AREAS OF CONCERN
7.1 General
Preparation of drafts, concensus building and commenting have revealed to be more time consuming than it was possible to foresee when the project started. Most of the project leaders
have experienced that they have not been given the necessary resources and time to prepare the draft standards as originally planned. The main reason for the delay of some parts of the standard
is therefore delayed input to the WG 6 secretariat. There are no hold-backs related neither to the ISO/TC 67/SC 4 secretariat nor the WG 6 secretariat.
2. ISO 13628-7
ISO/WD 13628-7 is severely delayed due to the following reasons:
The basis for the developement of ISO/WD 13628-7 was API RP 17G. At an early stage it was recognised that API RP 17G would need considerable changes to convert it from a recommended
practice to a standard. In addition at the start of the project it was observed that there were limited published design guide rules for dynamic risers. It was considered by the task group that the new ISO standard should be applicable for present well completions in shallow to moderate waters dephts and for future deep water operations. It was decided therefore, to base the new ISO standard on the JIP for ”Design Rules for deep Water Riser”. This is a joint DNV, SINTEF and SeaFlex project supported by the major oil companies. The JIP was planned to be complete by the summer of 1998, but unfortunately has over run and will not be complete until the summer of 1999.
The next revision of the ISO standard will be released from the task group in April 1999. It will include the relevant design rules and requirements from the JIP plus functional requirements on
API RP 17G, NORSOK and comments from the review of previous revisions.
The task group would like to take this opportunity to apologise for the delay in releasing the committee draft of ISO standard, but it is considered that if this new ISO standard is going to provide a contribution to the industry, premature publication would not benefit the development of the standard.
