Our Mission: To provide exceptional human resources leadership and services with integrity, respect and accountability to state departments and all current and prospective employees.General Statement Under direction of the Staff Services Manager II in the Innovation and Operations Section (IOS), the Staff Services Analyst (SSA) provides administrative support to the IOS and the CalHR Benefits Division (BD) in project coordination duties for the planning, development, implementation and evaluation of program activities, functions and standards related to the assigned program areas within BD. CalHR’s Benefits Division administers the statewide benefit plans for employees, retirees, and dependents designed to support the State in attracting and retaining a qualified workforce. This includes dental, vision, flexible spending accounts, employee counseling, wellness, employee recognition life insurance, long-term disability insurance, legal and retirement services. In addition, the division oversees the State's master agreement for worker's compensation and advises the Director on the CalPERS pension and health plan and benefit policy topics related to bargaining, legislation, and benefit purchasing alternatives. Under the direction of the Staff Services Manager II, the SSA works cooperatively with others within the BD to provide premier services to state departments, the public, and stakeholders. The incumbent is responsible for sensitive and confidential information and employee matters, which requires the use of tact and sound judgment that recognizes the best interests of the state and CalHR. Duties include, but are not limited to, the following:Job Functions [Essential (E) / Marginal (M) Functions]: 40% (E)Provide support in planning, coordinating and oversight of innovative operations and initiatives to the various statewide employee benefits programs. The SSA acts as administrative lead for the division, offering guidance and support as needed to BD staff and managers. Coordinate and organize meetings, prepare agendas, and adjust scheduled meeting times using Microsoft Outlook, Teams and WebEx; provide support in the reviewing and preparing a variety of correspondence/reports free of spelling and grammatical errors. Track and route invoices to appropriate staff and coordinate with the CalHR Accounting Division to ensure timely payment. Receive, date-stamp, sort, review, and log all incoming and outgoing mail, correspondence and other documents and distribute appropriately. Monitor the group e-mail box and route the e-mail inquiries to the appropriate BD program unit. Assist and support the managing of procurement for office supplies, various memberships and subscriptions. Maintain attendance reporting in accordance with CalHR personnel requirements and reconcile discrepancies on a monthly basis. Maintain leave balance reports and distribute to leadership as required.Aid in the research and analysis to obtain the necessary facts from various government codes, laws and rules providing the findings and recommendations to the BD management team as needed. Assist with the development of sensitive and complex program data by creating tables, charts, and narratives to identify trends and make recommendations on a broad spectrum of administrative and program-related issues. 40% Support IOS with the BD administration by coordinating and monitoring projects funded by the program area, including the development and monitoring of vendor and carrier agreements, subcontract development process, and contract renewals. Support the Request For Proposal (RFP) or similar contracting vehicle process and development. Work with the BD staff in the development of new and ongoing special projects, supporting the formulation of guidelines and resource documents.15% Assist with the development, training, reviewing and monitoring of new and existing policies and procedures within the BD and keeping management apprised of issues from our internal and external stakeholders. Provides support in the developing, tracking and reviewing of incoming correspondences for which require signature of the BD management team; maintains a tracking system for inquiries and provide statistical documentation or reports on various issues to inform on BD program impacts.5%Performs other duties as required consistent with division needs.Supervision ReceivedThe Staff Services Analyst reports directly to the Staff Services Manager II in the Innovation and Operations Section. The employee’s workstation is located at 1515 “S” Street building and is equipped with standard or ergonomic office equipment, as appropriate. Travel may be required to attend meetings or training classes.Must possess excellent verbal and written communication skills. Proficient with Microsoft Office applications such as, Outlook, Word, PowerPoint and Excel. Must have the ability to learn to use other specialized software as needed. Must be able to work with all levels of staff to coordinate assignments and effectively manage confidential and sensitive information. Must have the ability to act independently and demonstrate open-mindedness, flexibility, and tact.Working ConditionsAbility to operate a computer keyboard and ability to move training materials and equipment, including boxes up to 25 pounds.AttendanceMust maintain regular and acceptable attendance at such level as is determined at the Department’s sole discretion.
