|SUBJECT: |Background Checks by Adult Protective Services |

|Purpose: |Discontinue use of the APS WATCH account with the Washington State Patrol; |

| |Create new APS accounts with the DSHS Background Check Central Unit (BCCU); and |

| |Implement APS policy regarding background checks through BCCU. |

|Background: |MB H04-037 established APS access to WATCH information for purposes of APS worker safety. |

| |July 2005 the Washington State Patrol significantly increased the cost of each APS WATCH check. As a result, |

| |the APS WATCH contract must be cancelled and an alternative method developed for APS to access background |

| |information for people affiliated with an APS report or case. |

|What’s new, changed, or |The APS WATCH contract with WSP is cancelled. |

|Clarified |APS is establishing accounts with the BCCU and will now submit background check requests to BCCU. |

|ACTION: |Effective immediately: |

| |MB H04-037 is rescinded. Do not attempt to access WATCH using the terminated APS contract with WSP. |

| | |

| |Implement steps A – C to create your regional APS account(s) with BCCU. |

| | |

| |Each region must determine who will be authorized to submit APS background check requests to BCCU and then |

| |provide Lori Melchiori with the following information needed to set up a BCCU account for the office(s) where|

| |the authorized staff are located: |

| |Site address; |

| |Mailing address; |

| |Number of a secure fax; and |

| |Phone number of a contact person. |

| |Obtain your account number(s) from this BCCU Intranet site: |

| |. Notify Lori of any needed corrections. (NOTE: this |

| |information has been programmed into the BCCU computer system). |

| | |

| |Provide updated information to Lori when the region wants to open, close, or move the office location of an |

| |APS account with BCCU. |

| | |

| |Attachment 1 is incorporated into Chapter 6. Implement these Chapter 6 procedures to obtain and use a |

| |background check through BCCU. |
