Present:  Cris Tigner (DOC), Jeff Roach(DOT&PF), Scott Leigh (DOT&PF)

Christine Vaughan (F&G), Brendan Scanlon (F&G), Deb Jeppsen (F&G), Tim

Viavant (F&G - alternate negotiator) and Bob Watts (APEA.)

Cris Tigner called the meeting to order at the F&G Large Conference Room at

12:00 noon.

There was a general discussion of this year's contract negotiations with Tim

Viavant, alternate negotiator for Northern Region.  APEA (and other state

unions) signed one-year rollover contracts effective July 1, 2003.

Minor contract changes included:

                - An increase of Health Insurance contribution by the

state to $705.00.

                - Flexible Time Plan change in length of time available to use accrued leave.  It now is available to the employee until April 1st of the following calendar year.

                - Leave cannot be unreasonably denied - referring to use of IFT or FTP hours at some departments.

Art Chance with Dept of Administration - Labor Relations - has issued a directive that all agreements/Memorandums of Agreement/ Letters of Agreement are to go to him for his approval first.  This took effect a few weeks a go.

                There will be a meeting in Anchorage for negotiators of different unions on 7/29 - 7/31/03.    We discussed issues that could be

developed for negotiations:

                - Layoff article - the current language should be reviewed

and analyzed; especially with the present economic realities.

 

               - Merit Step Increases - Resolve

discrepancies between SU and GGU MSI increases.  For example, an 18E in GGU gets more pay than an 18E in SU.  In SU, a 16N is $2441 and in GGU an 16M is $2466. 

               - OT Eligibility - some SU employees work a lot of overtime for no compensation, is this fair?

               - Possibility of pooling all the state employees into one trust for the purpose of bringing Health Insurance costs down by increasing the size of the pool.

               - Geographic differential - is it really fair? 

How do we get more members involved and informed?
