Teacher Standards and Practices Commission250 Division Street NESalem OR 97301March 5-7, 2014Program ApprovalITEM:ENGLISH LANGUAGE LEARNER (ELL) STANDARDS FOR ALL NEW EDUCATORS AND PROGRAM FACULTYACTION:ACTION ITEMRECOMMENDATION:The Program Approval Committee recommends adoption of the following resolutions:RESOLVED that, the proposed rules for ELL competencies are referred to public comment for consideration by the Commission at a future meeting;RESOLVED FURTHER that, there are 55,402 students identified in the Oregon Department of Education’s (ODE’s) 2012-2013 Annual State Report Card as lacking English Language proficiency in Oregon’s public schools;RESOLVED FURTHER that, the Commission supports the integration of stronger preparation standards and skill sets to work with second language p-12 students for all educators including teachers, administrators, licensed personnel service educators and higher education faculty teaching in TSPC-approved licensure programs;RESOLVED FURTHER that, a coalition of state, local and higher education stakeholders have worked for over two years to propose standards that cut across all educator preparation pathways including: teachers, administrators, personnel service educators and higher education faculty teaching in TSPC-approved licensure programs; andRESOLVED FURTHER that, following adoption of the standards, all educator preparation programs will submit a report to the Commission of how they are implementing the ELL standards into their programs, the assessments for these proficiencies; and how they are providing professional development for their higher education faculty in each area of the proficiencies to the Commission by no later than December 31, RMATION:TSPC, ODE, public and private higher education in partnership with school district representatives have been working for over two years to identify knowledge, skills and competencies general education educators need in order to meet the educational needs of all English Language Learners (ELL) in Oregon p-12 classrooms.A summary of these efforts can be found in the attached agenda items containing the history of the work as presented to the Commission at the November 2013 Commission meeting.The Commission may also want to consider what next steps might be considered with regard to the current workforce.
