| 14. General Summary of Function/Purpose of Position |
|The employee will provide a variety of data analysis, data entry, report review, and application of knowledge related to practices, procedures and policies |
|related to the Michigan Sex Offender Program (MSOP) and Substance Abuse Services (SAS) medication assisted treatment (MAT) program. Duties include entering, |
|evaluating and analyzing extracted data from various data bases using a variety of computer programs. Work with MSOP, SAS and contracted staff to ensure |
|validity and reliability of assessments. Provide information and assistance; create reports, filing information both manually and electronically, maintaining |
|appropriate records, and data entry. Considerable independent judgment is required to carry out assignments that have significant impact on services and |
|programs. This position is responsible for monitoring the quality of staff, program performance and workload standards. This includes review of actuarial risk|
|assessment tools, timeliness of clinical work and documentation, providing feedback to prison-based staff and community contractors regarding compliance with |
|contract and program standards. This position requires strong organizational and communication skills as well as problem solving and the ability to provide |
|effective and clear feedback. |

|Ensure the integrity and fidelity of the Michigan Sex Offender Program (MSOP) for prison-based services. Track group lists, sexual offender risk assessments, |
|completion reports and communication of treatment services from all involved parties. Review documentation to verify risk tools scored appropriately, track |
|treatment placement for appropriateness and timeliness of documentation. |
|Individual tasks related to the duty. |
|Collects, consolidates, analyzes, and maintains program data necessary to meet program reporting and evaluation requirements. |
|Create, and evaluate processes, procedures and forms for the MSOP program waitlist, reconsideration processes, parole board overrides, pre-treatment groups and|
|identification of inmates who need to be transferred to receive MSOP programming. |
|Works with contract monitoring unit to monitor all community-based sex offender contracts. Performs site visits, program fidelity checks and assists as needed|
|in training of community contractual staff on issues related to contract compliance. |
|Maintains open communication with other community contractors and assists in establishing priorities, coordinating activities and resolving work related |
|problems. |
|Coordinate with central transfer to ensure transfer of offender occurs to get offenders in need of MSOP programing to a HUB site |
|Coordinate with programming staff and the parole board regarding assignment and tracking of Sexual Offender Risk Assessments (SORAs) |

|Reviews, tracks and evaluates documents and reports related to the Michigan Sex Offender Program (MSOP), Mental Health Services (MHS) and other Michigan |
|Department of Corrections (MDOC) data bases. Compiles, reviews, analyzes, and monitors MSOP, MHS and various MDOC data base lists regularly, as needed and at |
|the direction of the MSOP Manager or designee. |
|Individual tasks related to the duty. |
|Recommends criteria, standards and guidelines to assess the SOP; creates and maintains various data bases and filing systems to track MSOP and MHS data, |
|reports, audits, grievances and correspondence. Uses independent judgement in determining which data from QMHP case notes and other documentation to include in|
|databases. |
|Receives and enters data as necessary to ensure data bases are accurate and up to date and time frames as defined in policy are met. |
|Data entry and printing of various MDOC data base reports for updating and distributing. |
|Maintain and update MHS and MSOP logs, reports, informational and statistical databases. Reviews the tracking system to ensure that information entered is |
|consistent, bring potential inconsistencies to the attention of the Unit Manager. |
|Recommends additional data to be collected and/or information that is no longer needed and makes suggestions to revise the database accordingly |

|Program coordination with medication assisted treatment (MAT), thru implementing MAT, MISSION MI-REP and Vivitrol Pilot Programs as well as educating |
|stakeholders and employees about MAT options provided, and the outcomes achieved for those that participate in MAT services. |

|Participate in ongoing educational opportunities and trainings about Substance Use Disorder (SUD) and MAT. |
|Track state and federal guidelines about MAT and the procedures around MAT. |
|Provide assistant for the Mi-Rep and Vivitrol programs by recording statistics, communicating with MDOC and outside organizations and develop policies and |
|procedures for the programs. |
|Identify, develop and maintain appropriate internal and external partners who will assist in program strategies and goals. |
|Provide education and presentations around MAT to stakeholders and others that collaborate with the programs. |
|Communicate with cohorts, stakeholders, and partners regularly including but not limited to; monthly meetings, conference calls, and individual communication. |
|Participate in planning and facilitation of in-person meetings. |
|Participate in monitoring and reporting of activities for the legislature, supervisors, and management. |
|Work in collaboration with other staff to track data as well as outcomes with MAT program. |

|community regarding treatment delivery and community treatment recommendations. |

|Collaborates with the appropriate MDOC institutional clinical and non-clinical staff in making program placement decisions. |
|Report on Quality Improvement/Assurance issues at staff meetings (State, regional, facility) as needed. Works with staff on the development of corrective |

|Monitor action plans for follow-up to ensure the issues have been corrected. |

|This position monitors the clinical activities of the prison based and community-based side of MSOP program as well as the MAP implementation. This position |
|monitors compliance with MSOP programming standards. |

| 25. What is the function of the work area and how does this position fit into that function? |
|The MSOP program provides comprehensive sex offender programming for prisoners assessed as at low, moderate, and high risk for sexual re-offense. The |
|functional risk assessment process is conducted throughout the time the offender is in the unit or attending low-risk offender programming. The MSOP program |
|encompasses both prison based MSOP programming at 6 hub sites and community contracts for parolees/probationers. |

|Prefer experience working with sexual offender risk assessment tools, database development, data tracking and report writing. |
|KNOWLEDGE, SKILLS, AND ABILITIES: |
|Knowledge of the principles and practices of research and analysis. |
|Knowledge of the principles of administrative management, office procedures, and reporting. |
|Ability to analyze, synthesize, and evaluate a variety of data for use in program development and analysis |
|Ability to establish program or service procedures, policies, or guidelines and to relate these to objectives. |
|Knowledge of operational approaches, guidelines, restrictions, and staff roles within a correctional setting |
|Knowledge of methods/procedures of performance improvement, CQI, and other procedures designed to monitor/improve program outcomes. |
|Knowledge of automated tracking systems. |
|Skills in developing productive interpersonal/professional relationships with a wide variety of individuals within both corrections and mental health agencies.|
