In keeping with Fairview’s commitment to providing our students with an exceptional education, this reopening plan has been developed to provide continuity in learning and instruction in order to safely reopen schools for the 2020-2021 school year.The adaptation of traditional lesson plans and materials for learning safely while reopening schools requires time, effort, and careful consideration. Additionally, the need for increased flexibility must be taken into account given the circumstances that would lead to a safe and healthy reopening.The plan that follows incorporates best practices as suggested by research, and draws largely from our own past experiences with in person learning, as well as the experiences of other school districts that have transitioned back to in person learning due to health emergencies including schools around the world that have been impacted by the most recent COVID-19 outbreak. It is important to note that, in the case of a public health situation, we will be working with the Bergen County and Local Health Departments to determine the appropriate course of action. Below are some proactive and reactive safety measures and social distancing measures that may be implemented:Cancelling field trips, assemblies and other events outside of the Fairview areaCancelling after school, extra-curricular activities, courtesy bus for the 2020-2021 school yearCancel fall sports ( If sports resume, district will follow NJSIAA guidelines)**Keeping students/staff isolated and quarantined if sickDistrict opens Monday-Friday in September 2020 using the In Person Option A/B model, one-session day schedule 8:25 AM- 12:45 PM, Grab and Go lunch to take home or the Virtual/Remote Instruction option for parentsAll students, staff, teachers, administrators and visitors must wear masks at all times, desks separated by six feet and in rows facing forward. Class sizes will be reduced to allow for proper social distancing. Within the classroom setting no objects will be shared among students and or teachers. In August 2020 parents will be asked to make a decision on the option they select that will need to be adhered to for the first marking period which is anticipated to be from September 8, 2020 –November 4, 2020. Parents will have the opportunity to change their option choice for the second marking period beginning November 9, 2020 and transition to and/or from Virtual /Remote Instruction and In Person Instruction. If the temperature is below 100.3 they will return to school, if it is 100.3 degrees or higher they will be asked to go home, follow district protocol and follow up with a doctor visit to be cleared for COVID-19 before returning to school or work. **Parents will be asked to check their child for COVID-19 symptoms each day, before sending their child to school and will be asked not to send them if any symptoms are found.**Cleaning protocol- The district will use district custodians and a cleaning service when possible to sanitize and disinfect classrooms, bathrooms, school buildings and buses thoroughly each day. ** The district plans to reopen schools Monday-Friday, using the following hybrid in-person/virtual A/B model for K-8 Students:The district will use the following A/B Model with one-session days, in-person school day, five days a week from 8:20 AM until 12:45 PM using a rotating schedule as follows:A A A B B B B B A A A A A B B………M T W. F**Special education students in self-contained small group classrooms will be offered the opportunity to attend school “In- Person” M-F from 8:20 AM-3:15 PM, full day, if possible. Parents will have the option to choose remote/virtual learning at home for self-contained special education small group classes as well. Students that opt for the “full day” option will eat lunch in school each day following social distancing guidelines. These students will eat in the cafeteria, be supervised by district aids and be kept six to ten feet apart at separate tables. The space will be cleaned and disinfected using Lysol products before and after the students eat according to CDC guidelines and district procedures as outlined in # 8 Cleaning Facility Practices of the reopening plan.*Special education students in self-contained small group classrooms in grades K-8 will attend classes Monday-Friday on a one-session day A/B schedule from 8:20 AM-12:45 PM if the full day plan is not possible.Meals All students eligible for the free breakfast/lunch program that are learning in-person at school will receive a “Grab and Go” lunch and breakfast as they leave school at 12:45PM each day. (Breakfast picked up at 12:45PM is for the next morning at home.)**Teachers will provide “Live” instruction via Google Meet, Google Classroom and or ZOOM simultaneously while teaching in-person classes, using chrome books to the students who are not in school and learning remotely/virtually from home on the alternate A/B days and to students whose parents opted for the Virtual/Remote Instruction at home option.