2021 EARLY CHILDHOOD PROFILE

Technical Notes

The 2021 Early Childhood Profile (ECP) is produced by the Kentucky Center for Statistics (KYSTATS) utilizing data from the Kentucky Longitudinal Data System (KLDS). Data sources leveraged for this report include data from the Kentucky Department of Education (KDE), Head Start, the Kentucky State Data Center, the United States Census Bureau, and the Cabinet for Health and Family Services (CHFS).

This report looks at multiple academic years (AY) and is divided into two distinct sections: Kindergarten Readiness and 3rd Grade Measures, and All STARS and Early Childhood Programs.

Occasionally, data from one source will not conform to data from another source because of differences in cohorts, how variables are defined, the treatment of missing data, and other factors. This means that data published in this report may not be comparable to data published in other reports. For specific details about metric formulas please refer to Appendix A. Some values are redacted to preserve individual privacy and conform to state laws. Redaction rules can be found in Appendix B.

Dashboard 1: Kindergarten Readiness and 3rd Grade Measures

This page displays Kindergarten Readiness as a whole and is broken down by composite domain, third grade math proficiency, and third grade reading proficiency by AY. The map provides cohort snapshots by AY while the bar chart shows the percentage of eligible students served by public preschool or Head Start.

The top half of this page can be filtered by choosing any one of the following:

? Year, which includes 2016-2020

? Assessment, which includes: 3rd Grade Math 3rd Grade Reading Kindergarten Readiness Cognitive/General Knowledge Language and Communication Physical Well Being Self Help Social Emotional

? Community Early Childhood Councils (CECC): selecting a CECC will filter the map to the appropriate locations. Aggregate values for the selected CECC are available in the bar chart.

The lower half of this page provides a summary of students taking the BRIGANCE K Screen III in AY 2015 and 2016 and the 3rd grade K-PREP during AY 2018 and 2019. The information is available for the K-PREP reading and math sections. All students are attributed to the county where they took the BRIGANCE K Screen III regardless of any changes in enrollment through 3rd grade. "Without a 3rd Grade Score" indicates no test data was present for the AY 3 years later. "Retained prior to 3rd Grade" indicates a student had been marked retained between kindergarten AY and 3rd grade AY. Results can be filtered by county and test subject (math or reading), and demographic (race/ethnicity, lunch status, gender, and special education status). The kindergarten readiness score is displayed on the left side, with the 3rd grade test scores on the right.

Note: In a few instances fewer than 10 students were identified, these students were removed from the display. Additionally, the numbers may not match exactly to the Kindergarten Readiness and 3rd Grade Measures due to the way the data was collected and rounded.

Dashboard 2: All STARS and Early Childhood Programs

The top half of this page details Kentucky All STARS ratings for child care and public preschool early care and education programs. The results are able to be filtered by CECC and county. KY All STARS provides a more detailed look at the providers, and sites, by KY All STARS rating. The table displays the number of locations as well as capacity for each rating on the scale. The entire page can be filtered by CECC or county.

Rating by Provider/Site provides another more detailed examination. County, provider/site, type, rating, and capacity by location is detailed. Hovering over either rating or capacity will provide contact information for each location.

The bottom half of the page provides a snapshot of information related to early childhood, such as: Early Care and Education Program enrollments; Family, Health, and Services; and Support Services provided. All information is filterable by CECC and County.

1. Early Care and Education Program Enrollments

Self-contained Head Start or Early Head Start: The number of students enrolled in a Head Start program and not public preschool during the 2019-20 school year.

Multiple Enrollments in Head Start and Preschool or blended: The number of students enrolled in both a Head Start and public preschool program during the 2019-20school year. This group would include those in a blended program or those that were served separately by both programs.

Self-contained Preschool: The number of students enrolled in a public preschool, not identified as a head start student, during the 2019-20 school year.

Kindergarten: The number of students enrolled in a public kindergarten during the 2019-20 school year.

2. Enrollments

This breaks down percentage of enrollments by eligibility criteria. Percentages may not be equivalent to one student due to individuals not being enrolled during the entire school year. Eligibility will vary by program.

3. Family, Health, and Services

Number of children 0-2 years old: The number of children ages 0 to 2 years old, as calculated by summing the number of children age 0, age 1 and age 2. Percentage indicates the percentage of the total population comprised of children 0-2 years old.

Number of children 3-4 years old: The number of children ages 3 to 4 years old, as calculated by summing the number of children age 3 and age 4. Percentage indicates the percentage of the total population comprised of children 3-4 years old.

Number of children 5-6 years old: The number of children ages 5 to 6 years old, as calculated by summing the number of children age 5 and age 6. Percentage indicates the percentage of the total population comprised of children 5-6 years old.

Children under 6 years old living below 100% poverty: The number and percent of children under 6 years old who are living below 100% of the federal poverty level.

Children under 6 years old living below 150% poverty: The number and percent of children under 6 years old who are living below 150% of the federal poverty level.

Children under 6 years old living below 200% poverty: The number and percent of children under 6 years old who are living below 200% of the federal poverty level.

Households with English not primary language: The number and percent of households in which English is not the primary language. The percent is calculated by dividing the number of households in which English is not the primary language by the total number of households.

Births to teenage girls 15-19 years old: Rates refer to the rate per 1,000 females ages 15-19 in 2018. Data are reported by mother's county of residence, not infant's county of birth. Rates were not calculated for counties with fewer than six occurrences.

Preterm babies (born before 37 weeks of pregnancy): Percentage of births before 37 weeks of pregnancy. Data are reported by mother's county of residence, not infant's county of birth. Rates were not calculated for counties with fewer than six occurrences.

4. Support Services

Children receiving WIC: The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) provides Federal grants to States for supplemental foods, health care referrals, and nutrition education for lowincome pregnant, breastfeeding, and non-breastfeeding postpartum women, and to infants and children up to age five who are found to be at nutritional risk. The number represents a monthly snapshot from December 31, 2020, of infants and children up to the age of 5 served by WIC in 2020.

Number of children served by the Health Access Nurturing Development Services (HANDS) home visitation program: The HANDS program is a voluntary home visitation program for any new or expectant parents. HANDS supports families as they build healthy, safe environments for the optimal growth and development of children. Children served by the HANDS program represent the number of children served in fiscal year 2020.

Child Care Assistance Program (CCAP) count: This program assists families who are low income, are involved with child protective or preventive services,
