Therefore, this post is subject to a range of vetting checks including a criminal records disclosure, DBS, or in the event that the employee is not a UK resident, a check to its equivalent in the current residing country will be required.Job Purpose: The Supply Chain officer is responsible for coordinating, consolidating, and ensuring smooth implementation of supply chain activities and plans to support program implementation. Supply chain planning includes procurement plans, warehousing plans, transport plans, staffing plans, distribution plans and training plans.Key Accountabilities:Support Country Operation Coordinator and program staff in developing procurement plans for active grants in collaboration with program teams.The Supply Chain Officer oversees the set up / closing and/or regular running of the base including management of logistics team (logistics, procurement, warehousing staff, drivers, and guards) and security of the base as well as coordination with administration, HR, and program staff on the base level. The Supply Chain Officer ensures that MUSLIM Aid Logistic procedures and respective donor regulations applicable to projects implemented on the base are closely followed.Procurement Management:The Supply Chain officer is accountable for implementation of procurement activities. The Supply Chain officer ensures all program procurement needs and plans are met on time in accordance with MAS and donors’ standards.Attend tender process and serve as procurement committee secretary.Ensure that tender process prerequisites are complete (PR with approvals, Bid register, RFP).Carry out tender document data entry and prepare tender minutes.Prepare bid analysis, justification of award, award minutes.Carry out reference checks, supplier visits and ATC clearance.Maintain tenders and payments tracking sheet and follow up to completion.Maintain procurement document filing orderly and auditable.Receive Purchase Requests from field offices and complete procurement pile and file market surveys from the field office and support, as necessary.Prepare contracts for review and support the field staff contracts with correct template.File country office contracts and share tracking on monthly basis.File and track all country office supplier ATC clearance.File and document Supplier performance and carry out due diligence.Identifying fraud and corruption red flags and address on timely manner.Travel to field offices for tender process or other support as required.keep the BVA cache clear and follow up on aging PRs.Asset Management:The Supply Chain officer responsible master record keeping of Main office MAS program assets and equipment. The Supply Chain officer is responsible for receiving, compiling records, and following with field offices on required documentation and donors’ rules and regulations.Provides support on implementation of IRC Asset policies.Keep master asset and property inventory record of all field pile and file inventory cycle counts from field office one two plete and file annually asset and property insurance.Participate quarterly asset pile year end asset and property reports.Receive disposal documents from field offices and organize for review and pliance and Ethics:The Supply Chain officer is responsible for identifying and reporting compliance risk in supply chain processes, implementing procurement controls, identifying procurement red flags, implementing internal and external audit corrective action plans, and ensuring all supply chain activities are conducted ethically.Reporting:The Supply Chain officer is responsible for compiling Main office supply chain reports and forwarding to the Country supply chain manager.Prepare and share weekly tender and procurement tracking update.Prepare and submit ad hoc reports as required.Perform any other duties assigned by the supervisor.SECURITYSupplies Chain Officer is typically responsible for the security on the base including staff, premises, as well as security of MUSLIM AID materials and assets.
