The Dayton City School District is currently recruiting for the position of General Counsel. This position reports to the Superintendent of Schools and is responsible for advising the Superintendent and the Board of Education on legal and labor issues which affect the operations of the Dayton Public Schools. The incumbent will also serve as the district's chief negotiator with recognized employee bargaining units and will assist in the development of board policies that serve the best interest of the district's educational program.

SALARY RANGE: $80,000 - $100,000

RESPONSIBILITIES:

1. 1. Attends all Board of Education meetings and provides legal input, formal and/or informal, to

2. school district staff

3.

4. 2. Negotiates with employee bargaining units to arrive at mutually satisfactory agreements on

5. wages, hours, and working conditions of employees represented by the bargaining units

6.

7. 3. Directs the accumulation of necessary data used in negotiations, such as wage and fringe benefit

8. comparisons and comparative contract language

9.

10. 4. Reviews all contacts and agreements before submission to the Board of Education for approval

11. 5. Provides direct supervision to the position of Associate General Counsel

12.

13. 6. Monitors and reports on all legal matters including case disposition, legal department budget,

14. and use of outside legal firms

15.

16. 7. Coordinates and monitors compliance with all public records requests

17. 8. Plans, organizes, and represents the district in fact-findings, arbitration, and representation cases

18. heard before public commissions or other such bodies

19.

20. 9. Coordinates all aspects of contract administration during the term of various contracts with

21. employee organizations

22.

23. 10. Monitors all district transactions with product and service vendors and suppliers to ensure

24. compliance with Board policy and other legal requirements

25.

26. 11. Remains abreast of developments and innovations in the field by reading current literature,

27. attending professional society and association meetings and conferences

28.

29. 12. Possesses broad knowledge of legislation, practices, and procedures of public sector employee

30. and/or management relations in general and in the State of Ohio

31.

32. 13. Possesses comprehensive knowledge of legal methodology, research, documentation and

33. writing, collective bargaining, and employee grievance procedures

34.

QUALIFICATIONS:

1. 1. Graduation from law school with JD, including course work in labor law, labor economics, and

2. labor-management relations, and five (5) years of executive level experience managing an

3. extensive labor relations program (public sector experience preferred), including contract

4. negotiations and experience with interpreting and applying legal statutes; or any combination

5. of education and experience and training that provides the above noted knowledge, skill and

6. abilities

8. 2. License to practice law, issued by Ohio Supreme Court

9.

10. 3. Registration with U.S. District Court and U.S. Court of Appeals

11.

12. 4. Member in good standing with Ohio Bar Association
