Civil Rights Data Collection 2015-16 Data Notes

About the CRDC Data

The Civil Rights Data Collection (CRDC) is a biennial survey required by the U.S. Department of Education's (Department) Office for Civil Rights (OCR) since 1968. Similar to the 2011?12 and 2013?14 CRDC, the 2015?16 CRDC collected data from a universe of all public local educational agencies (LEAs) and schools, including long-term secure juvenile justice facilities, charter schools, alternative schools, and schools serving students with disabilities.

The CRDC collects data on leading civil rights indicators related to access and barriers to educational opportunity at the early childhood through grade 12 levels. The CRDC is also a longstanding and critical aspect of the overall enforcement and monitoring strategy used by OCR to ensure that recipients of the Department's Federal financial assistance do not discriminate on the basis of race, color, national origin, sex, and disability. OCR relies on CRDC data it receives from public school LEAs as it investigates complaints alleging discrimination, determines whether the Federal civil rights laws it enforces have been violated, initiates proactive compliance reviews to focus on particularly acute or nationwide civil rights compliance problems, and provides policy guidance and technical assistance to educational institutions, parents, students, and others. In addition, the CRDC is a valuable resource for other Department offices and Federal agencies, policymakers and researchers, educators and school officials, parents and students, and the public who seek data on student equity and opportunity.

Response Rates

Traditionally the CRDC has achieved very high overall response rates. The response rate for the 2015-16 collection was 99.8%. This included 17,337 LEAs and 96,360 schools. An important consideration for response rates is that the reporting process requires all schools and LEAs to respond to each survey item on the CRDC. Some LEAs, that did not have complete data, reported a zero value. It is not possible to determine all possible situations where this may have occurred. As such, it may be the case that the item response rates may be positively biased. For the large majority of CRDC survey items, the rate of missing data ranged from 0-5% of reported values.

Race/Ethnicity

CRDC student count data are generally reported by race/ethnicity, sex, disability status, and English learner status. CRDC uses the 2007 race and ethnicity guidance published by the Department. The guidance includes seven race and ethnicity categories (American Indian or Alaska Native, Asian, Black or African American, Hispanic or Latino, Native Hawaiian or Other Pacific Islander, White, and two or more races). Privacy Protection

In order to prevent disclosure of individuals, data in the public use file have been rounded or replaced with a special reserve code. Data elements with small cell values have been suppressed and replaced by a special reserve code of -2. For other counts and numerical data elements, values were rounded. Calculated totals are based on rounded data.

Data Anomalies

As part of a comprehensive data quality review process, OCR identified priority data issues that were based on data anomalies identified during and following the data submission period. LEAs (and some SEAs) with data quality issues were targeted for outreach and given an opportunity to correct and recertify their data. A total of 4,386 LEAs were contacted to correct anomalies in the data. Of those contacted, 41% (1,784) of LEAs did not participate in the outreach phase; 52% (2,229) of LEAs were able to make edits and re-certify their data; and 7% (303) of LEAs did not submit corrected data but were able to provide explanations for the data anomalies. Less than 1% of LEAs responded stating that they refused to participate in the data quality corrections process.
