Teacher Standards and Practices Commission250 Division Street NESalem OR 97301March 5-7, 2014Program ApprovalITEM:CORBAN UNIVERSITY SITE VISIT REPORTACTION:ACTION ITEMRECOMMENDATION:The Executive Director recommends adoption of the following resolutions:RESOLVED that, based upon review of the TSPC site visit review team and the evidence supplied through the unit’s Institutional Report and other evidence, the Commission finds that standards 1, 2, 3, 5, 6 and the state standards for accreditation are fully met for both the Initial Teacher Preparation and Advanced Program levels;RESOLVED FURTHER that, the unit is commended for its performance at the unit level in Standard 2 – Assessment and Program Evaluation; Standard 3 – Field Experience and Clinical Practice; and Standard 5 –Faculty Qualifications, Performance and Development;RESOLVED FURTHER that, the Commission finds that the site team erred in finding Element 4b within Standard 4 as “acceptable” and changes that designation to “unacceptable;”RESOLVED FURTHER that, the Commission finds Standard 4 is “unmet” and the Commission accepts the Areas for Improvement (AFI’s) suggested by the TSPC site visit review team; andRESOLVED FURTHER that, the Commission approves Corban University’s School of Education and Counseling with the following conditions:The unit will submit a full plan to the Commission regarding how it will be addressing each Area for Improvement no later than the November 2014 Commission meeting;The unit will make a full report to the Commission at the July or August 2015 Commission meeting regarding the progress they have made with regard to resolving each of the AFI’s.The unit’s accreditation is approved through December 31, 2015, with full approval to December 31, 2020 contingent upon the Commission’s review and determination with regard to the unit’s efforts to resolve the Standard 4 AFI’RMATION:On October 27-29, 2013, a TSPC site review team visited the Corban University School of Education and Counseling pursuant to OAR 584, Division 10, to evaluate compliance with Teacher Standards and Practices Commission’s established standards for program and unit quality as established in OAR 584, Division 17. Division 10 governs the procedures for site visit reviews and recommendations to the Commission. Division 17 has the standards for program review. In 2011, the Commission adopted new standards for review that align with the former National Council for the Accreditation of Teacher Education (NCATE Standards). Corban University’s review was conducted under the new 2012 TSPC standards, found in OAR 584, Division 17.Outstanding Accomplishments: The TSPC site review team recognizes the unit for several outstanding accomplishments: Standard 2: Assessment System – Target on all areas;Standard 3: Field Experiences and Clinical Practice – Target on all areas and several identified strengths; (See Site Visit Report at pp. 21-22.)Standard 5: Faculty Qualification, Performance and Development – Target in all areas.Standards 1 and 6, as well as all state standards that were evaluated, were found to be met at the acceptable level.
