REGULAR MEETING

APRIL 21, 2020

A regular meeting of the North Wildwood City Council was held in the morning of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 8, 2020.”

The City Clerk stated: As a result of guidance provided by Governor Murphy and the State of New Jersey, in an attempt to combat the COVID-19/Coronavirus outbreak, the North Wildwood City Council meeting scheduled for Tuesday, April 21st, 2020, 10:00 a.m., including the municipal budget adoption has been moved to Zoom.us, a Cyber/Teleconference Meeting Platform. Members of the public can join the meeting by computer, phone, or tablet/smartphone. Members of the public will also still be able voice their concerns, opinions, and questions during the public comment period, after stating their name and address once the public comment period has opened. Directions on how to log on to participate in this City Council meeting have been posted on the City’s website, posted on all doors at City Hall, including the door leading to Council Chambers, emailed to all parties that have requested the agenda in electronic format, and published in the Press of Atlantic City and the Cape May County Herald. 

ROLL CALL: Present electronically via the Cyber/Telephonic Meeting Platform ZOOM.US were Mayor Patrick Rosenello, Councilpersons Edwin Koehler, David Del Conte, Kellyann Tolomeo and Joseph Rullo, Solicitor William Kaufmann, Engineer Ralph Petrella and Administrator Ronald Simone. Present in Council Chambers were President of Council Salvatore Zampirri, Councilman James Kane and Councilwoman Margaret Bishop.

MINUTES: On a motion by Rullo, seconded by Kane, that the minutes of the regular meeting of April 7, 2020 be approved as read. Carried.

ORDINANCES:

ORDINANCE NO. 1806 - On a motion by Bishop, seconded by Rullo, that Ordinance No. 1806 be placed on its first reading. Carried.

The City Clerk read Ordinance No. 1806 by its title, known as “An Ordinance Authorizing Various Street, Roads And Bulkhead Improvements Of The City Of North Wildwood, In The County Of Cape May, New Jersey, Appropriating $500,000 Therefor From Capital Improvement Fund For The Financing Thereof”.

MAYOR ROSENELLO stated that this ordinance, a fully-funded appropriation with no new debt, is the City’s first step under its self-funded capital improvement program.

On a motion by Rullo, seconded by Bishop, that Ordinance No. 1806 be passed on its first reading and published according to Law, the City Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1806 passed on its first reading. City Clerk Jett stated that a public hearing on this ordinance and consideration for final adoption will be scheduled for Tuesday, May 5, 2020 at 5:00 PM.

City Clerk Jett explained that the date of the Primary Election has been changed by order of the Governor; hence the need to adjust the dates of these Council Meetings.

RE: Relaxing The Procedures Associated With Site Plan Review And Approval For Existing Restaurants In Relation To Current Social Distancing Restrictions Enacted In Connection With The Ongoing Coronavirus Public Health Emergency

The above resolution was offered by Kane, seconded by Del Conte, the roll being called, all voting in the affirmative, the President of Council declared the resolution duly adopted. Mayor Rosenello explained that the opening of restaurants for inside, sit-down service is still currently prohibited by Executive Order of the Governor. When that restriction is rescinded, it is quite possible that social distancing regulations/standards will remain in effect. This resolution will approve a relaxation of site plans for restaurant seating, allowing for the placement of tables and chairs outside. It is hoped that the Division of Alcoholic Beverage Control will relax the three-day limit on Temporary Extension of Licensed Premises permits, allowing license holders to sell and serve alcoholic beverages in approved outdoor areas throughout the summer.

RE: Authorizing The Mayor As Director Of Public Safety To Extend, Amend Or Rescind COVID-19 Restrictions Previously Adopted By City Council

The above resolution was offered by Kane, seconded by Del Conte, the roll being called, all voting in the affirmative, the President of Council declared the resolution duly adopted. Mayor Rosenello stated that the City has been working in conjunction with the City of Wildwood to have some uniformity in the local Covid-19 restrictions. Our current total closing of the Boardwalk runs in contradiction to the governor’s order allowing restaurants to be open for take-out service. There are a number of restaurants on the Boardwalk, so we will soon allow the public access to the Boardwalk if they are going to obtain take-out food. The seawall and bike path restrictions were put in place primarily to discourage large crowds from congregating there on Easter weekend. Those restrictions will be lifted soon. The restrictions on short-term rentals will be extended to May 7 (restrictions will be reviewed on a bi-weekly basis, based on the dates of North Wildwood and Wildwood governing body Meetings). Walking, surfing, etc. on the beach is still permitted, but the restrictions on congregating, sunbathing and the like will remain.
