|ROLE PURPOSE: |

|The Supply Chain Manager in Save the Children International (SCI) Central Africa Republic (CAR) will be accountable for the development and |

|delivery of a supply chain strategy for SCI CAR, and for increasing the reach of the CAR programmes through effective and optimised Supply Chain |

|models, which can deliver on needs in varying contexts. |

| |

|He/She will ensure that, while increasing effectiveness and optimisation in SCI supply chains, Save the Children will be able to manage costs |

|efficiently whilst delivering high quality goods and services to our programmes, and procurement processes are compliant with the requirements of|

|SCI’s major institutional and corporate donors across the country. |

| |

|The Supply Chain Manager will be responsible for managing a Supply Chain team based in Bangui procuring up to USD$1M annually; supporting the |

|implementation of all SCI procurement policies and controls within their scope of influence; providing technical support and guidance to SCI CAR |

|field offices on their Supply Chain Strategies; ensuring that SCI supply chain tools are fit for purpose for all SCI CAR field offices and |

|contexts and that SCI CAR field offices have access to appropriate logistics tools and systems to manage the demands of their supply chains; |

|supporting the professionalization of supply chain staff across SCI CAR in cooperation with internal and external actors across the sector. |

| |

|This role will also involve building the profile of the SCI CAR Supply Chain team within the Save the Children, and networking with peers both |

|within and outside the sector to further develop and understand the Humanitarian Supply Chain models required in the various contexts in which we|

|work. This position will also involve acting up deputy to the Head of Logistics, and traveling up to 30% of the time in order to deliver on the |

|demands of this position. |

|SCOPE OF ROLE: |

|Reports to: Head of Logistics, CAR |

|Dimensions: The organisation will have around 300 staffs working in 6 field offices, supported by 10 Save the Children members with revenues of |

|over $15 million annually. |

|Staff directly reporting to this post: It is anticipated that SCI CAR procurement team will report into this post. |

|KEY AREAS OF ACCOUNTABILITY: |

|Support the delivery of CAR programming in line with Save the Children mandate, strategy and theory of change |

|Meet the servicing requirements of Save the Children members and their donors through first class customer service and collaborative working |

|Improve outcomes for children through delivery of Save the Children global programme strategy and global initiatives and growth targets |

|Support the development of robust supply chain infrastructures across the various Save The Children fiel offices and contexts which are fit for |

|the future and harness the extraordinary engagement, diversity, talent and commitment of our people |

|Create a culture of continuous learning where staff are encouraged and supported to grow and develop and are willing to be held accountable for |

|their commitments |

|Ensure that the focus of the organisation remains on the rights and needs of children through a time of internal transition and focus |

|Develop and maintain good relations with Save the Children CAR field managers and field logisticans |

| |

|Realise world-class standard global supply chain services through: |

|Manage the SCI CAR Supply Chain Team and developing the scale and reach of the team so that it can meet the demands of field offices in an |

|efficient and effective manner, while maintaining the highest possible quality standards. |

|Ensure timely management of requests to the CAR Supply Chain team, with field offices being kept up to date of order status, that performance is |

|measured against KPIs and that goods are of the right specifications and lead times are delivered. |

|In collaboration with SCI field offices with their varying context and needs, and relevant technical adviser develop and managing globally |

|reaching contracts for supplies and services and ensure they can easily be accessed by Save the Children programmes across 6 field offices. Once |

|developed work with relevant SC staff to ensure that all contract information is reflected in the Save the Children Supply Catalogue. |

|Support the development and implementation of Save the Children Internationals CAR Supply Chain Strategy to ensure that SCI CAR country and field|

|offices have appropriate and scalable supply chain systems and tools to support both emergency responses and on-going development programmes. |

|Provide technical support and guidance to Save the Children CAR country and field offices on the development of local and national supply chain |

|strategies, including local and national contracts and supplier assessments related to quality assurance, reliability, agility and ability to |

|increase capacity in emergency contexts. |

|Support the implementation of Save the Children International policies, guidelines and tools related to supply chain, including procurement |

|planning, procurement and shipping, warehousing and distribution, across CAR programs – both development and emergencies |

|Be willing to undertake regular travel and work with minimum supervision under difficult conditions in varying locations (including remote |

|locations) to support local and national supply chain development |

| |

|Ensure significant cost savings for the organisation, donors and beneficiaries through: |

|Monitor the performance and management of the Save the Children supply chain at field office and country levels and provide technical support as |

|needed to ensure optimisation and accountability within Save the Children CAR supply chain activities. |

|Work with Save the Children CAR country office to develop strategic relationships and partnerships with companies and organisations who can |

|support the improvement and enhancement of Save the Children logistics. |

|QUALIFICATIONS AND EXPERIENCE |

|Masters in Logistics, Supply Chain Management or similar |

|Demonstrated experience in successful development and implementation of a logistics and supply chain strategy and infrastructure for a global |

|operation |

|Field level experience in managing complex supply chains for INGOs in international development and emergency programmes |

|Knowledge of  key institutional donors and their compliance requirements in respect of logistics and procurement |

|Highly developed interpersonal and communication skills including influencing, negotiation and coaching. |

|Solid project management skills related to organisational development projects |

|Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in. |

|Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for |

|extended periods of time |
