What is a Substance Abuse Professional (SAP)?

The Department of Transportation (DOT) regulation -- 49 CFR Part 40 -- defines the Substance Abuse Professional (SAP) as a person who evaluates employees who have violated a DOT drug and alcohol regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare. In order to be a SAP, you need to have certain credentials, possess specific knowledge, receive training, and achieve a passing score on an examination. There is also a continuing education requirement.

Becoming a Substance Abuse Professional (SAP)

For the SAP qualification, applicants must currently hold one of the following credentials:

• A licensed or certified psychologist; or a licensed or certified employee assistance professional; or an alcohol and drug abuse counselor certified by the National Association of Alcoholism and Drug Abuse Counselors Certification Commission (NAADAC) or by the International Certification Reciprocity Consortium/Alcohol and Other Drug Abuse (ICRC).

• Licensed or certified social worker

• Licensed or certified psychologist

• Licensed or certified employee assistance professional

In order to become a licensed SAP through IAODAPCA, applicants must go through the following procedure:

• Request the “Substance Abuse Home Study Course” from IAODAPCA

• Complete the course along with the open book post test

• Submit the completed exam, along with a copy of the required current license or certification and request to sit for the exam.

Applicants will be issued a SAP Certificate with a passing score of 75% or higher on the exam. In addition, applicants who successfully pass the homestudy course receive a certificate of completion worth 12 CEUS.

Those who are only interested in obtaining ceus can certainly use this course for that without obligation to acquire the SAP credential. The ceus are IAODAPCA approved for Counselor I or II, Assessor I or II, MISA I or II, Criminal Justice II

The fee for the SAP Homestudy Course is $120 (emailed) or $130 (regular mail). There is also an exam fee of $125. There is no fee to renew the SAP Credential. The SAP is to be renewed every 3 years with 12 ceus.
