| |V. Assurances | |

GENERAL ASSURANCES

(a) ASSURANCES—Any applicant, other than a state educational agency that submits a plan or application under this Act, whether separately or pursuant to section 9305, shall have on file with the state educational agency a single set of assurances, applicable to each program for which a plan or application is submitted, that provides that—

(1) each such program will be administered in accordance with all applicable statutes, regulations, program plans and applications;

(2)(A) the control of funds provided under each such program and title to property acquired with program funds will be in a public agency or in a nonprofit private agency, institution, organization, or Indian tribe, if the law authorizing the program provides for assistance to these entities; and

(B) the public agency, nonprofit agency, institution or organization, or Indian tribe will administer the funds and property to the extent required by the authorizing statutes;

(3) the applicant will adopt and use proper methods of administering each such program including—

(A) the enforcement of any obligations imposed by law on agencies, institutions, organizations, and other recipients responsible for carrying out each program; and

(B) the correction of deficiencies in program operations that are identified through audits, monitoring, or evaluation;

(4) the applicant will cooperate in carrying out any evaluation of each such program conducted by or for the state educational agency, the secretary, or other federal officials;

(5) the applicant will use such fiscal control and fund accounting procedures as will ensure proper disbursement of, and accounting for, federal funds paid to the applicant under each such program;

(6) the applicant will—

(A) submit such reports to the state educational agency (which shall make the reports available to the Governor) and the secretary as the state educational agency and secretary may require to enable the state educational agency and the secretary to perform their duties under each such program; and

(B) maintain such records, provide such information, and afford such access to the records as the state educational agency (after consultation with the Governor) or the secretary may reasonably require to carry out the state educational agency’s or the secretary’s duties; and

(7) before the application was submitted, the applicant afforded a reasonable opportunity for public comment on the application and considered such comment. The local educational agency (LEA) assures it will; (a) use funds to supplement and not supplant those from other sources otherwise available to continue current or past efforts; (b) that the application is available for review by the public; (c) comply with all requirements of the ESEA programs included in their consolidated applications, whether or not the program statute identifies these requirements as a description or assurance that the applicant would have addressed, absent this consolidated application, in a program-specific plan or application, and maintain records of their compliance with each of those requirements.

Any printed (or other media) description of ESEA programs will state the total amount being spent on the project or activity and will indicate the percentage of funds from the ESEA programs which are involved.

PRIVATE SCHOOL PARTICIPATION (Title IX, SEC 9501(a) (b) (c) (d))—The LEA will comply with SEC 9501 regarding participation by private school children and teachers. Sec. (b) (11)

| |VI. REQUIREMENTS | |

Two levels of application are being sought. Tier One applicants will apply for funding to improve and expand online learning opportunities to students by providing ongoing professional development for online instructors and local education guides within a single district or region. Professional development materials, training and support will be supplied to Tier One grantees by a/the successful Tier Two applicant. Tier Two applications are being sought to support the successful Tier One grantees statewide by providing professional development, expertise and training for the Online Training Coordinators in the successful Tier One grants. In addition the Tier Two grantee(s) will support a model eligible district and use data from it in disseminating results.

Requirements for Tier One Applicants

Each grantee will be expected to assign an Online Training Coordinator (OTC) to support local online teachers (OT) and local education guides (LEG). The Online Training Coordinator will be responsible to:

• Attend training workshops provided by the Tier Two awardee

• Provide local/regional training to online teachers

• Provide ongoing support to local and/or regional teachers and local education guides

• Give pre- and post-questionnaires provided by the Tier Two provider to teachers and local education guides

• Report the results of the pre- and post-questionnaires to the Tier Two provider

• Provide aggregate completion and success rates of students of the online teachers and local education guides

• Provide an end-of-project summary report that will include numbers of teachers and local education guides trained, number of students impacted, student success rates, teacher questionnaire data and other data required by DPI and the US Department of Education. This data will include number of jobs created and vendor to whom a payment of at least $25,000 has been made.

| |VI. REQUIREMENTS (cont’d) | |

Requirements for Tier Two Applicants: The grantees will be expected to:

• Provide the training of the Online Training Coordinators in the Tier One grants

• Provide the teacher pre- and post-questionnaires to be administered by Tier One grants

• Aggregate the data from the Tier One Grants

• Provide project evaluation

• Disseminate results of project highlighting, if possible, model project and/or LEA

• Provide an end of project summary report that will include numbers of teachers and local education guides trained, number of students impacted, student success rates, teacher questionnaire data and other data required by DPI and the US Department of Education. This data will include number of jobs created and vendor to whom a payment of at least $25,000 has been made.

