General Summary of Function/Purpose of Position

Austin Building, Lansing, MI / Mon-Fri, 8am-5pm

The primary responsibility of this position will be to partner with work areas to advise and assist with human resource activities such as recruitment/selections, classifications, and reorganizations. Other responsibilities will include training Department selections liaisons, preparing reports and queries as necessary, representing the Department at various meetings, working with the manager and work areas to integrate various functions into an effective process flow, handling compensation and benefit inquires, and performing related transactions. In addition, this position will serve as the resource for all HR systems and will develop and maintain reports from each system. This position will also serve as one of the Department's Law Enforcement Information Network (LEIN) Operators.

Duty 1

General Summary:

Percentage: 75

Business Partner with work areas to advise and assist with human resource activities such as recruitment/selections, classifications, and reorganizations.

Individual tasks related to the duty:

? Develop strong working relationships with work areas within the Department in order to develop an understanding of work area's business recruitment/ selections and classification needs. ? Perform recruitment/selections and classification activities for the Department, guiding and assisting Department personnel and providing technical assistance as necessary. ? Develop an effective working relationship with Civil Service staff in order to achieve desired objectives. ? Assist, review and approve interview panels, interview questions, selection and reduction criteria. ? Prepare reports and queries for selection and other data as requested. ? Represent the Department at various meetings and communicate updates to others regarding meeting content and process changes. ? Serve on interview panels as necessary. ? Receive position classification review requests from Civil Service. Meet with work area to advise, determine response and provide 4-2 response to Civil Service. Arrange for and accompany Civil Service when on-site reviews are appropriate or requested. ? Identify selection liaison training needs, develop training materials and conduct training. ? Advise and assist staff with daily compensation, SIGMA, selection, classification, benefits and other human resource related matters. ? Answer compensation, SIGMA, selection, classification and benefits inquiries for the Section. ? Work to resolve program area issues - serve as an advocate of good human resource practices. ? Provide interpretation and explanation of policies, procedures and rules related to the Section. ? Analyze issue/problem, identify and recommend solutions. ? Consult with Section manager on issues involving unusual circumstances. ? Develop policies and procedures for daily activities. ? Work with staff to develop, design and maintain computer applications for the Office. ? Advise and assist manager in streamlining processes to maintain efficiencies. ? Work with manager to integrate the various functions of the team into an effective process flow.

Duty 2

General Summary:

Serve as the resource for HR systems including NEOGOV/ISO/Desktop Intelligence (Business Objects).

Individual tasks related to the duty:

? Serve as resource and troubleshooter for HR systems application problems. ? Respond to audit requests from Office of Compliance when contacted. ? Review and resolve discrepancies found during audits. ? Develop procedures and policies and reference materials for NEOGOV. ? Serve as consultant for the various HR systems reporting capabilities. ? Develop and run reports in Business Objects ? Review ISO and respond to employee inquiries about employment.

Percentage: 15

Duty 3 General Summary: Perform other duties, as assigned. Individual tasks related to the duty: ? Partner with work areas on OHR sponsored projects. ? Perform other duties, as assigned.

Percentage: 10

Decisions which may be precedent setting or politically sensitive. Request supervisor's assistance when Civil Service and work area cannot come to agreement on course of action. Decisions that involve unusual circumstances.

The Office of Human Resources provides Department employees with the full range of human resource services available in state government. This work area's function is to provide quality service in the day-to-day functions including: recruitment/selections, classifications, payroll, and benefit administration.

EDUCATION :

Possession of a bachelor's degree in any major.

EXPERIENCE:

Human Resources Analyst 9: No specific type or amount is required. Human Resources Analyst 10: One year of professional experience providing human resources services equivalent to a Human Resources Analyst 9. Human Resources Analyst P11:Two years of professional experience providing human resources services equivalent to a Human Resources Analyst, including one year equivalent to a Human Resources Analyst 10.

KNOWLEDGE, SKILLS, AND ABILITIES:

? Ability to interpret Civil Service rules and regulations, and applicable laws. ? Knowledge of the principles and practices of human resource management. ? Knowledge of employment practices and related laws, rules, and standards including applicable equal employment opportunity, affirmative action, civil rights, and other related laws and practices. ? Ability to collect, analyze and interpret data. ? Ability to provide guidance and train others in the work. ? Ability to maintain records, prepare reports, and correspondence related to the work. ? CERTIFICATES, LICENSES, REGISTRATIONS:

The employee appointed to this position will serve as a Law Enforcement Information Network (LEIN) Operator in order to conduct criminal background checks on applicants applying for security checked positions within the Department. The candidate selected for this position will be required to meet State Police standards for LEIN Operators which requires that they submit fingerprints for both state and federal criminal background checks. The candidate must be felony-free and remain so to maintain certification as a LEIN operator.
