This position requires strong IT and radio system troubleshooting and analysis skills to effectively monitor and manage a statewide integrated voice and data communications network used by public safety first responders. The statewide communications network is comprised of a 700/800 MHz Motorola ASTRO system and a backhaul network which includes Nokia microwave links, Nokia MPLS routers, and other networking technologies. This position engages in independent analysis activities involved with system performance, monitoring, and identification of current or potential problems. Upon detection of a fault or impending failure, the individual seeks to remotely diagnose and repair and regularly manages, coordinates, and assists the work of technicians in the field to maintain, troubleshoot, and restore network-wide services. This position requires good communication skills as the NCC is the 24/7 single point of customer contact for over 95,000 subscribers. and is responsible for managing all components of the statewide network on a 24/7 basis, while focusing on achieving the goals and mission of the agency.15.Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty.List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary of Duty 1% of Time55This advanced position, using diagnostic and alarm monitoring equipment and software determines the status and ensures proper operation of the MPSCS with a minimum of network interruptions. This position requires the incumbent to analyze alarms and equipment status changes from multiple sources of the communications network, software programming and/or radio problems using a highly complex set of software and hardware tools to affect a system recovery during equipment/system malfunctions. In the event that remote system recovery cannot be successfully accomplished from the NCC, the incumbent coordinates, manages, and assists the work of field technicians contacted to help restore network-wide services. Provide routine, special event and emergency situation system monitoring of all the MPSCS system elements, while providing the single point of contact for MPSCS customers.Individual tasks related to the duty.Analyze and control all standard Land Mobile Radio networking equipment to include network management clients (NM clients), intrusion detection system, active directories, Core security Management server, VMware management, radius authentication servers, routers, switches, firewalls, site controllers, and dispatch IP consoles.Analyze and control all Backhaul Network equipment including microwave radios, network switches, network routers, system servers and other IT devices.Analyze and control all 700/800 MHz equipment such as trunking controllers, rf repeater equipment, antenna system equipment, and other radio devices.Analyze and control all associated site facility equipment such as environmental, security, electrical and tower lighting equipment, etc.Administers, implements, and provides technical support to technicians, engineers, and vendors for the communications system equipment utilizing a specialized set of diagnostic tools with elevated privileges.Duty 2General Summary of Duty 2% of Time20Use EAM (Asset Management Software), Microsoft Office applications, Windows communications applications, diagnostic and programming software, and other tools to perform and support routine maintenance and repairs to the MPSCS, thus minimizing the risk of a major system failures. Use these tools to document and track these work efforts across multiple shifts.Individual tasks related to the duty.Create, modify, and track work using EAM (asset management software) work orders, tracking documents, and other standardized tools, documenting statuses of projects, tasks, and system events. Follow established standards and procedures to ensure accuracy and consistency of work orders and inventory records in EAM and other standardized tools. Effectively communicate between co-workers and manager during shift changes to ensure transfer of information necessary to continue proper monitoring, maintenance and support of the system.Use standardized tools and processes to document site and system access, entry, and exit.Use standardized tools and processes to document special event talkgroup activations, reservations, and assignments.Use standardized tools and processes for any tasks, information, data, etc. as assigned by management.Provision subscriber and infrastructure equipment in the LMR and backhaul network using vendor or state approved software.Duty 3General Summary of Duty 3% of Time20Provide routine, special event and emergency situation maintenance coordination required by any system element in the MPSCS. Typically this will involve scheduled and preventative maintenance coordination such as installation and normal hardware/software upgrades, but will include emergency and priority maintenance as well. The NCC Technician will maintain close working relationships with MPSCS engineering, maintenance personnel, user groups and Communication Vendor personnel to accomplish restoration in an efficient manner. Ensure system security by following established processes to restrict and confirm network access through Active Directory, verification of security clearances, enabling/disabling remote and direct network connections, etc.Individual tasks related to the duty.Notify affected users and pertinent maintenance personnel when an outage will or has occurred. This will be accomplished in a logical and efficient manner using established procedures.Adjust network traffic flows and settings to maintain uninterrupted high quality service, allowing the maintenance to be performed with minimal user disruption.Collect and analyze technical and operational data as directed by the NCC Manager in support of the operation of the MPSCS and provide reports as required.Thoroughly document the maintenance performed using available established processes and software tools.Clear the maintenance activity when completed, notifying the affected user groups, engineering, and administrative personnel.Release the system elements to their restored condition.Other duties as assigned by MPSCS management staff.Maintains records and prepares reports and correspondence related to the work.Responsible for timely testing of programs and communications equipment as a function of system wide preventative maintenance.Have an active role in upgrading the sub-components and major system upgrades to the overall statewide system.Follow established processes to support and maintain Active Directory in required servers to ensure authorized users have access to their required systems. Create and/or participate in the creation of new standards, processes, and