, Seatrade Maritime Award for finding AAMA worthy to receive the award. Chairman, AAMASecretariat (SAMSA)Brief on AMAA’s Participation at the Global Maritime Security Conference held in Abuja, Nigeria in October, 2019.AAMA expressed its gratitude to all MARADs that participated in the Global Maritime Security Conference held from 7 -9 October 2019 in Abuja, Nigeria. A Global Maritime Security Conference Expert Working Group to be inaugurated in June 2020.Note: MARADs to forward nominees to join the working group, mindful that cost of participation would be borne by respective countries. Ocean Economy Commission in the African UnionAAMA to take advantage of the Ocean Economy Commission to be set up by the African Union (AU).South Africa, Ghana and Nigeria to draw up the envisaged structure/framework of the Commission. The report to be collated by South Africa and submitted with a period of 12 weeks.South Africa, Ghana and NigeriaGlobal Maritime Forum, DenmarkMARADs noted the information from the Chairman on the annual Global Maritime Forum event, and the call for Africa to be strongly featured in the event. Interested MARADs to indicate persons from their country with strong interest in shipping willing to participate in the event for October 2020.Early notification to be forwarded to MARADs.Chairman, AAMAFuture Meetings/ AdjourmentMARADs noted the 5th AAMA Conference in Durban, South Africa.
