The incumbent will have primary statewide responsibilities for the planning, development, supervision, and administrative direction over the GHPP, PASRR and Early Periodic Screening, Diagnostic and Treatment (EPSDT) program areas, as well as the Regulations and Special Projects Unit (RSPU). The mission of the Clinical Assurance Division (CAD) is to provide quality oversight and administrative services that result in appropriate and cost-effective care for Medi-Cal members. The incumbent works independently and is responsible for substantial decision-making and demonstrates well-defined project management and team leadership competencies. Supervision Received: General direction is provided by the Chief, Clinical Assurance Division (Career Executive Assignment, Level B). Supervision Exercised: Directs the GHPP, PASRR, EPSDT, RSPU Branch staff: appropriately allocated positions comprised primarily of management, analytical, and medical staff. . Description of Duties: See below.Percent of TimeEssential Functions35%Direct and provide leadership to the Clinical Assurance Division’s GHPP, PASRR, and RSP Unit. Ensure consistency in the application of the Medi-Cal Programs’ policies, procedures, and that medical criteria are adhered to following all applicable federal and state statues, regulations and policies. Review and evaluate the effectiveness of the GHPP Services Authorization Request (SAR) and EPSDT Treatment Authorization Request (TARs) operations to ensure that services for eligible beneficiaries are medically necessary and are provided at the least possible cost and that TARs and SARs are processed in an accurate and timely manner. Review legislation, regulations, and procedures which affect the policies or operations within the Division and recommends changes or additions. 30%Handle extremely sensitive issues and directs corrective actions to be implemented as necessary. Coordinate problem identification, research, and resolution between the Branch and the California Medicaid Management Information System (CA-MMIS) Operations Division on the resolution of TAR and SAR processing problems. Establish a cooperative partnership with internal and external stakeholders in order to build and maintain successful collaboration. Confer with management, provider, legislative staff, beneficiaries, and/or special interest groups to discuss program policy/procedure issues and develop solutions. 30%Assist in coordinating the activities and personnel needs of Branch with Division/Directorate level staff. Formulate procedures, polices, and program alternatives; make recommendations on a broad spectrum of administrative and program related issues; create and recommend operational policy; direct the development and execution of issue papers and decision memos.
