Huber / EMP Inmate Information Sheet
The Brown County Jail no longer utilizes the Work Release Center for Huber inmates. Individuals who would have stayed at our Work Release Center are now enrolled in the Electric Monitoring Program (EMP). This allows sentenced individuals sentenced with Huber to work, go to school, attend treatment, provide childcare to serve their sentence from home.
EMP is a privilege, not a right! Even though we are committed to placing individuals with Huber privileges in our program, no one is guaranteed placement.
You will be required to pay a daily fee for each day you are incarcerated, currently set by the Brown County Board at the rate of $25 per day. You must pay $440.00 upon arrival ($30 booking fee, $50 EMP setup fee, and first 2 weeks of monitoring fees). Your employer will be contacted, and your payroll checks will be forwarded directly to the Brown County Jail during your incarceration. (Direct deposit of payroll is not accepted)

- You are not required to have a job for EMP but failure to keep your account current will have you removed from EMP.

(Short Term Sentences
If you are sentenced to serve 20 days or less, you will be required to pay all board in advance. ($25 per day + $50 EMP setup fee + $30 booking fee) Failure to pay board in advance will result in your return to lock-up. As authorized by State Statute 303.08(5), your payroll check(s) will still be forwarded to the Brown County Jail for tax and hour verification.
(Long Term Sentences
If you are sentenced to serve more than 20 days, you must pay $440.00 upon arrival ($30 booking fee, $50 EMP setup fee, and first 2 weeks of monitoring fees). After that, your paycheck will be collected directly from your employer and proper monitoring charges ($25 per day) will be deducted from your account, as authorized by State Statute 303.08(5). Direct deposit of payroll is not accepted.
(Self-Employed
If you are self-employed, you will be required to pay $440.00 ($30 booking fee, $50 EMP setup fee, and first 2 weeks of monitoring fees) in advance and from then on, on a weekly basis from Sunday through Saturday, at a rate of $175.00 per week. Failure to keep board paid in advance will result in your return to lock-up. All individuals requesting to operate their businesses while on the Electronic Monitoring Program must provide the following information to the EMP Sergeant:
- Name of business, address, phone number, number of years in business
- Tax I.D. number
- Copy of last 2 year’s taxes
- Copies of past work contracts as well as future contracts
- Copy of Business liability insurance policy
All self-employment jobs AND/OR jobs requiring travel 50 miles from Green Bay, WI must be approved through the EMP Sergeant
(Caregiver/Student/Unemployed/Childcare
you will be required to pay $440.00 ($30 booking fee, $50 EMP setup fee, and first 2 weeks of monitoring fees) in advance and from then on, on a weekly basis from Sunday through Saturday, at a rate of $175.00 per week. Failure to keep board paid in advance will result in your return to lock-up. Accounts shall be kept current starting the third Friday after enrollment.
(TRANSFERRING SENTENCE TO/FROM ANOTHER COUNTY
If you are interested in transferring your jail sentence to or from another county, it must be court ordered by the sentencing Judge. Indicate the pre-registration information sheet, the county that you would like to serve your sentence in. You will be contacted for further information.

EMPLOYMENT AGREEMENT
If employment is terminated, we agree to notify the Brown County Jail Electronic Monitoring Program as soon as possible. We further agree to notify the Brown County Jail Electronic Monitoring Program if the employee is late, does not arrive, departs at a time that is different from the schedule, or is required to work overtime. Upon request, we will forward copies of any timecards, or payroll records to the Brown County Jail Electronic Monitoring Program, should further work attendance history be required. We also agree to forward a weekly schedule of employment hours, no later than Saturday for the following workweek. We understand that the inmate is not permitted to travel outside a 50-mile radius of the Brown County Jail. Further we agree to forward all earnings for individuals directly to the Brown County Sheriff’s Department Jail Division as required by law. The only deductions allowed from an inmate’s pay are for taxes, union dues, 401(k) or other legitimate retirement plan, court ordered payments and health insurance. By law an inmate’s wages cannot be garnished while in jail. Wage assessments for child and family support are permitted. Contributions to a credit union are not permitted. Inmates serving less than 20 days must pre-pay all Electronic Monitoring Program fees prior to program placement.

FEE ACKNOWLEDGEMENT & FEE SCHEDULE
COSTS: All inmates participating in the Electronic Monitor Program are required to pay $440.00 at time of enrollment. (Cost Breakdown on back of form for $440).
• Wisconsin Statute 303.08(3) requires the Sheriff to collect all earnings of a person working under the Huber law. Direct deposit is not allowed during your incarceration. Therefore, paychecks are required to be sent to the Brown County Jail and must be accompanied with a check stub or wage statement. You are not allowed to cash or spend any of your paycheck prior to the jail receiving it.
• If your sentence is twenty days or less, you have 2 options:
1. You must pay your EMP fees in full before placement. Example: 15-day sentence: $30 booking, $52.75 set up, $25 daily = $457.75
2. Your next paycheck must be submitted to the Brown County Jail
• Every inmate must remain current with his/her EMP fees every Friday by noon. Failure to comply with these requirements will result in the inmate being removed from the program.
• Inmates selected to participate in the EMP will be subject to random U/A testing. The inmate will be responsible for the cost of the U/A test(s), which is currently $7.00 per test.
• Accounting charges EMP fees daily. EMP accounts are reviewed every Thursday and your work hours will be verified from your paycheck stub. Accounting will keep in your account either one week or two weeks of EMP fees depending on if your employer pays you weekly or every two weeks. After these funds are held, the remaining funds in your account will be withdrawn in the form of a check and be mailed to you.
• Last Paycheck: If you have questions whether or not your last paycheck is sent to the jail after you are released, contact your employer/payroll.
• All checks are mailed. You or your family/friends will not be allowed to pick up your check at the jail.
The US Postal Service will determine the delivery time of your check. To ensure prompt delivery, make sure we have the correct address information including apt # and if you are staying with family/friends, you will need to provide their name. Otherwise, the postal service will not deliver your mail.

HOW TO PAY
Every EMP inmate must keep his/her account current, due every Friday by noon. All employers are required to send payroll checks directly to the Brown County Jail. If we have not received your paycheck or you are not a working inmate, this form will assist you in how to make arrangements to get the account current. Please read thoroughly as each form of payment has a different fee associated with it. ** Fees are subject to change at any time. **