**Special subject teachers (PE, Music, Computer Literacy, Library- Media, and Art) will deliver virtual instruction M-F from 1:30 PM until 3:15 PM to classes (if necessary) for students that did not receive special subjects during the one-session in-person school day.Pre-Kindergarten** Pre-K students whose parents opt for the In-person learning option will have the following schedule: AM Pre-K students will report for temperature screening at 8:30 AM and will attend classes from 8:45 AM-10:15 AM, Students in PM Pre-K will report to school at 10:30 AM for temperature screening and will attend classes from 10:45AM-12:15PM each day M-F.Pre-K teachers will be available remotely/virtually each day from 1:30PM until 3:15PM on Class Dojo to reinforce lessons, assist students with homework, answer questions or communicate with parents by email or phone. All teachers Pre-K-8 will work in their assigned school buildings from 8:15 AM until 3:15 PM each day as per the FEA contract. Teachers will take lunch from 12:45 PM until 1:30PM each day. Teachers will stay in their classrooms and login to Google Classroom/Google Meet or ZOOM from 1:30 PM until 3:15 PM to help students with assignments/ reinforce lessons, homework and/or be available for parent meetings each school day Monday-Friday.**Students will remain in classrooms during the school day and will not travel between or change classrooms to minimize student movement during the day. When necessary teachers will change classrooms or travel between classrooms.General Health and Safety Protocols/ GuidelinesThe Fairview School District will establish and maintain communication with the Fairview Police Department, Fairview Board of Health, Bergen County Health Department, Bergen County Superintendent’s Office, and the New Jersey Department of Education to determine current mitigation levels. We will protect and support our staff and students who are at a higher risk for severe illness by providing options for telework and virtual learning.Students and staff must follow guidelines for wearing face coverings outlined by the CDCFace coverings must be worn by students and staff while indoors and while outdoors IF there is not 6 feet of distanceThe district will follow the CDC’s guidance/protocols for schools and childcare programsEach grade level will have a designated schedule for hand-washing and will practice proper handwashing techniquesFairview Schools will continue to promote behaviors that reduce the spread:Stay home when appropriateHand hygiene and respiratory etiquetteFace coveringsSigns and messages throughout the buildings and community encouraging social distancing and the wearing of face coverings.The Fairview School District will make reasonable accommodations for individuals that the CDC identified as having a higher risk for severe illness from COVID-19 including older adults (age 65 years and older) and individuals with disabilities or serious underlying medical conditions as enumerated in The Road Back Restart and Recovery Plan for Education. Whenever possible windows and doors will be opened to increase ventilation.Classrooms/buildings will be air conditioned whenever possibleHallways will have markings and signs dividing the two sides of the hallway for one-way traffic, especially for students in middle gradesStudents will remain in classrooms and teachers will travel between classrooms to reduce hallway traffic during the school dayStudent desks will be spaced 6 feet apart in each classroom. Desks will be facing the same direction Hand sanitizer will be available at each building entrance/exit, as well as in hallways, restrooms, classrooms, offices and busesDigital DivideThe district has purchased additional chromebooks which will bring Fairview to a 1:1 ratio of students and chromebooks.The district will continue to work with Spectrum to provide WiFi for students who are in need.A parent survey was sent out in English and Spanish to assess the need from our community for hardware and connectivity. Using the results from the survey, our technology coordinator will work with the building principals to ensure each student enrolled in the district has a device and has the ability to connect to the internet. Throughout the year, if we remain virtual, we will continue to survey, assess, and keep the lines of communication with our families open to ensure each child is provided with the education they expect and deserve. Classrooms, Testing, and Therapy RoomsThe majority of classrooms in the Fairview School District can achieve social-distancing requirements with our in-class population being only a third of our normal class size. Students will be seated at desks, facing forward, and spaced six feet apart. In the few remaining classes that will require further measures, plastic barriers will be utilized.The district highly discourages the use of shared instructional objects in the classroom. However, any shared instructional objects that must be used will be sanitized in-between student use. The items will be cleaned with Lysol sanitizing products.Face covering