Responsible for reviewing, approving, denying, and modifying all classification action, proposed organizational changes and related activities, including those assignments that have been recognized as Civil Service as having significantly greater complexity (i.e. research and analysis of workforce, development and review of new specialist criteria, and unique/atypical classification issues). Additionally, this position is responsible for advising and consulting on selection processes for the Department, including reviewing applications for consideration in filling positions within MDOT. 15.Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty.List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary of Duty 1% of Time45As the recognized resource, review, modify, and recommend the establishment, reclassification, and structuring of positions within the Department, including the most complex and unique classification decisions within assigned regions. Individual tasks related to the duty.Handle all agency classification issues for assigned regions, with limited management oversight.Review and assist in the formulation of senior standards and specialist concepts developed by management.Review and analyze position descriptions for determining classification assignment/recommendation.Utilizing extensive knowledge of Civil Service rules, regulations, and policies, review and process requests for reclassification.Develops selective position requirements, as needed.Consult, recommend, and advise line management on all organizational structure activities.Represent Department at classification technical appeal hearings conducted by Civil Service.Review and make recommendations for modification of classification specifications. Monitor and determine appropriate reporting relationships and department code assignments and complete recoding requests as necessary.Review and respond to technical decisions rendered by the Civil Service Commission. Duty 2General Summary of Duty 2% of Time45As the recognized resource, responsible for oversight of all selection processes for assigned regions.Individual tasks related to the duty.Post vacancies using the NEOGOV vacancy posting system.Advise managers and supervisors regarding selection rules and department practices.Assist managers and supervisors in development of screening criteria, selection criteria, and interview questions.Review and approve all interview questions and selection criteria for all postings within assigned regions.Evaluate candidate credentials to ensure eligibility for competing in the selection process. Screen applicants to determine final applicant pool.Serve as member on interview panels.Ensure department is in compliance with CS Rule 1-7 (Drug Testing of New Hires) and bargaining unit contract provisions.Review and approve recommendation letters for compliance with selection procedures.Approve all appointments, transfers and moves.Independently review requests for new hire pay rates and make recommendation to management regarding approval/denial.Duty 3General Summary of Duty 3% of Time10Act as liaison for the Office of Human Resources with Department personnel liaisons, their agencies, and the general public.Individual tasks related to the duty.Represent OHR at meetings regarding classification and selection issues.Provide classification and selections training for personnel liaisons and supervisors/managers.Develop special reports and/or presentations.Participate in department-wide focus teams as an OHR representative.Identify, recommend, and implement improvements on the work methods and processes of the Office of Human Resources.Handle all collective bargaining transfer requests for the entire agency.Duty 4General Summary of Duty 4% of TimeIndividual tasks related to the duty.16.Describe the types of decisions made independently in this position and tell who or what is affected by those decisions.All classification and selections decisions for assigned regions. This position is also responsible facilitating the Youth Development and Mentoring Program, Co-Op Program, Co-Op Program, Engineering Development Program, TRAC Program, and the Civil Engineer/Technician Internship program. 24.Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed.The position has grown in complexity and responsibility as the incumbent has gained significant knowledge and experience in classification and selections, serving as the recognized resource for the assigned regions. The incumbent now reviews and makes determinations on the most complex classifications and selections issues with limited oversight from management. 25.What is the function of the work area and how does this position fit into that function?The Office of Human Resources is responsible for advising and consulting line managers on all classifications and selection activities for the Department, recruiting qualified candidates, and ensuring the managers follow all required Civil Service rules and regulations and collective bargaining agreement provisions. This position is responsible for all classifications and selections issues for assigned regions. 26.What are the minimum education and experience qualifications needed to perform the essential functions of this position?EDUCATION:Possession of a bachelor’s degree in any major or equivalent state experience.EXPERIENCE:Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.KNOWLEDGE, SKILLS, AND ABILITIES:Knowledge of state government organization and structure, functions, and classifications. Knowledge of Michigan Civil Service Commission rules, regulations, forms, and procedures.Knowledge of collective bargaining agreement provisions and/or procedures.Knowledge of departmental personnel policies, procedures, and practices.Significant knowledge of Civil Service rules and regulations, forms, and procedures.
