TITLE Adolescent Coordinator, KaramojaTEAM/PROGRAM: Program Operations, Health & NutritionLOCATION: Uganda, KaramojaGRADE: 3 CONTRACT TYPE: NationalCHILD SAFEGUARDING: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young peopleROLE PURPOSE: The Adolescent Coordinator; with the guidance from the Adolescent Advisor will work to ensure quality coordination of implementation of the adolescent strategies and interventions. The Adolescent Coordinator will ensure that, all the adolescent development and reproductive health activities support the achievement of project adolescent health and nutrition. The position will ensure that, all deliverables related to adolescent health development are delivered in a timely fashion and key lessons learned and best practices captured based on the state of art ASRH practices and capture lessons learned. Essential Duties, Responsibilities and impactThe Adolescent Coordinator guided by the Adolescent Advisor will provide guidance in the activity implementation on the adolescent safe spaces. This staff will manage a selection of mentors and their training as well as supportive supervision. This staff will monitor quality implementation of the adolescent curriculum within the safe space, as well as collaborate on the trainings for VHT on youth friendly health services. They will guide mentors in setting up community dialogues on adolescent wellbeing.SCOPE OF ROLE:Reports to: Adolescent AdvisorDimensions: Dimensions: Save the Children supports programs in most parts of the country – Northern, Western, North-eastern and Central regions of Uganda with a current staff complement of approximately 300 staff and current expenditure of approximately 20$ million each yearStaff directly reporting to this post: None KEY AREAS OF ACCOUNTABILITY : Project Planning: Develop and submit work plans based on safe spaces activities, training and supervision of the mentors based on the Project Annual Plan. Develop and manage a monthly and quarterly activities implementation for the adolescent safe spaces. Attend and execute/follow through feedback actions as results from planning, review and reflection meetings with communities and stakeholders. Develop timely and quality monthly, quarterly and annual work plans shared with the Adolescent Advisor and the Regional Area Manager. Monitor the adolescent safe spaces activities to ensure quality, timeliness and adherence to both CO and international Save the Children and donor policies and procedures.Ensure that adolescents in addition to all community members are engaged in the project implementation. Project implementation ManagementEffectively manage day to day implementation of the adolescent intervention in compliance with the approved Project Annual Plan, phased budget, Detailed Implementation Plan (DIP), procurement plan, Monitoring Evaluation and Learning (MEAL) requirements, CO KPIs, essential standards. Maintain high standard of integrity, transparency and accountability in the course of project implementation.Provision of regular operations and implementation updates on programme progress and challenges to allow for timely interventions and corrective actions by management.Ensure that project interventions are effectively documented with before, during intervention and after intervention evidences.Develop concepts and proposals for possible funding as need may arise.Ensure clear quarterly accountability of all programme inputs/resources given out or offered to the community.Risk management – Monitor and address or report any risks to management.Financial and Budgeting Management: Responsible for the project financial and budgetary management. This responsibility includes;Develop and submit timely and quality DFAP project phased budget aligned with the DIP (repeated for emphasis).Manage the activity spending against budget to ensure acceptable monthly performance and funds are optimally used for the intended purpose as per approved fund summary and annual plan.Undertake monthly budget monitoring in order to ensure accuracy of financial reports, manage budget variances, explain variances and propose measures for managing the variances.Ensure that all financial policies and regulations relating to cash flow management, expenditure controls, cash management, accounting information, and advances management are adhered to while executing the activities.Ensure excellent proper financial management and accountability in line with SCI policy guidelines during intervention implementation.Project Reporting: Responsible for the preparation of timely and high quality project monthly and quarterly reports made in accordance with reporting schedule and formats/guidelines.With the support of the Adolescent Advisor ensure that issues raised in the reports are comprehensively addressed in a timely manner Preparation of the intervention reports and ensure that proper filling. On a monthly basis identify potential risks and threats to the adolescent safe space activity interventions and alert management timely for appropriate action. Ensure that an update progress report is shared with the district and sub county officials on need to know basis.Conduct regular project review meetings with the relevant partners and stakeholders to enhance information sharing and improve efficiency and effectiveness of project implementation and operations.Advocacy, Networking and influencing: Participate and support planned for regional level ASRH advocacy activities, meetings and engagements at district and community level. Build strategic networks, coalitions and alliances on the project advocacy agenda Develop strategies for collaborations within the district on DFAP in liaison with Advisor. Document and share lessons and learning’s from advocacy engagements. Good knowledge working with and through local existing structures i.e. community leaders, clean leaders etc.DesirableStrong analytical skills and strategic planning abilities. Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team. Highly developed cultural awareness and ability to work well in multi-cultured environment with people from diverse beliefs and cultural backgrounds. Skills in implementation and use of behavioral change communication strategy for adolescent programsHighly developed interpersonal and communication skills including influencing, negotiation and coaching.Demonstrated ability to coordinate and implement adolescent health development activities including behavior change campaigns, community engagement and experiential activities in Uganda; prior experience working in Karamoja sub-region is highly desired. Fluent oral and strong analytical, written English communication skills is required;Demonstrates Save the Children’s core values of accountability, collaboration, integrity, ambition, and creativity.
