Submission of jurisdiction shall be by written stipulation or oral stipulation in open court or by filing an action in Tribal court against an Indian. Ch. 2, § 2.1 (1975). The Three Affiliated Tribes of Fort Berthold Reservation (North Dakota) limit civil jurisdiction in domestic relations cases to actions involving enrolled members of the Tribe. ................
