Stenger called for approval of minutes from the 5/23/17 REDC meeting. E. Hartman moved to accept the minutes of the 5/23/17 REDC meeting as presented, seconded by B. Hale. The members voted in favor and the minutes were approved unanimously. H. Stenger introduced guest speaker Brian Feit of Greenbank. Mr. Feit is the Managing Director overseeing NY Green Bank’s Investment & Portfolio Management and presented information about financing programs in the renewables and clean energy sectors.New Business: T. Tranter presented information on the launch of Restore NY Round 5, including the announcement and release of program application documents on September 15th and Intent to Apply deadline of October 13th. J. Cherry and T. O’Hearn provided an update on Watkins Glen as the winner of the Downtown Revitalization Initiative Round 2. J. Cherry noted that the local planning committee would be meeting on September 27. Open Issues:D. Howell presented the Round 7 Consolidated Funding Application draft priority project list. E. Hartman called for approval of the priority project list as presented, seconded by J. Johnson. The members voted in favor and the priority project list was approved with one abstention (J. Cherry). M. Krusen presented an update on the City of Elmira Downtown Revitalization Initiative progress.B. Hale presented an update on the Upstate Revitalization Initiative. B. Hale reviewed amounts awarded to date and described the role of each work group as it relates to the URI. Work Group Reports: Greater Binghamton by J. GarnarAdvanced Manufacturing by B. HaleFood and Agriculture by J. JohnsonInnovative Culture by T. SchryverWorkforce Development by K. Smith Upcoming Dates: D. Howell reviewed upcoming dates: Restore NY 5 RFP Posted: September 15Executive Committee: September 21Southern Tier REDC Progress Report Released: October 2 NYS MWBE Forum: October 4-5 Restore NY 5 Intent to Apply: October 13 Restore NY 5 Applications Due: December 15D. Howell discussed the upcoming Strategic Implementation Assessment Team (SIAT) presentation which would be hosted in Roxbury in Delaware County and said that anyone interested in attending should contact her. H. Stenger called for public comment. Alan Michaels of Industry Building Blocks discussed an entrepreneurial alliance group “Binghamton & Southern Tier Business” and made several recommendations to the REDC regarding its focus on private companies and using data science. Darren MacDonald of the Southern Tier Venture Capital Fund presented information about the need to support early stage, high growth companies. Mike Decker, a real estate broker, discussed how the REDC could support small businesses. There being no further public comment, T. Tranter thanked everyone for attending and the meeting was adjourned. ................