In awarding grants under the Enhancing Education Through Technology program, the Department shall give priority to:

I. Districts with: 1) Eleven percent of children in poverty and 2) Low performing schools, or the greatest need for assistance in using or acquiring technology as determined by the State Superintendent. All high poverty and low performing schools need to be identified.

II. Projects of sufficient size, scope, and quality to carry out the purposes of Public Law 107-110, Title II, Part D.

III. Local private schools must be invited to be involved in the planning, development, and implementation of the project, if they expressed a desire in the district’s consolidated plan that is filed by July 1 of the current EETT funding year.

IV. Projects that include a student instructional component that leads to improved student achievement through effective use of instructional technology, as a primary aspect of the proposal.

V. Projects with a Program Evaluation Design that is in line with data analysis and reporting procedures of the ARRA EETT program. Sufficient resources allocated to insure comprehensive data collection and analysis and quality evaluation reports facilitated by a qualified evaluator.

(Section 2414, ESEA)—Local Applications and Technology Plans

Applicants must have a current technology plan approved by DPI.

| |VII. PROJECT EVALUATION CRITERIA | |

Evaluation Criteria for Tier One Applications

• Number of teachers and local education guides expected to be trained and number of students impacted as related to the scope of the project.

• Experience/capacity to provide professional development and ongoing support to school districts within the budget of the grant.

• Need or level of poverty.

• Ability to sustain training and support beyond the life of the grant.

Evaluation Criteria for Tier Two Applications

• Capacity, expertise, and experience in providing professional development to online teachers and local education guides.

• Must have eligible LEA as applicant that will be used as model project.

• Capacity, expertise, and experience in collecting data and evaluating online learning.

• Ability to disseminate results.

• The ability to sustain statewide support beyond the life of the grant.

Mandatory Items

1. The application must focus on improving student achievement in online learning through professional development.

2. At least 25 percent of the project funding must be spent for ongoing, sustained, high-quality professional development, which is tied directly to the effective use of instructional technology in online learning.

3. Local private schools that expressed an interest in the current district consolidated grant application must be invited to be involved in the planning, development, and implementation of the project.

4. A district which has a school identified for improvement must address how the proposed project will assist these school to improve.

5. Improved student academic achievement must be a primary focus of the project and should be discussed in all sections of the narrative.

6. Projects need a Project Evaluation Design. Sufficient resources need to be allocated to insure quality evaluation. The Project Evaluation Design must be developed and facilitated by a qualified Evaluator.

| |VIII. NARRATIVE | |

The narrative for Tier One applications may be no longer than six (6) pages. The narrative for Tier Two applications may be no longer than 14 pages. Narrative should use 12-point font with one and one-half line spacing and one-inch margins on all sides. Charts and graphs may be single spaced and 10 point type. For Tier Two applications, sample materials may be included in an appendix that will not be counted toward the number of pages.

The purpose of this grant is improve and expand online learning opportunities in Wisconsin by providing quality professional development to online instructors and local education guides throughout the state in grades 6 through 12. A secondary goal is to develop the expertise in the state to continue to offer this professional development at a regional and school district level.

Verification of participation in a consortium effort for state competitive Enhancing Education Through Technology (EETT) programs must be made by each participating LEA. Each of the undersigned certifies that the information contained in this application is complete and accurate, that the local educational agency they represent has authorized them to enter into a consortium agreement and to provide the necessary assurances of compliance with applicable state and federal statutes, rules, and regulations pertaining to the state grant.
