General Summary of Function/Purpose of PositionThis position, as a program specialist, coordinates the development and maintenance of state level plans, procedures, policies, and supporting documentation for emergency communications systems for the Emergency Management and Homeland Security Division (EMHSD) and provides direction in implementation of emergency communication programs statewide.? This position is also responsible for maintenance and coordination of the State Emergency Operations Center (SEOC) operational readiness procedures as they relate to Emergency Support Function #2 (ESF-2) Communications.? Serves as the program coordinator for the statewide public alerting and mass notification system and is responsible for guiding the project through the Request for Proposal (RFP) process, vendor selection, system roll-out, system administration, and continued maintenance and support of all related training, policies, plans and procedures. This position is also the co-chair for the Public Alerting and Auxcomm workgroups of the state level Michigan Public Safety Communications Interoperability Board (MPSCIB) and is also responsible for interfacing with various other state and federal communications related workgroups and committees.? This position coordinates with the Department of Technology, Management and Budget’s Michigan Public Safety Communication System (DTMB/MPSCS) to organize and execute the annual statewide interoperable communications training conference. This position serves as the administrator for the SEOC notification system, Everbridge and is responsible for maintaining the contact database, procedures and training materials. 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty.List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:60Coordinate and enhance emergency communications capabilities and plans for the SEOC and state of Michigan.? Serve as the state program specialist for the Federal Emergency Management Agency (FEMA) Integrated Public Alert and Warning System (IPAWS), public alerting and auxiliary communications (Auxcomm).Individual tasks related to the duty:Review and update all SEOC operational procedures for all emergency communications functions including but not limited to the public alerting system and the FEMA National Radio System (FNARS) to verify accuracy of communications systems protocol, and any other related items annually.? Make recommendations for improvement of processes.Annually review and update various state plans, policies, procedures and official orders to verify accuracy of communications functions and provide guidance on emergency communications best practices. ?Plans requiring review and update include, but are not limited to, the Michigan Emergency Management Plan (MEMP), Statewide Communications Interoperability Plan (SCIP), State Emergency Alert System (EAS) Plan, Amateur Radio Public Service Corps (ARPSC), associated local planning handbooks, division policies, and Michigan State Police (MSP) Official Orders.Act as the State Reviewer for FEMA IPAWS applications.? Review public alerting applications from local jurisdictions against the state EAS plan.Coordinate with FEMA on IPAWS issues and provide guidance and support to local alerting authorities.Coordinate Auxcomm planning, implementation, and coordination within the SEOC and statewide. Co-Chair the Public Alerting Workgroup of the MPSCIB.? Coordinate regular meetings, accomplish strategic workgroup goals and objectives, and regularly report workgroup’s progress to the MPSCIB.Co-Chair the Auxcomm Workgroup of the MPSCIB.? Including, but not limited to, securing speakers, managing conference registration process, and coordinating with conference facility staff to ensure proper technical support during the conference.Ensure regular testing of emergency communications equipment and systems, including documentation and correction of any issues discovered.Act as the EMHSD liaison in various state and federal emergency communications workgroups to stay informed of emerging trends and to share information about what Michigan is doing in the communications field.? Including serving as one of Michigan’s representatives on the FEMA Region 5 Regional Emergency Communications Coordination Working Group (RECCWG) and on the State Emergency Communication Committee (SECC) which is responsible for maintaining the State EAS Plan.Work with local emergency management programs to coordinate and incorporate communications needs into planning, organization, equipment, training, and exercise (POETE).? Conduct training seminars and classes on emergency communications topics.Attend All-Hazards National Incident Management System (NIMS) communications-related training.Duty 2General Summary:Percentage:25Management and oversight of the statewide public alerting and mass notification system for the SEOC and the State of Michigan.? Individual tasks related to the duty:Oversee and manage the RFP process for the new statewide public alerting and mass notification system ensuring project timelines and deadlines are met, the scope of the project is completed, and the system is successfully rolled out to all alerting authorities.? Document and maintain all policies and procedures for the statewide public alerting and mass notification system.Ensure initial and ongoing training regarding the use of the system and best practices is provided to all alerting authorities.Maintain relationship with the public alerting and mass notification system software vendor as the state liaison for software improvements.Generate reports on work activities and project coordination.Make recommendations for improvement of related processes.Duty 3General Summary:Percentage:5Act as the administrator of the SEOC notification system, Everbridge.Individual tasks related to the duty:Maintain and update policies and procedures related to the use of Everbridge.Provide training to appropriate personnel on use of the system and mobile application.Coordinate use of Everbridge in drills and exercises.Test notification system quarterly, to include off-business hours.Add and maintain users in the system.Coordinate the use of the system by other entities/agencies with Everbridge and EMHSD CommandDuty 4General Summary:Percentage:5Provide support to the division during activation of the SEOC for disaster or emergency drills, exercises, and actual events.Individual tasks related to the duty:Respond to disasters and emergencies within or impacting the State of Michigan.Participate in drills and exercises including routinely scheduled radiological emergency preparedness (REP), tabletops addressing specific hazards, and drills supporting local jurisdictions and state agencies.Perform communications coordination functions in the SEOC during disaster/emergency drills, exercises and actual events, as assigned.Temporary assignments with FEMA or other state and local agencies as assigned.Maintain appropriate training and knowledge of best practices and emergency management and homeland security principles including ICS and NIMS.Duty 5General Summary:Percentage:5Additional duties as assigned.? Lack of comprehensive planning will result in poor coordination of communications functions during emergency or disaster response.17. What are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Possession of a bachelor’s degree in any major.EXPERIENCE:Departmental Specialist 13 - 15Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.KNOWLEDGE, SKILLS, AND ABILITIES:Effective written and oral communication skills.?
