To make the Pouches: Take a Copper Dotted Treat Bag:

Fold in half, use a Bone Folder to create a crisp fold and apply strong adhesive tape to one of the inner surfaces:

Press down to secure:

AnAnd decorate! You have two pockets to fill on each side ? one for a tag and one for a treat!