will be required for all staff members, students, and visitors, without exception.All instructional and non-instructional rooms in school and district facilities will comply with social distancing standards to the maximum extent practicable. (As a point of reference each student occupies 113 NSF, social distancing practices will be based upon that number).Prepare and maintain hand sanitizing stations with alcohol-based hand sanitizers (at least 60% alcohol)In each classroom (for staff and older children who can safely use hand sanitizer)At entrances and exits of buildingsNear lunchrooms and toilets. Children ages 5 and younger should be supervised when using hand sanitizerFor classrooms that have existing hand washing stations, prepare stations with soap, water, and alcohol-based hand sanitizers (at least 60% alcohol). Students should wash hands for at least 20 seconds at regular intervals, including before eating, after using the bathroom, and after blowing their nose/coughing/sneezing.Use alcohol-based hand sanitizer (at least 60% alcohol) if washing with soap and water is not possible.All indoor facilities will have adequate ventilation, including operational heating and ventilation systems where appropriate. All univents have recirculation with fresh air components. Air conditioning unit coils, and filter(s) for A/C units will be cleaned, maintained, and changed according to manufacturer recommendations and according to a regular schedule set by our Building and Grounds Department.There will be designated times on the schedule to take students out of the classroom to wash hands with soap and water, including, at a minimum: at the start of the day when children enter the classroom before snacks and lunchafter using the toilet or helping a child use a toilet after sneezing, wiping, and blowing noses after snacks and lunch, particularly if hands are sticky, greasy or soiled when students come in from outdoor play or recessTransportationFairview schools will maintain social distancing practices on buses (at least six feet of distance between riders) to the maximum extent practicable.Face coverings will be worn by all persons on the busStudents will board the school bus by filling the back rows first, and then progressing forward. When leaving the bus, students will exit in the opposite order.The district will stagger transportation times so fewer children are in each vehicle (e.g., one child per seat, every other row).Buses will be cleaned continuously by the bus drivers, who are also part of our custodial crew. After each run, they will utilize Lysol cleaner to wipe down all surfaces. After all the surfaces are cleaned, they will be sanitized with a neutral disinfectant. These will be done at the completion of every run and at the end of every day. Students will have their temperature checked prior to boarding the bus by a bus aide. Parents will be told they need to remain with their child at the bus stop in case they have a temperature above 100.3 and need to go home.Open windows when possible.The district will attempt to increase parents’ awareness of the ability to waive transportation for the school year.Student Flow, Entry, Exit, and Common AreasAt each school, teachers-aides and morning duty staff will take daily temperature checks in the car at drop-off and or pick-up or at one entrance for walk-ups, to prevent the formation of a line. Students will use multiple entrances, with staff monitoring entrances to keep students aware of social-distancing guidelines. Once in the building, tape and markers will remind students of proper spacing. All students will stay in the same room for the duration of the day, in order to minimize the mixing of cohorts. Interaction from other teachers, administrators, and staff will be kept to a minimum. Assemblies and after-school events will be canceled or minimized in order to maintain social distancing as well. Students will be escorted to their designated exits at the end of the day, with teachers-aides assisting to maintain social-distancing at these times. Screening, PPE, and Response to Students and Staff Presenting SymptomsThe Fairview School District will adopt screening procedures for students and employees upon arrival at school or work location for symptoms and history of exposure. These screening procedures must include the following:Staff must visually check students for symptoms upon arrival (which may include temperature checks) and/or confirm with families that students are free ofCOVID-19 symptoms.Health checks must be conducted safely and respectfully, and in accordance with any applicable privacy laws and regulations.Results must be documented when signs/symptoms of COVID-19 are observed.Any screening policy/protocol must take into account students with disabilities and accommodations that may be needed in the screening process for those students. The Board will adopt procedures for symptomatic staff and students, which shall include the following:Students and staff with symptoms related to COVID-19 must be safely