PROTECTING YOUR EMPLOYEES AND CUSTOMERS FROM CORONAVIRUS

2019 Novel Coronavirus (COVID-19) is a virus identified as the cause of an outbreak of respiratory illness. While food has not been identified as a primary mode of transmission for COVID-19, people gathering in foodservice establishments could serve as a source of potential community spread.

By Executive Order 2020-6.3, effective at noon on March 20, 2020, through April 30, 2020, all restaurants, bars, breweries, cafes, food courts, self-service breakfast bars, salad bars, buffets, and similar on-site dining establishments in North Dakota are closed to on-sale/onsite patrons. Take-out, delivery, drive-through or off-sale services may continue. This document is meant to provide recommendations on steps that can be taken to protect employees and customers while delivering and picking up food orders.

Restrictions of the Executive Order (effective March 20, 2020 through April 30, 2020) apply to food establishments providing on-premises consumption or dining services including:

a. Restaurants, food courts, cafes, coffeehouses, and other places of public accommodation offering food or beverage for on-premises consumption;

b. Bars, taverns, brew pubs, breweries, microbreweries, distilleries, wineries, tasting

rooms, special licensees, clubs, and other places of public accommodation offering alcoholic beverages for on-premises consumption

Food and beverage establishments subject to this order are encouraged to offer food and beverage using delivery service, window service, walk-up service, drive-through service, or drive-up service, and to use precautions in doing so to mitigate the potential transmission of COVID-19, including social distancing.

? In offering food or beverage, a place of public accommodation subject to this section may permit up to five members of the public at one time in the place of public accommodation for the purpose of picking up their food or beverage orders, so long as those individuals are at least six feet apart from one another while on premises. Place of public accommodation also includes private clubs, including country clubs, golf clubs, sports or athletic clubs, and dining clubs.

? The executive order does not prohibit entrance by a foodservice employee, contractor, vendor, or supplier of a place of public accommodation from entering, exiting, using, or occupying that place of public accommodation in their professional capacity.

The restrictions imposed by this order do not apply to any of the following:

a. Retail stores that offer food and beverage not for on-premises consumption, including grocery stores, markets, convenience stores, pharmacies, drug stores, and food pantries, other than those portions of the place of public accommodation subject to the executive order such as seating areas, self-service food and beverage stations, buffets, or salad bars;

b. Health care facilities, residential care facilities, congregate care facilities, and juvenile justice facilities;

c. Crisis shelters or similar institutions.

Social distancing, everyday personal precautions, and increased cleaning of hightouch surfaces still apply at these businesses.

Guidance for Food Establishment Employees, Nutrition Providers, and Volunteers ? Stay home if you feel sick with respiratory illness (fever, cough), or other

symptoms (vomiting, diarrhea, or jaundice). For questions related to COVID-19, call the North Dakota Department of Health (NDDoH) hotline at 1-866-207-2880 from 7 a.m. to 8 p.m. 7 days a week. Individuals who need medical advice should contact their health care provider.

? If someone in the household has tested positive with COVID-19, keep the entire

household at home.

Food Delivery and Additional Sanitation Procedures

? Employees or volunteers delivering food who are sick should stay home. ? Cloth face coverings are recommended for everyone where other social

distancing measures are difficult to maintain. ? Equip drivers with a sanitation kit for use before, during, after, and in-

between deliveries. Sanitation Tool Kit: Hand sanitizer, disinfectant wipes, one-time-use gloves*, tissues, a receptacle for garbage (for discarding used tissues, used gloves, etc.)

? Call ahead to announce the delivery time if possible. ? Drop the meal off on the doorstep, ring the doorbell/knock, return to the

delivery vehicle, watch and wait until the customer receives the food. o Prepare and plan for special considerations for residents who may be chair-bound or not able to answer the door.

? *One-time-use gloves may be worn if drivers are concerned about direct contact with someone who is contagious. If worn, remove the gloves after use, discard in the receptacle provided, and immediately follow with hand sanitizer. Note: Gloves or other appropriate utensils are required for direct contact with ready-to-eat food and food-contact surfaces following the Food Code.

Take Additional Precautions for Customer Takeout Services

? Promote online transactions, phone orders, drive-thru, curbside pickup (while customers wait in their vehicle), or delivery options.

? Maintain 6 feet of separation between individuals whenever possible. ? Minimize people entering foodservice establishment to order/pay/pickup.

Customers should not be gathering or waiting for food orders; and pickup should only take a minute or two. Only employees should be entering the establishment for prolonged periods of time. Encourage customers to wait inside vehicles. ? Discontinue customer self-service done within the establishment. Individually packaged condiments and seasonings can be provided by the employee preparing the order. ? Pre-portion and use individually-packaged items for customer self-service such as condiments, salt, and pepper. ? Ensure adequate supply and convenient placement of alcohol-based hand sanitizers for use in the food establishment. ? Cancel or postpone events that consist of 10 people or more. ? Consult with local health officials to determine strategies for modifying pickup and delivery services. ? Ensure all volunteers and staff supporting food services receive the necessary training to protect themselves and those they serve from the spread of COVID-19.

Tips for Customers

? DO support local restaurants with takeout and delivery services. Businesses are enacting even more food safety measures than those they already had in place. The guidelines in this document recognize delivery and takeout food as safe for you and your family.

? DO use sanitizing stations or wipes when available. ? DO use cloth face coverings where other social distancing measures are

difficult to maintain. ? DO follow social-distancing guidelines (stay 6 feet apart). ? DO choose contactless delivery and opt out of utensils. After your delivery

carrier has walked away, remove and throw away the outermost delivery bag. Wash your hands and transfer the food from the containers to your own dishware. Wash your hands well again and eat with your own utensils. When you're done, recycle or discard packaging, wash your dishes and wipe down your table and counters. ? DO practice social distancing by designating one family member to do pickup, pay by credit card online or by phone beforehand if that's an option. If not, use contactless phone payments or have the right amount of cash ready. Avoid direct handoffs of food and payment. Once your food is home, follow the steps above. ? DO thank your server. The people feeding and serving you right now deserve whatever extra you can offer including gratitude for the work they do.
