 TEA's Accountability Reporting Overview

Texas Academic Performance Reports (TAPR)

The Texas Academic Performance Reports (TAPR) pull together a wide range of information on the performance of students in each school and district in Texas every year. Performance is shown disaggregated by student groups, including ethnicity and socioeconomic status. The reports also provide extensive information on school and district staff, programs, and student demographics. The data presented in this guide is from the 2018-2021 school years.

Due to the extensity of the information found in the TAPRs, this guide will only highlight the findings on the school districts in Travis, Williamson, Hays, Bastrop, and Burnet Counties such as student, staff, graduation/ drop out rates. To view the entirety of the TAPRs, please visit

TEA's Accountability Ratings

TEA uses an accountability system to evaluate the academic performance of Texas public schools. Information from different sources is used to calculate and assign accountability ratings and award distinction designations.

Who is Rated?

Districts and campuses with students enrolled in the fall of the 2020?21 school year are assigned a state accountability rating.

Districts

Beginning the first year they report fall enrollment, school districts and charter operators are evaluated on the aggregate results of the students in their campuses. Districts without any students enrolled in the grades for which STAAR assessments are administered (3-12) are assigned the rating label of "Not Rated".

State-administered school districts, including Texas School for the Blind and Visually Impaired, Texas School for the Deaf, Texas Juvenile Justice Department, and Windham School District are not rated. Also, districts with no students enrolled in grades tested (3-12) are not rated.

Campuses

All public school campuses, including AECs and open-enrollment charter schools, are rated. New campuses and new open-enrollment charter schools are evaluated the first year they report fall enrollment. The pairing process is used to issue performance results for campuses (serving any grades from PK to 12) with no students enrolled in the grades tested.

Who is Not Rated?

Residential Facilities

Charter Districts and Alternative Education Campuses (AECs) identified as residential facilities and Alternative Education Accountability (AEA) charter districts that operate only residential facilities are not evaluated. Performance index results are reported, but a rating label is not assigned. Students enrolled in AECs and charter districts operating as residential facilities are excluded from the reported performance information if Public Education Information Management System (PEIMS) student attribution codes were submitted accurately.

Juvenile Justice Alternative Education Programs (JJAEPs) and Disciplinary Alternative Education Programs (DAEPs)

Campuses identified as JJAEPs and DAEPs are not evaluated. State statute and statutory intent prohibit the attribution of student performance results to JJAEPs and DAEPs. This means that attendance and performance data for students served in JJAEPs and DAEPs are reported to the students' home campuses, and the home campus is evaluated based on the results.

Short-Term campuses

Campuses that serve students in grades 3-12, but have no test results for evaluation (due to the accountability subset) are not rated. This includes AECs with short- term student placements.

Charter campuses with no students in grades tested

Open-enrollment charter schools that do not serve students in grades 3-12 are not rated.

Campuses with students enrolled in grades 3-12 that have no test results Campuses with students enrolled in grades 3-12 and without test results for evaluation

(due to the accountability subset) are not rated.

Overview of the Accountability System

The overall design of the accountability system evaluates performance according to three domains:

Student Achievement evaluates performance across all subjects for all students, on both general and alternate

assessments, College, Career, and Military Readiness (CCMR) indicators, and graduation rates.

School Progress measures district and campus outcomes in two areas: the number of students that grew at least one

year academically (or are on track) as measured by STAAR results and the achievement of all students relative to districts or campuses with similar economically disadvantaged percentages.

Closing the Gaps (30%) uses disaggregated data to demonstrate differentials among racial/ethnic groups,

socioeconomic backgrounds and other factors. The indicators included in this domain align the state accountability system with the Every Student Succeeds Act (ESSA).

Single-Campus Districts

A school district or charter school comprised of only one campus that shares the same 2019 performance data with its only campus must meet the performance targets required for the campuse in order to demonstrate acceptable performance. For these single-campus school districts and charter schools, the 2019 performance targets applied to the campse are also applied ot the district, ensuring that both the district and campus receive identical ratings. School districts or charter schools that meet the definition above are considered single-campus districts or charter schools in any criteria outlines in the TEA 2019 Manual.

Rating Labels

Districts and campuses receive an overall rating, as well as a rating for each domain.

A ? Exemplary performance

B ? Recognized performance

C ? Acceptable performance

D ? In need of improvement

F ? Unacceptable performance

A, B, C, or D: Assigned for overall performance and for performance in each domain to districts and campuses (including

those evaluated under alternative education accountability [AEA]) that meet the performance target for the letter grade.

F: Assigned for overall performance and for performance in each domain to districts and campuses (including AEAs)

that do not meet the performance target to earn at least a D

Not Rated: Assigned to districts and campuses that--under certain, specific circumstances--do not receive a rating.

The A-F ratings are based on three factors, or "domains," according to the TEA. "Student achievement" and "school progress" combine for 70 percent of the rating, while "closing the gaps" makes up 30 percent.

Distinction Designations

Campuses that receive an accountability rating of A, B, C, or D are eligible to earn distinction designations. Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
