|This position plans, administers, and directs the activities and programs in the Office of Waste Management and Radiological Protection. Programs in the |

|office include recycling, solid waste, scrap tires, medical waste, hazardous waste, liquid industrial waste, and radiological protection. |

|Direct the overall management of the office and the administration of programs. Plan and direct all facets of the office’s programs including permitting, |

|inspections, complaint response, and enforcement. Manage and resolve disputes and impasse on controversial/complex permit and enforcement issues. Plan and |

|direct the preparation of program plans; policy; guidance and operating procedures; budget planning, allocations, monitoring, and cost control. Other |

|day-to-day administrative duties as required. |

|Individual tasks related to the duty. |

|Staff the office which includes acquiring and training appropriate personnel in accordance with Civil Service and departmental personnel policies, as well as |

|the Department’s affirmative action plan. Address and authorize personnel related transactions. |

|Plan the work of the office and the methods used to accomplish its objectives. |

|Direct the continuing work of the office, make decisions and issue the necessary orders to achieve the office’s objectives. |

|Coordinate the various sections internally, and the office’s activities with external agencies. |

|Report on the activities of the office as well as receive reports on internal activities. |

|Direct the preparation of enforcement cases for referral to the Attorney General and initiation of other enforcement actions within the enforcement priorities |

|of the department. |

|Make final decisions, sign all consent agreements, and counsel the Director on all judicial actions. |

|Resolve conflicts with program regulations involving the regulated community. |

|Oversee budgeting for the fiscal and other resources of the office. |

|Establish incentive grants to local-units that increase access and participation. |

|Hold Governor’s Summit on recycling. |

|Encourage use of tax exempt private activity bonds for development of waste utilization infrastructure. |

|Coordinate recycling market development activity. |

|Oversees management of the Governor’s Recycling Council. |

|Identify options to expand access to recycling opportunities. |

|Ensure the county solid waste management planning process supports, and does not impede, waste utilization and recycling. |

|Direct staff in the preparation of proposed rules to implement statutes administered by the Office. Direct the preparation of proposed legislation for |

|recommendation to the Director of the Department to present to the Governor. Oversee review of introduced legislation (both state and federal). |

|Direct the drafting of proposed legislation. |

|Analyze proposed legislation. |

|Direct regulatory reform efforts to ensure that regulations are up-to-date and efficient, and that obsolete regulations are recommended to be deleted. |

|Serve as a member of the Department’s Senior Management Team. Evaluate and/or discuss controversial issues with the Executive Division. Keep the Department |

|Director and Deputy Director informed on sensitive or controversial issues. |

|Participate in departmental planning and budgeting. |

|Participate in discussions and resolution of issues involving multiple divisions of the Department. |

|The function of the work area is to administer programs that monitor and/or regulate the state’s waste management and radiological protection programs, and to |

|promote more sustainability programs, such as recycling and reuse. |

| 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? |

|EDUCATION: |

|Possession of a Bachelor of Science Degree is required. A Master’s degree is desirable, and a major in an environmental or related engineering or science |

|curriculum strongly related to environmental regulatory programs is desirable. |

|EXPERIENCE: |

|Two years of experience as a professional manager or program/staff specialist, or equivalent experience. Preferred: At least five years in responsible |

|management of various programs related to environmental protection, including one year of experience equivalent to a chief of a complex section within State |

|government. |

|KNOWLEDGE, SKILLS, AND ABILITIES: |

|Excellent oral and written communication skills and leadership ability. |

|CERTIFICATES, LICENSES, REGISTRATIONS: |

|Criminal History background check required. |
