| 14. General Summary of Function/Purpose of Position |

|Review and evaluate proposed and actual administrative contracts and financial/budgetary issues relating to the retirement plans for compliance with state and |

|federal laws, policies and procedures, and determine their financial impact on the program’s budget. Determine what provisions of the contracts have broad |

|impact and thus possible cost implications to the plans. Provide in-depth knowledge and expertise on retirement plans. Research, analyze and respond to |

|questions (both verbal and written) regarding retirement plans. Interpret federal and state laws, regulations and statuses, and determine affect on the |

|retirement systems administered by the Office of Retirement Services. Review, analyze and interpret pension and insurance data in order to provide actuarial, |

|budgetary, and legislative and system management staff with information necessary to determine future financial requirements of the plan. Participate in the |

|development and implements of budget requirements to fund the plan. Promote and support programs and policies to fulfill our organizational goals and |

|objectives. |

|Research, analyze and present information related to the retirement plans and ORS budget. |

|Perform research tasks as needed related to the retirement plans and ORS budget. |

|Communicate and document results to director based on research findings. |

|Interpret budget recommendation and provide analysis. |

|Analyze legislative actions on the recommendations and ensure management is kept informed of changes and trends which may affect the retirement plans. |

|Provide research, analysis and projections on the Defined Contribution Plans such as forfeitures, revenue sharing, program related expenses and other financial|

|issues. |

|Assist in preparation of bill analysis for legislation affecting the plans and program requirements. |

|Review, evaluate and assist staff to determine compliance regarding plan administration with federal and state laws, regulations and statutes. |

|Assist staff in establishment and adherence to policies and procedures within the plans. |

|Help to evaluate and improve program delivery systems, such as website, Voice Response Unit and call center. |

|Manage projects related to the retirement plans. |

|Assist staff by reviewing and analyzing current and proposed investments provided to the 401(k) and 457 plans participants. |

|Review, analyze and track investment information, such as fund fees. Work with Bureau of Investments as needed. |

|This is a standard office environment using a computer most of the day. You will be required to retrieve materials from the copier and facsimile equipment |

|throughout the day. Standing, stooping, walking, sitting, kneeling, bending are all required in order to successfully complete the tasks of this position. |

|EDUCATION: |

|Possession of a bachelor's degree in finance, accounting, economics, business administration or a related field. |

|EXPERIENCE: |

|Experience in the review, analysis, interpretation and/or evaluation of financial data preferred. |

|KNOWLEDGE, SKILLS, AND ABILITIES: |

|Knowledge of principles and techniques of research and statistics; knowledge of pension related federal/state legislation; excellent communications skills |

|including the ability to respond both verbally and in writing to inquiries of a member, business administrative personnel, attorneys, budget and legislative |

|staff regarding rules, regulations, policies, procedures, historical trends, financial requirements and legislation; good analytical skills and the ability to |
