PORTFOLIO WORKSHOP

The next portfolio workshop is scheduled for April 30, 2009, at the Minnesota Department of Education (MDE) in Roseville. The workshop will be located in Conference Center B, Room 18.  Visit the Calendar on the MDE Website for more information or to register.

PARAPROFESSIONAL CREDENTIAL

The Minnesota Legislature directed the Board of Teaching to create a Paraprofessional Credential.  This credential would be voluntary and would not be a state requirement for employment.  The proposal that is currently in rulemaking includes three central requirements:

1.  A minimum of two consecutive years of service in the same school district;

2.  60 clock hours of training based on the 9 competencies articulated by the Minnesota Paraprofessional Consortium; and,

3.  A passing score on a state-approved test in reading, writing and mathematics.

REQUEST TO EXPEDITE A FIRST-TIME APPLICATION OR ENDORSEMENT

Please use the form on page four of this newsletter to request that an application be expedited by our office due to pending employment. It is important for the district to provide the file folder number and the date the application was registered on the MDE Website. Processing time varies depending on the completeness and accuracy of the submitted application. Due to the volume of requests, our office will only expedite first-time standard and endorsement applications.

SCIENCE LICENSURE VIA TEACHER TEST

Science Licensure Rulemaking: Effective October 22, 2007, a Minnesota teacher licensed in Chemistry, Physics, Life Science, or Earth and Space Science (grades 9-12 or grades 7-12) and who has taught science for at least three years must take the content knowledge test in order to be licensed in another area of science licensure (grades 9-12 only). A teacher interested in pursuing this licensure option must submit the following materials:

Materials listed below must be sent to MDE. All materials should be sent together to avoid a delay in the licensing process.

Letter(s) verifying a minimum of three years of science teaching experience on official school district or charter school letterhead.

Official documentation from ETS of Praxis Content Knowledge test score.

FOREIGN CREDENTIAL EVALUATION

All applicants who complete a program outside the United States must forward their transcripts and other information to a professional evaluation service to determine U.S. equivalency. Providers of these evaluation services are listed on the Website of the National Association of Credential Services (NACES), View NACES Website ()

2009 TEACHER SUPPLY AND DEMAND SURVEY

The Educator Licensing staff would like to send a special thank you to all of the Minnesota school districts along with higher education and Education Minnesota representatives that participated in providing detailed data for the 2009 Teacher Supply and Demand Survey. The factual data and written perceptions were extremely important to provide an accurate picture of the survey and demand of teachers in Minnesota. The data collected from this survey will be studied and utilized by state policy makers. Thank you for taking the time from your busy schedules to complete this survey. Your hard work is greatly appreciated.

READING TEACHERS

Effective September 1, 2006, a reading license is required for any teacher assigned to teach reading in grades 7-12. Teachers licensed to teach elementary grades are authorized to teach reading to students in their scope of licensure. However, while not required, it is recommended that elementary teachers assigned to teach multiple courses of “reading” hold a reading license.
