General Summary of Function/Purpose of PositionThis position is responsible for analysis of Lottery retailer accounting and inventory management modules of the automated Lottery gaming system known as Enterprise Series as well as the daily and weekly reconciliation of the Lottery Gaming System, which is pertinent to the overall integrity of the Lottery.? This position is responsible for releasing the weekly EFT for 11,000 retailer payments which average $22 million, the instant and online ticket adjustment process, and for reviewing/approving credit reviews for licensing new retailers and their bond calculation.? Utilization of numerous complex computer systems is required to manage these duties.15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:35Analyze Lottery gaming system reports both daily and weekly to reconcile ES Gaming System and Internal Control System (ICS) for all lottery sales, prizes, and commissions’ financial data and propose appropriate resolutions. ?Ensure that the department’s accounting transactions are properly recorded and reflect an accurate financial statusIndividual tasks related to the duty:This duty includes balancing sales, retailer commissions, retailer validation adjustments, retailer net due, and player wagers for both online and instant activity from the ES Gaming system.? Prepares detailed documentation, utilizing ES and ICS reports and excel spreadsheets to account for sales, commissions, and amounts collected from 11,000 retailer invoices weekly.? Identify problems and properly report system problems timely to supervisor.? Research all non-EFT transactions in conjunction with the accounts receivable technician.? Initiate weekly settlement data and release to JP Morgan Chase and Department of Treasury for the disbursement and collections of the weekly retailer settlements.?This position will reconcile ACH?prize payments processed in the ES system on a daily basis including balancing and releasing the daily prize payment ACH file from IGT to JP Morgan Chase.Duty 2General Summary:Percentage:25Responsible to research and analyze ?instant and online retailer financial ticket adjustment requests, including instant ticket vending machine (ITVM) damages to be processed in the gaming system which adjust weekly invoice amounts owed by Lottery retailers.??Individual tasks related to the duty:Analyze returned instant and online game tickets retailer adjustment requests.? Research and contact gaming vendor and retailers concerning discrepancies and compliance with bureau policies, as needed.? Process financial adjustments to retailers for instant, online, stolen, and ITVM tickets.? This has an immediate impact on bureau revenue so it is critical the adjustments are processed timely and for the correct amount.?Duty 3General Summary:Percentage:20Review and analyze credit evaluations for new retailers to determine credit strength and status.Individual tasks related to the duty:Review and analyze retailer’s personal and business TransUnion and Experian credit histories to assist in making determination of potential retailer risk to the bureau.? Review public debt, bankruptcy, and negative credit items that would pose a financial risk to the bureau.Apply?bureau policies and procedures to new credit evaluations.? Analyze backup documentation to recommend licensure, licensure with bond, or denial of a license, or termination of a license, based on an evaluation.? Verify bond calculation amount if a bond is required to be received from a delinquent or new retailer.? Substantiate and provide support of recommendations to retailers and management in retailer appeal cases.Duty 4General Summary:Percentage:10Provide daily check writer claim processing support to Lottery regional claim centers and monitor paid prize claims for accuracy in the ES system.? Update 1099 and W-2G Elsym Tax server system records accordingly.?Individual tasks related to the duty:Provide daily check writer claim processing support to regional claim centers.? Apply bureau policies and procedures and analyze backup documentation to include the physical claim returned to the bureau to recommend correct claims processing technique.Per?written notification from players and retailers, process corrections for 1099 & W-2G tax reporting records on the Elysm Tax Server system. Assure?all prize claims are received from the regional offices as well as the bank claim centers.? Daily verification of prize claims received to compare between the ES system and the physical claim to verify data on the Ticket Receipt form is what got entered in the system and makes necessary corrections if needed.? This is critical and has potential impact on player W-2G tax reporting.Responsible for maintaining claim files including record storage.? Also, ACH will be implemented as a prize payment option to our players so this position will be responsible for daily reconciling the prize payments made to this payment method in our ES gaming system and authorize and release the file from IGT to JP Morgan Chase.25. What is the function of the work area and how does this position fit into that function?This work area is responsible for all gaming functions within the Lottery bureau; financial gaming liaison with over 11,000 licensed retailers, adherence to IRS reporting and depositing regulations; other functions such as gaming collections and cash receipting.?? This position is responsible for reviewing and analyzing reports from the ES Gaming System and Internal Control System (ICS) for all lottery gaming transactions.?
