Active Implementation Overview

Governance Structure: The commissioner at the Minnesota Department of Education (MDE) is supported by an executive team. The functions of the State Management Team are accomplished through a combination of the executive team and our Internal Implementation Support Team (IIST), made up of director level staff who lead divisions that focus on projects informed by Active Implementation. We continue to work to establish a cabinet level connection to represent this work. The functions of the State Design Team are accomplished through the IIST and the MDE Implementation Team (MIT), made up of education specialists, supervisors and a director who oversee regional, district and school implementation work.

Transformation Zone (TZ): In Minnesota, we have several projects involved in transformation zone work.

? Positive Behavioral Interventions and Supports (PBIS) has a linked team structure of a State Management Team and State Leadership Team supporting three geographic regional projects (North, Metro Minneapolis/St. Paul, and South) responsible for managing PBIS implementation drivers. The initial SISEPsupported Transformation Zone included two districts supporting schools' ongoing implementation and sustainability of PBIS.

? State Systemic Improvement Plan (SSIP) has a District Partnership linked team structure of a State Management Team (consisting of special education director level and supervisory level staff), supporting Transformation Zone team (consisting of supervisory and specialist level staff), and four identified districts. The goal of the SSIP is to improve graduation rates for American Indian and Black students on IEPs.

? Regional Centers of Excellence (RCE) has a Cross Agency Implementation Team (CAIT) consisting of our Director of School Support, RCE directors, and MDE specialists tasked with supporting six Regional Centers of Excellence that provide implementation support to schools (and planning broader support to districts) with the selection and implementation of academic innovations. These schools were identified by their ESSA designation.