procedures associated to NCC responsibilities as assigned by management. Participates in the development of processes and procedures to be used by IT Technicians, radio technicians, and other staff in the division and elsewhere in MPSCS.Duty 4General Summary of Duty 4% of Time5Administer, develop and maintain documentation of IT and communication systems, diagrams, and software for use by MPSCS managers and technicians to support the MPSCS during normal operations, planning and implementing upgrades and unplanned equipment failures.Individual tasks related to the duty.Develops and/or participates in development of guidelines and upgrade techniques for new operational procedures for the support of databases, hardware systems, operating systems software, network systems software, security, and client/server systems.Administers and implements automated data processing systems and computer application programs. Serves as a liaison between other technical staff, management, users, and vendors regarding service requests, usage, standards, security, and other technical matters.Develops structured diagrams for the specifications of databases, communication systems, servers, storage area networks, security or any other computer related hardware or software.Analyzes the need for, and develops, documents, implements, and monitors, information technology quality assurance standards.16.Describe the types of decisions made independently in this position and tell who or what is affected by those decisions.This position has an important degree of responsibility since many of the routine network management and operation decisions rendered have significant user impact. Typical decisions made by this position involve important maintenance, system security, and performance and configuration issues. The supervisor of this position will normally allow this position the necessary freedom and independence to accomplish the routine tasks, intervening only on unusual situations, special requests or emergencies.17.Describe the types of decisions that require the supervisor’s review.Typically, the review of the NCC Supervisor is required for; 1) Network management and control situations classified within the above mentioned duties that can be defined as unusual or extraordinary in nature, especially those situations having major impact to the user community (State of Michigan and Local users) and general public. 2) Situations that require specific verbal or written notifications of federal authorities (FCC, FAA etc.) before action is taken. 3) Situations involving the exchange of factual information with management other internal or external bodies such as consultants, federal, state or local agencies, etc... 3) Any significant project management decisions affecting the work group or system users, such as new configurations, future expansions etc.18.What kind of physical effort is used to perform this job? Refer to instructions.This position is subject to stress and pressure to resolve problems quickly and effectively because it affects the public safety of the State of Michigan. Emergency situations may be encountered that require extended hours with little or no food or breaks. These situations may occur due to system failures, personnel unexpectedly become ill, or other unusual circumstances. This position is primarily an office job but requires field familiarity and driving to field sites as necessary. This position engages in activities involved with system performance, monitoring, identification of potential problems, coordination of network repairs and configurations and other network-wide management services. The NCC Technician performs under the direction of the NCC Manager.The NCC Technician works in 8 hour shifts and consume their mid shift meal while on duty at their workstation and in a paid status. The NCC Technician will be scheduled to 8 hour shifts and must be available to work the assigned shifts including weekends and holidays. During major events, emergencies or major system problems, or meeting minimum staffing levels in the NCC, the NCC Technician may be required to work up to 16 hour continuously followed by an 8 hour rest break before returning to work. Since the recent review of this position, the Mutual Aid Network is now in the process of transitioning to a IP service that runs across the MPSCS backhaul network.25.What is the function of the work area and how does this position fit into that function?This work area and position performs all activities involved with system performance monitoring, identification of potential problems, coordinating network repairs and configurations and other network-wide management services of the MPSCS. This position requires close inter-relationships with engineering, maintenance and administrative personnel to accomplish the defined activities.26.What are the minimum education and experience qualifications needed to perform the essential functions of this position?EDUCATION:Associates Degree in electronic engineering, electronic technology, computer technology, information systems, or the equivalent.EXPERIENCE:Three years of experience equivalent to the Radio/Communications Technician E10 or Information Technology Technician 10 or two years of experience equivalent to the Radio/Communications Technician 11.KNOWLEDGE, SKILLS, AND ABILITIES:General knowledge of the system elements associated with this network, such as LAN/WAN, trunked radio systems, digital microwave networks, packet networks, cross-connect equipment, other controllers and switches, hubs, routers, servers etc. Since it is imperative that the person in this position have a complete understanding of the user’s equipment, he or she must acquire specific knowledge of the MPSCS and the respective System Elements and Subsystems in a short time after accepting this position. Must have knowledge of problem diagnosis, resolution, and communications solutions necessary to maintain and enhance network operation, availability, and reliability. Ability to communicate, orally and in writing, in a clear and concise manner with all levels of personnel, so that necessary maintenance and upgrade activities can be coordinated effectively and widely understood. Ability to function in a high pressure network management environment associated with network control and system coordination. The person in this position must be willing to work long hours on any shift and under potentially stressful situations. Ability to utilize monitoring systems to analyze data, format and report as required. Would like at least 3 years of experience maintaining two-way radio and/or microwave radio equipment or experience functioning in a network management/network control position.
