Preliminary LEVEL I Education Specialist Mild/Moderate

and/or Moderate/Severe Credential with English Learner Authorization

Including Master of Arts Options

Designed for teachers who have completed a basic credential program and

have satisfied California subject matter competency for Multiple or Single Subject

(An emergency or substitute permit is not a basic credential.)

This credential program prepares teachers for the delivery of special education services to children and youth with identified disabilities. This path is for teachers who hold a valid basic teaching credential (or equivalent) and are seeking both the Level I Mild/Moderate and/or Moderate/Severe Disability Education Specialist Credential(s) with English Learner Authorization, and who may wish to obtain a Master of Arts in Special Education.

Application Requirements for Preliminary Level I with basic credential:

1. Credential. A copy of the applicant's valid basic teaching credential is required.

2. Verification of subject matter competency – copy of credential or passing CSET scores, if required.

3. Graduate Application. Complete a Graduate application and declare an MA in Special Education as your objective. Apply online at csumentor.edu. Official transcripts, including posted bachelor’s degrees, from each college or university attended must be mailed directly to the Office of Admissions.

4. College of Education Application and Transcripts: College of Education (COE) applications will be available online at csusm.edu/COE. For Summer entry, the filing period is approximately January 15th through mid-March. For Spring entry, the filing period is approximately August 15th through mid-October. Bachelor's Degree and date from a regionally accredited institution must be posted. The application to the COE needs to include all supporting documents as listed in this brochure. See #3 above for further information regarding transcript requirements.

College of Education Application Fee. A $25 credential application fee is due upon application to a credential program. Please submit a $25 check payable to CSUSM with the application and supporting documents.

5. Recommendations. Three letters of recommendation must be submitted from anyone who is knowledgeable about the applicant's teaching competence and personal qualities and potential.

6. Personal Interview: Interview with the Special Education Program faculty.

7. CLAD/BCLAD or the new SB 2042 English Language Learner Authorization: Current holders of a CLAD/BCLAD certificate or emphasis or the new SB 2042 credential do not need the following courses:

8. Statement of Purpose. A statement is required that tells about you and why you wish to pursue this credential. Your goals, ideals experiences, special skills, community service may be included.

9. Tuberculin Clearance must be on file in the COE Student Services Center before beginning the program and must be valid through completion of the program. The clearance may be obtained at a private physician's office, the County Health Department or the Cal State San Marcos Student Health Center. This is different than the immunization clearance required for University admission.

There may be additional requirements for out of state and foreign trained teachers, please refer to the California Commission on Teacher Credentialing at ctc. or the College of Education – Student Services Center for more information.

7. Personal Interview: For qualified candidates, an interview is conducted by a committee consisting of university faculty and district administrators. The applicant is notified by mail or telephone of the interview process after the application deadline.

8. Statement of Purpose: A statement is required that tells about you and why you wish to pursue this credential. Your goals, ideals, experiences, special skills, community service may be included.

9. Tuberculin clearance must be on file in the COE Student Services Center before beginning the program and must be valid through completion of the program including through intern teaching. The clearance may be obtained at a private physician's office, the County Health Department or the Cal State San Marcos Student Health Center. This is different than the proof of immunization required for admission to the University.

1. Bachelor’s Degree. Official transcript verifying bachelor’s degree required.

2. U.S. Constitution requirement must be completed.

3. Basic Skills Examination.

4. CSET Multiple Subject examination.

5. English Learner Training (CLAD or SB2042, EDUC 602 or 641)

6 Fingerprint Clearance. Because you are a credentialed teacher, you have met the fingerprint clearance requirement. However, you must be issued an internship credential before beginning intern teaching.

7. Tuberculin Clearance must be on file in the COE Student Services Center before beginning the program and must be valid through completion of the program including through intern teaching.

8. Successful progress in the program.

CLEAR LEVEL II EDUCATION SPECIALIST CREDENTIAL

WITH ENGLISH LEARNER AUTHORIZATION AND MASTER OF ARTS OPTIONS

Designed for teachers who have completed a basic credential program and

have satisfied California subject matter competency for Multiple or Single Subject

(An emergency or substitute permit is not a basic credential.)

The Level II Education Specialist Credential Program prepares teachers in advanced leadership skills for the delivery of special education services to children and youth with identified disabilities. This option is for teachers who already hold the Level I Mild/Moderate and/or Moderate/Severe Disability Education Specialist Credential(s) and who need to complete the Clear Level II coursework in order to retain their education specialist credential and who may also wish to obtain a Master of Arts in Special Education. This path also is appropriate for special educators who hold a Learning Handicapped or equivalent credential and wish only to obtain a Master of Arts in Special Education.

GRADING POLICY FOR ALL PROGRAMS

All courses, except student teaching, are graded A, B, C, D, F. Credit/No Credit (CR/NC) is given for student/intern teaching. The minimum acceptable final grade for the courses in the professional education sequence including prerequisite courses is C+ (2.3), but a B (3.0) average must be maintained.

The Culminating Experience and Advancement to Candidacy

for Master of Arts Candidates

All students are required to complete their programs with a culminating experience in their respective fields. This expectation allows master's candidates to conduct their own research study and/or engage in a collaborative effort to enhance curricular and programmatic needs in relevant school settings. Students engage in the planning, preparation, and completion of the thesis or project under the direction of a faculty committee made up of the chair and at least one other faculty member. The program emphasizes collaborative master's projects. Students will be encouraged to work in small groups or pairs on master's projects which are applied in nature and, when possible, are field-based and may include experiences working with a particular population of learners. Collaboration among master's students and school districts is encouraged. Students begin the formal preparation of this culminating project following successful completion of an option and advancement to candidacy. Note: students must continually enroll in EDUC 698 until successful completion of thesis or project.

All Master’s candidates are assigned a faculty advisor to develop a program of study that totals a minimum of 30 units. Candidates are required to complete 21 semester credit hours in residence at Cal State San Marcos. Up to nine semester credit hours from previous work may be included in the program of study with the advisor’s approval. These credits may only be those which have not been applied to any other degree program. Coursework older than 5 years is not eligible for inclusion in a program of study.

Clear Level II Education Specialist Preparation

Clear Level II preparation is required of all initial Preliminary Level I credential holders. This Level II preparation is intended to be a support mechanism for the successful induction of newly credentialed special educators into the professional level. All candidates completing Level I preparation must begin a Level II program within 120 calendar days after employment as a specialist and complete a Clear Level II Education Specialist credential program within five (5) years of the date of issuance of the Level I Credential. Level II credential requirements include possession of a Preliminary Level I Specialist Credential and 2 years of experience as a special educator while holding a Level I Credential.

1. Completion of Level II coursework, as outlined below.

2. Health Education:

• A health course must be completed which covers nutrition; physiological and sociological effects of abuse of alcohol, narcotics and drugs; and, use of tobacco

and

• CPR training certification which covers infant, child and adult CPR

3. Verification of Employment: Verification of two years of successful experience in a full-time special education position from the school district personnel office while holding a Preliminary Level I credential.
