PURPOSE OF THE JOB To lead Cochrane's governance support, strategic planning, and organisational monitoring, evaluation and reporting functions; developing and implementing strategies, policies and systems to ensure that these are provided in an effective and efficient manner to support the strategic aims and operational activities of the organization.

PRINCIPAL ACCOUNTABILITIES/KEY RESULT AREAS Senior Management Team: As a member of the SMT, support the Chief Executive Officer (CEO) and contribute to the

organisational management of Cochrane and successful implementation of its Strategy to 2020 and future organizational goals and objectives; Lead the Governance, Strategy, Evaluation & Reporting Unit within the Chief Executive Officer's Office (CEOO), developing and managing the Unit's work plans in support of strategic objectives; Contribute to Cochrane's budget planning processes, and manage the resources associated with the Unit's portfolio effectively. Represent Cochrane publicly at meetings, conferences and other events.

Governance & Cochrane Group Support: Act as Company Secretary of The Cochrane Collaboration, and keep abreast of developments

within charity governance and policy; Ensure the appropriate support structures and processes are in place to enable Cochrane's

Governing Board to meet its responsibilities and obligations; and lead and oversee highquality support to the Board, its Sub-Committees, the Cochrane Council and other governance bodies; Manage the meeting schedule and the development of agendas and supporting documentation for the Board, most Sub-Committees, and the Cochrane Council; and minute Board meetings; Manage and run elections and appointments to the Board, Sub-Committees and Council; and the organisation's Annual General Meeting; Manage the Governance, Strategy, Evaluation & Reporting Unit staff - and other CET members as appropriate - to meet Governance Support objectives, and support them to meet their own objectives and development plans; Lead the registration, de-registration and financial and resource monitoring of Cochrane Groups; and support SMT and CET staff to maintain excellent communication and working relationships with these Groups; Lead the coordination and support to the Governing Board of complaints submitted to it by Cochrane members;

Lead the Central Executive Team's management of General Data Protection Regulation (GDPR), including (TBC) being Cochrane's Data Protection Officer (DPO);

Lead Cochrane's Organizational Policy development and monitoring.

Strategy, Evaluation & Reporting Lead and oversee support to the CEO, SMT and Governing Board to review the progress and

impact of Strategy to 2020's strategic goals and objectives; Lead and oversee support to the CEO, SMT, Governing Board and other Cochrane bodies and

general membership in the development of Cochrane's post-2020 strategic plans; Coordinate and oversee development and implementation of the CET's project management

norms and standards setting, including the Unit's toolkit development and technical support to Cochrane CET and Group staff; Ensure Cochrane develops a robust organizational and programme monitoring and evaluation (M&E) approach, framework and metrics to measure the success and impact of its present and future activities and outputs, and that this is communicated and implemented across the organization; Coordinate the SMT's Risk Management approaches and lead the reporting to the SMT and Governing Board of Cochrane's organisational Risk Register; Lead the coordination, management and delivery of Cochrane's strategic & organizational reporting (including annual Trustees' Report & Financial Statements, Annual Review, Quarterly Reporting, Dashboards (presentation & dissemination KTD)), working with other SMT and CET staff; Lead the development, and coordinate the implementation and reporting, of Cochrane's Environmental Strategy. Undertake any other duties as appropriate.

PERSON SPECIFICATION Essential: Technical knowledge and skills A Master's Degree (or equivalent experience); Experience in a senior role within a challenging government, charity, regulatory, or similar

environment. Excellent analytical skills with the intellectual ability to assess complex legal, policy and

procedural documents and issues, and make recommendations for action; Proven strategic planning, project management and organisational reporting skills; and the

ability to coordinate the work of teams and individuals ensuring the quality and timeliness of output; Ability to motivate and develop staff, and promote high levels of performance, including the ability to manage remotely; Ability to work under pressure, make decisions and to solve problems. The post-holder must be able to deal with conflicting demands and prioritise work whilst ensuring that a high-quality service is provided and that deadlines are met.

Interpersonal and communication skills Excellent influencing, relationship management and interpersonal skills are required as the role

involves interaction with senior internal and external stakeholders. Ability to develop relationships and build rapport with a wide-range of contacts and be able to work constructively with others; Proven experience of commissioning and quality-assuring papers and reports;

The ability to draft papers and other documentation in clear, concise and accurate plain English to tight timescales;

Creative thinking, independent judgment and discretion in handling and/or communicating major issues.

Preferred: Expertise in supporting the governance of complex organisations and experience of providing

governance advice to Board members, or equivalent. Expertise in the design and implementation of organizational monitoring and evaluation

approaches.
