Application to Designate a New Network Resource under SPP NITS
Note: if any of the information requested on this form was supplied in the initial application for network service, please simply refer to the initial application in your response to the appropriate question.
1. Associated SPP OASIS Request Number(s)
The Transmission Customer (Customer) certifies that SPP OASIS request number(s) is (are) being used to request SPP transmission service to deliver power from the Network Resource described in this Application to the applicable network load.
2. Network Resource(s) Information required by section 29.2 of the SPP OATT
The following information is provided on an attached sheet.
a. Unit size and amount of capacity from that unit to be designated as Network Resource
b. VAR capability (both leading and lagging) of all generators
c. Operating restrictions during term of designation
• Any periods of restricted operations
• Maintenance schedules
• Minimum loading level of unit
• Normal operating level of unit
• Any must-run unit designations required for system reliability or contract reasons
d. Arrangements governing sale and delivery of power to third parties from generating facilities located in the SPP OATT footprint, where only a portion of unit output is designated as a Network Resource
e. Description of purchased power designated as a Network Resource including source of supply, Control Area location, transmission arrangement and delivery points to the SPP Transmission System
3. Certification of Existing SPP Network Service
Customer certifies that the loads to be served by these resources are existing loads or projected forecasts of those loads served from existing connected load points identified in an existing SPP Service Agreement for Network Integration Transmission Service.
4. Contract for Network Resource
a. Customer certifies that it owns the resource, has committed to purchase generation or Firm “Liquidated Damages” product that it is requesting to be designated as a network resource pursuant to an executed contract; or
b. Customer certifies that it has committed to purchase generation or Firm “Liquidated Damages” product that it is requesting to be designated as a network resource where execution of a contract is contingent only upon the availability of network transmission service on the SPP Transmission System.
5. Firmness of Network Resource
a. Customer certifies that the Network Resources do not include any resources, or any portion thereof, that are committed for sale to non-designated third party load or otherwise cannot be called upon to meet the Network Customer’s Network Load on a non-interruptible basis.
b. Customer certifies that the network resource is not simultaneously designated as a network resource for any other network customer load, including non-SPP loads and loads in SPP but not in the same control area.
c. Customer certifies that it has reserved firm transmission service on all intermediate transmission systems, including the source system; or
d. Customer certifies that it has submitted requests for firm transmission service on all intermediate transmission systems and will notify SPP when such requests are accepted (and confirmed by Customer) or denied.
