The modification should identify obligations or de-obligations as appropriate. If funds still remain on an old contract, yet the value of excess funds cannot be reconciled between the CO, DFAS, and the contractor, the de-obligating modification shall state "DEOBLIGATE ANY REMAINING FUNDS".
