STATEMENT OF WORKRequisition #:278736Title: Hanford First Line Supervisor Competency Improvement Program Revision Number: __0___Date: _5/6/15____Prior SOW or Revision Date: _N/A______1.0ObjectiveWRPS is looking for a “best in class” competency improvement program for first line supervisors. Due to rapid market changes and looming demographic shifts, it is critical that we receive a product that is not only innovative and engaging for our workforce, but that is easily and efficiently transferable to the job. The selected Vendor will be responsible, with support of project subject matter experts (SME), for building a cohesive, universal competency improvement program for first line supervisors across all three Hanford AECOM projects to include Washington River Protection Solutions (WRPS), Washington Closure Hanford (WCH), and Waste Treatment Plant (WTP).2.0Background/IntroductionHanford AECOM senior management has identified a need to develop and implement a first line supervisor training program that is universal for each project’s Mission, Vision and Values. A project team was formed to carry out this task. A short survey was sent out to key stakeholders asking for their input on what areas their management staff would need for training. The results indicated training is needed in the following broad topic areas: LeadershipRelationship managementBusiness operationsHR processes Legal compliance The goal for the project team is to identify a Vendor that is outstanding in their field for Leadership Development, Relationship Management and Supervisory skills that can assist in the development and implementation of a cohesive, first in class training program based on DOE-HDBK-1078-94 that will promote a shift in culture. This work is to provide administrative functions or program support services where the products to be generated by the services are subject to control by established industry standards, State or Federal rules and regulations.This work provides administrative or program support functions only. No hands-on field work activities will be performed.3.0ScopeFor this scope of work, the selected Vendor will be required to: Adhere to the following Department of Energy (DOE) guidelines and orders:DOE Handbook 1078-94: Training Program Handbook: A Systematic Approach to TrainingDOE Handbook 1203-97: Guide to Good Practices for Training of Technical Staff and ManagersDOE order 426.2: Personnel Selection, Training, Qualification, and Certification RequirementsVerify analysisReview suggested course topics and confirm analysis results to determine needEnsure that Analysis results incorporate applicable regulationsReview existing training for overlap of training topicsWork with SME team to identify commonalities between all three projects for HR process, business operations, legal compliance, etc. Deliverable: Approved Analysis Report Design training approachWork with SME team to develop course objectivesDetermine best approach, including delivery method, length, location, materials needed, pre-work, etc. within the following guidelines:Targeting not to exceed 80 hours of total seat time for complete programDesign training approach for supervisory skill modules as referenced in section 2.0 (business operations, HR processes, and legal compliance) Design an innovative, highly interactive Leadership and Relationship Management training program for First Line SupervisorsProgram elements could include commercially available assessments, inventories or instrumentsRecommend how this training might be implemented into daily activitiesDevelop course schedule and agenda Explain how the leadership model courses will integrate into the site specific courses and alignment of the pre-work for all modulesDeliverable: Design document within four weeks after award. Document would include goals and objectives, development schedule and evaluation method for complete program. The document will be approved by project team prior to Vendor developing training materials. (Template can be provided, if needed)Develop MaterialsCreate all materials to be used in implementation of training. Includes Instructor Guide and/or lesson plan with instructor notes, student handouts/books/binders, presentation, activities, evaluation materials, agendas, schedules, logistics support, etc. Vendor will be primarily responsible for developing the leadership and relationship management materials Vendor will work with content provided by project SME to develop the remaining training material Deliverable: Reviewed draft training materialsImplement trainingFacilitate delivery of pilot session.Advise contractor’s training groups in scheduling locations, class sessions, presenters and attendeesWork with any project co-presenters to deliver pilot courseConduct pilot course evaluationReview Feedback Forms and revise course materials accordinglyAssist in transitioning course to project presentersVendor shall be available to “coach” SMEs/Instructors up to four months post Pilot to advise on implementation or materials, etc. Deliverable: Deliver all materials and supporting documentation to project POCCreate Evaluation plan and tools. Deliverable: Develop a Level III assessment for contractor implementationTo include metrics, pre- and post- evaluation approach and instruments4.0SubmittalsIn support of the work scope established in Section 3.0 above, submittals are listed on the Master Submittal Register (MSR). Submittals shall be provided using the TOC Incoming Letter of Transmittal (form A-6005-315). All transmittal subject headings shall contain, at a minimum, the subcontract number, submittal number, and submittal description.Submittals shall be provided in electronic format unless available only as a hard copy. Electronic submittals may be sent to TOCVND@ or delivered via a WRPS designated File Transfer Protocol (FTP) site. Electronic formats must be non-password protected in one of the following formats:Microsoft? Acceptable criteria for the end product is for it to incorporate creative learning strategies, be audience engaging, and easily transferable to the job. It should be valid, measurable and cohesive between the broad topic areas.It is vital to this project that the selected Vendor have the appropriate personnel support, drive, and focus to assist WRPS with having a pilot course available by end of August 2015. Configuration Management and Standards6.1Configuration Management RequirementsThere are no specific Configuration Management requirements applicable to this SOW.6.2 Applicable StandardsThe Hanford First Line Supervisor training program will be compliant with all applicable regulatory requirements.ESH&Q RequirementsQuality Assurance RequirementsThe Subcontractor shall follow standard commercial quality practices.Applicable ES&H RequirementsPreliminary hazard assessment PHA ID: 31 is to be used for general office duties performed in TOC-controlled office facilities only. Prior to performing any activities outside of the office facility, a job hazard analysis (JHA) must be completed to cover the activities to be performed. The JHA must be approved by a TOC Safety Representative.Price-Anderson Amendments Act RequirementsThis 7.3 section and the General Provisions Article 2.11 entitled, Price-Anderson Amendments Act (PAAA), are both determined to be N/A.8.0Verification/Hold PointsThere are no anticipated verification/hold points associated with this statement of work.9.0Reserved10.0Work Location/Potential Access RequirementsVendors will be asked to work with Hanford Training location will be provided by the Hanford contractor either on the Hanford site or at an approved offsite location. Vendor will be responsible for ensuring compliance with Hanford site access rules and regulations.11.0TrainingHanford General Employee Training (HGET) as needed.12.0QualificationsVendor must have knowledge, skills, capabilities, staffing, relevant past experience, qualified professionals in placeVendors must have specific experience with management/leadership trainingExercises innovative training techniques and materialsVendor must have experience with customizing workbooks to reflect policies/procedures and working with POC staff for customization purposes is required. Such customization must be able to be completed on a short time-line in order to meet requested training schedule. Vendor must have experience working with both Professional and Labor Relations environments. (management, unions, etc.)13.0 Special RequirementsOwnership WRPS will have sole ownership of all deliverables post pilot. The Subcontractor’s employees, therefore, are specifically prohibited from driving any Government-furnished vehicles under the performance of this statement of work unless this statement of work is formally so modified by the parties and the employee(s) will present a valid driver’s license to the BTR for review.14.0Reporting/AdministrationUpon award, vendor shall meet in person with the Hanford POC team (HR, Training, and SME) for introductions, project planning, scheduling, and implementation strategies. Vendor will work directly with POCs to coordinate project SME meetings to ensure schedule is met.Vendor shall provide bi-weekly status updates to POC team15.0Workplace Substance Abuse Program RequirementsA Workplace Substance Abuse Program is not required for this SOW. ................
