Job Title: Personal Support Worker Service Deputy Manager

Salary: £25,000.00 per annum

Hours: 37 per week – hours to be worked mostly Monday – Friday (office hours), but flexibility needed to include occasional evenings and weekends

Responsible to: Personal Support Worker Service Manager

Summary

To work together with the Project Manager in coordinating and providing person-centred support for Centre 404’s Personal Support Worker Service, supporting service users to become valued and participating members of the community in which they live by achieving maximum independence and integration. To encourage and develop the team to promote the wellbeing of the service users and ensure they have fulfilled and meaningful lives. To assist the Project Manager with developing and growing the service and its staff, systems and processes.

Main Duties and Responsibilities

Support to current service users and potential new service users

▪ To have a positive and person-centred approach to working with service users.

▪ To use a positive behaviour support model and promote this approach with all team members.

▪ To oversee and, where appropriate, lead on the case work for an agreed case load of service users, including resolving issues, working with family members and relevant support workers, and responding to queries and requests.

▪ To work in line with the values of the service, working in such a way that encourages service users to be involved in day-to-day and long-term decision-making, enables them to build confidence, self-esteem and fulfilment and empowers them to use community facilities to develop leisure and social activities and skills.

▪ To support the service users in managing their needs, including health needs and accessing appropriate health services, supporting people with personal care as necessary and in a respectful way, and with managing rent, finances and claiming their rightful benefits.

▪ To adhere to safeguarding procedures and to remain vigilant for signs of abuse, taking immediate action and reporting all issues of concern with the line manager and relevant authorities.

▪ To work with service users in such a way that takes account of their individual, cultural and spiritual preferences.

▪ To liaise with Care Managers, families/carers, advocates, DWP and other professionals and outside bodies where appropriate.

▪ To seek and assess referrals and carry out needs assessment meetings with new service users, and pro-actively liaise with people and families who have already been assessed around setting up support services.

▪ To support service users in the organisation of their regular Person-centred Planning meetings. Participate in and prepare reports for these meetings where appropriate.

▪ To participate in the implementation of agreed individual plans, this may include structured teaching of skills.

▪ To plan and work as a team with other staff members, including passing on relevant information to other team members, using agreed communication procedures, and ensuring the appropriate flow of information between relevant people.

▪ Assist with ensuring the service’s compliance with Health and Safety standards, and ensuring that risk assessments are developed where necessary and adhered to and that all required records are kept.

▪ Develop and update guidelines and other service user documentation as appropriate and required.

▪ To keep regular and consistent records and write reports in the appropriate files and databases, using IT systems such as Microsoft Office and CharityLog data systems.

▪ To work in partnership with service users and family carers.

Developing and maintaining a quality service

• To facilitate the day-to-day functions of running the project.

▪ To assist with the setting and monitoring of project targets (e.g. hours of support, type of support) and budgets for the service.

▪ To take a pro-active role in monitoring the quality of the service and developing systems around quality assurance monitoring.

▪ To attend and assist with quarterly project group meetings and assist with facilitating and delivering regular team meetings.

▪ To assist with promoting the service internally and externally (eg attending marketing events and conferences in partnership with the project manager, developing marketing materials and presenting to key stake holders).

▪ To assist with the development and maintenance of policies, administrative systems, standardised procedures, contracts and service agreements.

▪ To liaise with other professionals and partners when required.

▪ To assist with the coordination of new and existing support packages.

Deputy Manager Responsibilities

▪ To work as part of a management team committed to providing a high quality service to people with learning disabilities according to the philosophy agreed by Centre 404 Supported Housing Service.

▪ Assist with recruiting, interviewing, inducting and training of new staff, as well as identifying training needs and allocating and managing training for existing staff.

▪ Assist in leading, motivating and supporting personal assistants so that they are able to provide a quality service.

▪ Provide support, supervision and an annual performance review for Personal Support Workers who you line manage in line with Centre 404’s staff management policies and ensure that a programme of staff training and development is in place across the service.

▪ Assist with the management of office-based staff and their workloads for the service.

▪ Take a lead role, and act as a first point of contact in planning and coordinating rotas in line with service agreements and in response to service user needs, and in communicating these to staff, service users, and, where appropriate, family members.

▪ Assist with the maintenance of records in line with Centre 404’s procedures. These include support notes, support and supervision records and records of hours worked, annual, sick and other leave.

▪ Respond to incident reports and safeguarding matters in line with Centre 404 and local authority policies and procedures.

▪ With the project manager, complete payroll processes accurately and to a tight deadline, take a lead in this when appropriate, and assist with working to streamline rota and payroll processes.

▪ Generate invoices for services provided and, with the project manager and finance department to be responsible for monitoring and managing payments and debts.

▪ Assist with managing the petty cash for the service including safe and accurate handling of money, correct record keeping and timely management of payments to staff and service users.

▪ Assist with managing service users’ personal budgets including being involved in support planning processes, managing budgets as Individual Service Funds and keeping all necessary records.

▪ Attend meetings acting as a representative of Centre 404 (eg initial assessments, support reviews, external strategy meetings).

▪ Cover support sessions as and when necessary.

▪ Oversee the management of the Personal Support Worker Finding and Matching Service in the absence of the Project Manager.

▪ Contribute to the strategic planning for the service and assist with identifying, developing and acting on areas of growth and improvement.

▪ To participate in the on call rota for the Supported Housing Service for emergencies and if required, as a key-holder for Centre 404’s premises.

General Responsibilities

▪ Regularly attend housing management meetings, any other meetings and committees as requested by the housing manager and/or CEO.

▪ Identify own training needs and undertake training where appropriate and possible, and where identified by the Supported Housing Manager and/or CEO.

▪ Aim to meet targets as set and agreed with your line manager in relation to your personal development.

▪ Assist and supervise volunteers where required and adhere to Centre 404 values in relation to supporting volunteers.

▪ Be flexible and available to work evenings and weekends in accordance with the needs of the post and the organisation as a whole.

▪ Attend and assist with (where appropriate and required) the annual AGM, fundraising functions, events and staff away days as required. Time off in lieu will be given for attending these activities outside of normal working hours.

▪ Undertake any other duties as may reasonably be required of the post and/or requested by the Supported Housing Manager or CEO.

▪ To become a Champion of best practice for people with learning disabilities and to actively represent an area relevant to the project service user group.
