Mission Statement

It is the mission of the South Carolina

Department of Juvenile Justice to protect the public and reclaim juveniles through prevention, community services, education, and rehabilitative services in the least restrictive environment.

About Teen After-School Centers

The hours between the end of the school day and when parents return from work is a risky time for young people, and research has demonstrated that serious and violent crime committed by youth increases between these times.

Teen After-School Centers (TASCs) are daily after-school programs based in local churches, community centers, and other public buildings across the state, and are staffed by employees and volunteers with a heart for youth. These centers are geared toward youth in need of additional structure and assistance, often supplementing the normal supervision that DJJ provides, and are designed to reduce the likelihood that program participants will be incarcerated.

TASCs provide supervision, structured daily activities, service coordination, and resource development for youth and their families. Individual educational enhancements are also developed for youth that have had academic or social difficulties in mainstream educational settings.

The Youth Referral Process

Youth can be referred to a TASC program by a variety of sources including the Family Court, law enforcement, local school resource officers and school staff, DJJ staff or their parents. DJJ helps each TASC screen applicants to verify that they meet the criteria for admission to the TASC program, and special emphasis is placed on youth currently involved with DJJ.

The Data

Data related to recidivism, suspension, grade point average, and truancy were assessed to measure program effectiveness; 90% of youth served by TASC did not re-offend while participating in the program, and 86.8% of youth served by TASC were not suspended from school. Over one-third of youth did exhibit the desired change in school performance and 31.8% reduced the number of unexcused school absences. TASC provides youth with intangible social benefits including opportunities to attend professional sporting events, visit state parks, tour colleges, attend etiquette classes and visit libraries.

School Attendance

School attendance plays a crucial role in juvenile crime prevention. The number of school attendance orders has decreased by 58% since 2002-03 fiscal years.

TASC Youth Served

The number of youth served by TASCs has continued to increase, with the exception of FY 2008-09 when the program was temporarily suspended due to budget cuts.

Target Population

The TASC program is designed to serve non-violent male and female youth who are at-risk of incarceration, ages 12-17.

Funding & Support

Each TASC site is awarded $10,000 to provide services to approximately 15-30 youth per year. It costs about $12 a week to serve a TASC youth, compared to $1,200 a week to incarcerate him/her. In addition to money it takes many community partners to support TASC programs, and these include: Friends of Juvenile Justice, Boys & Girls Clubs, SC Afterschool Alliance, Clemson University, SC Black Caucus, and the Faith Community. DJJ’s Office of Community Justice provides guidance and other resources to the TASCs, and volunteers, and paid staff are screened by SLED, the SC Department of Social Services and the National Crime Information Center.

Awards

In 2007 TASC was recognized by the Southern Criminal Justice Association and the National Council of State Governments as being "innovative and a leader" for its service to youth. In April 2010 the National After-School Alliance honored former DJJ Director Judge William R. Byars, Jr. as State Champion for his support of after-school programs at the “Breakfast of Champions,” in Washington, D.C.

TASC “Plus”

In addition to the regular TASCs DJJ is adding two Teen After-School Centers “Plus” (TASC+) programs in the summer of 2011. TASC+ is an after-school and summer employability skills training program for at-risk high school students being developed by the Department of Juvenile Justice in close collaboration with the Cities of Laurens and Walterboro, the South Carolina Law Enforcement Division (SLED), the South Carolina Department of Commerce, and community partners at the two program sites. The two new TASC+ sites established through this project will be located at Straight Street Ministries in the City of Laurens and at Colleton County High School in the City of Walterboro, and will enhance the “traditional” Teen After-School Centers (TASCs) at those locations.

The “Plus” component at these two new sites will be provided as a supplement by adding a strong employability training component to the comprehensive array of services that will be provided by each TASC+ site. TASC+ will serve up to 60 high school students per year at each of the two sites, with 15 students served in the Fall Program, 15 in the Spring Program, and 30 students in the Summer Program.

Hours of Operation: Open after-school until 6 pm M-F including early dismissal days. On non-school days (teacher workdays, parent/teacher conference and spring break topen 7:30 am - 5:30 pm.

Closings: Closed in 2011 on May 30, July 4, August 17-19, September 5, November 24 & 25, December 23-30, and in 2012 on January 16, and May 28.

Youth Served: We serve youth ages 6-18 from elementary, middle and high schools.

Special Programs/Activities Provided: Participants will participate with other teens in educational and recreational activites. Programs include academic enrichment, character building and healthy lifestyles.
