General Manager’s monthly report for September 2017

• Upper Trinity Regional Water District (UTRWD) points of interest: At the September Board meeting, operating and capital budgets were approved including wholesale rates for FY 17-18. Water rates will increase approximately 4% while wastewater rates will remain the same for FY 17-18.

• Area lake levels; During the month of August, the DFW area received a total of 4.24” of rain which is 2.37” above average. Lake Lewisville- current elevation 522.12’, +0.12’, Lake Ray Roberts- current elevation 632.56’, +0.06, Lake Chapman (Cooper Lake) - current elevation 439.78’, -0.22’, Lake Lavon- current elevation 491.89’, -0.11’.

• Argyle Fire District points of interest: At the August Board Meeting Chief Hohenberger reviewed the preliminary budget for FY 17-18. Chief also gave an update on the status of construction of Station 514. Due to the extensive rainfall, completion is now scheduled for February 27, 2018. The Fire District received a total of 30 calls for service within Lantana during the month of July which accounted for 23% of the total calls for the month.

• Bids were opened on September 12th for the Districts’ maintenance building. Only one bid was received and the pricing seems unreasonably high.

• Bids were opened on August 14th for Barrington Phase C Addition. This will be the final residential subdivision within Lantana. A total of three bids were received. LH Lacy submitted the apparent lowest responsive bid amount of $3,701,198.81. Mario Sinacola submitted the apparent second lowest bid amount of $3,812,183.77. The third bid was submitted by GTI. The contract has been awarded to LH Lacy. Construction should commence upon the completion of the second phase of Barrington.

• RPMX is making good progress on the construction of Barrington Addition Phase B. Additional erosion control adjacent to the Hike and Bike Trail has been authorized. Wet utilities (water, wastewater and storm sewer lines) have been completed. Franchised utility crossings (electric, gas and communication lines) have been installed. Subgrade stabilization has commenced. Paving operations should commence by the end of the month. Construction is currently scheduled to be completed next January. This phase consists of 93 additional 50’ and 60’ lots. For additional information regarding the subdivision please visit .

• Greenscaping is nearing completion of the installation of the landscape package in Reata. They have completed installation of the irrigation system. Installation of landscape materials has also been completed. Some areas adjacent to the pond and in the common area at the north end of the addition were hydromulched. These areas have not achieved acceptable vegetation coverage to date. A few of the trees have died and will need to be replaced this Fall. Project completion is anticipated by the end of the month.

• Greenscaping is making slow progress on the installation of the Barrington and Garner Landscape packages. They have completed installing sod along Copper Canyon Road. Several miscellaneous items remain uncompleted. Completion of both projects should occur by the end of September.

• Retail strip center south of Kroger activity: The following businesses have completed construction and are now open for business: The Tutoring Center, Tokyo Samurai Restaurant, Terry Donuts, Lantana Eyecare, Nathan Romney DDS., Supercuts, Marble Slab Creamery, Lantana Spa and Nails, Hollywood Feed, Medspring Urgent Care, Farmers Insurance, and Remax Realty.

• Two new projects are currently being designed on the pad sites adjacent to Kroger. One will be a Chase Bank to the south of Starbucks and the other will be a Firestone retail center behind Starbucks.

• Z Constructors has commenced construction of the first phase of retail on the inside of the FM407 curve just South of Blanco. The project consists of a multi-tenant 15,000 SF building. Two future phases will consist of 5 additional buildings with an additional 48,820 SF of retail and restaurant uses. For additional information regarding the project, please visit .

• Spring Valley has completed construction of two additional strip center buildings North of Kroger. One building consists of 5 lease spaces and is approximately 9,800 SF. Dickey’s and Dominos are open for business. Smiles Up Dentistry, is open for business. A second adjacent building consists of 2 lease spaces and is approximately 4,200 SF. One of the spaces is a Starbucks with a drive through. The second space is an AT&T Wireless store.

• We now have 795 customers signed up for ACH, automatic payments for utility billing. To sign up visit the Districts’ website at , click on Utility Bill Payment, and follow the prompts to enter your bank account information. We also have 2253 residents utilizing our electronic utility billing option.

• We have issued 2065 building permits in District 6 and 1607 building permits in District 7 for single-family residences through the month of August. Which is a total of 3,672 within Lantana.

• We currently have no building permit applications awaiting review in District 6 and 5 building permit applications awaiting review in District 7. 19 building permit applications for new homes were received in August; and 29 building permit applications for new homes were approved in August.

• We now have 2031 occupied homes in District 6 and 1465 occupied homes in District 7 as of August 31st. This is an increase of 16 new families for the month of August.

• District 6 activity: 2054 homes have received Foundation Inspections. 2047 homes have received Framing Inspections. 2034 Homes have been completed and received Final Inspections.

• District 7 activity: 1580 homes have received Foundation Inspections. 1561 homes have received Framing Inspections. 1488 homes have been completed and received Final Inspections.

• During the month of August, 7 residential building permits were issued in District 6 and 14 were issued in District 7. 2 foundation inspections were approved in District 6 and 13 were approved in District 7. 1 framing inspection was approved in District 6 and 19 were approved in District 7. 2 final inspections were approved in District 6 and 17 were approved in District 7.

• During the month of August, 15 permits were issued for residential remodels/additions, 10 swimming pool permits were issued and one new commercial permit was issued to Z Constructors at 3501 FM 407. In addition, no commercial remodel permits were issued.

• District 6 building permit revenue for the month of August was $63,279.00.

• District 7 building permit revenue for the month of August was $164,030.00.

• $600.00 was received for contractor registration renewals in August.

• Water accountability for the month of August was at 90%. 76,270,000 gallons was pumped into the distribution system and, 68,586,400 gallons was accounted for in billings and other uses. 76,270,000 purchased gallons equates to a load factor of 77% of our subscribed capacity.