and respectfully isolated from others. School officials will follow current Communicable Disease Service guidance for illness reporting.If the school district becomes aware that an individual who has spent time in a district facility tests positive for COVID-19, officials must immediately notify local health officials, staff, and families of a confirmed case while maintaining confidentiality.The procedures the district will use when someone tests positive forCOVID-19 will include written procedures detailing the district's COVID-19 related response for symptomatic students and staff. The procedures must be consistent with the district's contact tracing procedures (see "Critical Area of Operation #6 – Contact Tracing")to the maximum extent practicable. The procedure includes: Establishment of an isolation space. Students and staff with symptoms related to COVID-19 must be safely and respectfully isolated from others. Students should remain in isolation with continued supervision and care until picked up by an authorized adult.Following current Communicable Disease Service guidance for illness reporting.An adequate amount of PPE shall be available, accessible, and provided for use.Methods to assist in contact tracing including records of groups/cohorts, assigned staff, and daily attendance.Continuous monitoring of symptoms.Re-admittance policies consistent with Department of Health guidance and information for schools and Department of Health/Communicable Disease Service's Quick Reference Guidance on Discontinuation of Transmission-Based Precautions and Home Isolation for Persons Diagnosed withCOVID-19.Written protocols to address a positive case. School officials will encourage parents to be on alert for signs of the illness in their children and to keep their child home when they are sick. The checklist serves two purposes:providing a roadmap for the steps that need to be taken to properly clean and sanitize the bus;??certifying that the process has been completed as required.The procedures identify sanitizing agents that may be used and should be limited to products included on the U.S. Environmental Protection Agency’s list of products that have shown to be effective against COVID-19.These procedures should likely include two stages:?cleaning, which removes dirt and germs from surfacesdisinfecting, which kills germs on surfaces that remain after cleaning.Provide EPA-registered disposable wipes to teachers and staff so that commonly used surfaces (e.g., keyboards, desks, remote controls) can be wiped down before use.Ensure adequate supplies to support cleaning and disinfection practices.Ensure safe and correct use and storage of cleaning and disinfection supplies, including storing products securely away from children, and ensuring appropriate ventilation so students and staff are not exposed to toxins or fumes.Meals Grab and Go Breakfast/ Lunch Meals-Students that are participating in the in-person learning model will be dismissed at 12:45 PM and take lunch/breakfast with them to eat at home, NO Lunches will be served or eaten in school. (Breakfast picked up at 12:45PM is for the next morning at home.)Stagger times to allow for social distancing, and clean and disinfect between groups.Discontinue family style, self-service, and buffet.Clean and sanitize tables/surfaces between each meal service, pursuant to the protocols outlined by the Environmental Protection Agency (EPA).Space students at least six feet apart.Individuals must wash their hands after removing their gloves or after directly handling used food service items.If serving meals the district will serve meals in classrooms or outside when possible instead of a group dining area.Serve individually plated meals or meals in pre-packaged boxes or bags.Ensure students are not sharing food.Use disposable food service items (e.g., utensils, dishes). Encourage proper hand washing before and after eating meals.Recess/Physical EducationRecess will be staggered. Recess will be staggered ??if two or more groups are participating in recess at the same time, they will have at least 6 feet of open space between them. The use of playground equipment will be staggered and there will be protocols for frequent disinfecting. Students will maintain 6ft social distancing on equipment.The district will use cones, flags, tape, or other signs to create boundaries between groups.Always wash hands immediately after outdoor playtime.Stagger the use of playground equipment and disinfect plete an inventory of outdoor spaces (athletic fields, track, green spaces, open space, and local parks) and designate zones, use stations, mark off areas, floor markers, floor tape, polyspots, etc., to ensure separation among students (six feet for social distancing).Students will be encouraged to wear comfortable clothing and safe footwear to school that allows for safe movement and is appropriate for the weather in order to participate in physical education without the use of a locker rooms.We will limit and/or eliminate direct contact with equipment.
