QUALIFICATIONS

Environmental Management. Managed a rapidly growing corporate environmental services group with projects involving military installations nationwide. Responsible for all aspects of group operations from routine administrative activities to strategic planning. Participated actively in business development. Licensing of Nuclear Power Plants. Member of several core technical teams that led the millennial renaissance of the nuclear power industry in the United States with preparation of the combined license applications (COLAs) for the Grand Gulf Nuclear Station (Mississippi), Bellefonte Nuclear Plant (Alabama), William States Lee III Nuclear Station (South Carolina), Comanche Peak Nuclear Power Plant (Texas), and Little Willow Nuclear Power Plant (Idaho). Familiar with the overall application preparation process, particularly development of the environmental report (ER) and Chapter 2 of the final safety analysis report (FSAR). Researched, wrote, and revised technical sections of the ER. Performed peer reviews and editorial reviews of sections in the ER and FSAR. Expert with the complex statement of fact (SOF) documentation and validation system required for preparation of modern license applications. Participated in all major review meetings with U.S. Nuclear Regulatory Commission (NRC) staff, including the critical NRC Audit Meeting. Responded to questions posed by the NRC and prepared formal written responses to NRC requests for additional information (RAI). Familiar with 10 CFR 51, NRC Regulatory Guide 4.2, NUREG-0800, NUREG-1555, and the many unwritten NRC staff expectations and preferences for preparation of applications in the modern era. Supported the preparation of license renewal applications for already operating nuclear power plants nationwide.

National Environmental Policy Act (NEPA). Provided key support in preparation of the Environmental Impact Statement (EIS) for the Spallation Neutron Source, once billed as the nation's largest science project for the 21st century. This effort received the highest U.S. Department of Energy (DOE) ratings for technical quality and customer satisfaction. Coauthored an environmental reference document on the proposed Hazardous Waste Treatment and Processing Facility at the DOE Pantex Plant in Amarillo, Texas. This document was used as a reference source during preparation of the site-wide EIS for plant operations. Contributed to a comprehensive environmental information document designed to support preparation of the site-wide EIS for the Pantex Plant. The high quality of these contributions resulted in a Battelle Key Contributor Award for Customer Satisfaction.

Researched and coauthored the site-wide NEPA Environmental Assessment (EA) for proposed Resource Conservation and Recovery Act (RCRA) soil, sediment, and groundwater corrective actions and white space response actions at the Portsmouth Gaseous Diffusion Plant (PORTS) in Piketon, Ohio. Conducted research on EA topics, including socioeconomics, cultural resources, transportation, wetlands, environmental justice, threatened and endangered species, invasive species, and environmental regulatory issues. The results were incorporated into the description of the existing environment. Assessed potential environmental impacts from the proposed action, wrote environmental impact sections, and prepared the entire section on cumulative impacts.

Prepared NEPA documentation for the K-25 Site in Oak Ridge, Tennessee. This included writing categorical exclusion documents and EA determinations. Performed an EA of proposed remedial action alternatives for the Brandywine Inactive DRMO Site at Andrews Air Force Base, Camp Springs, Maryland. Participated in an EA covering the construction and operation of a new analytical chemistry laboratory at the Pantex Plant.

RCRA. Prepared a detailed history (1988-2008) of RCRA decisions and actions at PORTS. Led the technical effort to prepare a RCRA Part B permit application for the 325 Hazardous Waste Treatment Units at Pacific Northwest National Laboratory in Richland, Washington. Assisted with preparation of the work plan for removal of contaminated soil and equipment on 10 RCRA sites at Redstone Arsenal (RSA) in Huntsville, Alabama. Coordinated preparation of the site safety and health plan and the construction quality control plan, which were included as major appendices to the work plan. Prepared semiannual groundwater monitoring reports to support the RCRA corrective action measures at sites SD-33 and ST-30 at Shaw Air Force Base in Sumter, South Carolina. Supported preparation of the RCRA facility investigation report on Zone 12 groundwater at the Pantex Plant. Participated in development of a site-wide procedure for compliance with the RCRA land disposal restrictions at the K-25 Site. Developed a waste minimization plan for Site Facility Operations at the K-25 Site and revised their surplus materials management plan. Awarded a letter of commendation from the customer for providing outstanding technical support to the K-25 Site.

Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Provided full-time support to the DOE Portsmouth/Paducah Project Office and Fluor-B&W Portsmouth LLC for the Process Buildings and Complex Facilities Decontamination and Decommissioning (D&D) Evaluation Project and Site-wide Waste Disposition Evaluation Project at PORTS. Under terms of the Ohio Environmental Protection Agency, Director’s Final Findings and Orders (DFF&O), both projects were to proceed pursuant to the CERCLA response model set forth in the National Oil and Hazardous Substances Pollution Contingency Plan. Developed strong knowledge of the existing PORTS buildings/complex facilities and associated environmental issues. Assisted with the preparation of two Pre-Investigation Evaluation Reports for scoping of D&D and D&D waste disposal. Wrote technical sections and appendix materials for Remedial Investigation/Feasibility Study (RI/FS) work plans and reports. Conducted the overall NEPA values assessment for the buildings and complex facilities RI/FS. Prepared crosswalk documents showing one-to-one relationships between the DFF&O requirements for RI/FS reports and the actual contents of project RI/FS reports. Performed quality control checks on chemical and radionuclide data for human health risk assessments. Developed and wrote responses to technical review comments on the RI/FS reports. Assisted with assembling the Administrative Records for both projects.

Provided environmental restoration support to RSA through the U.S. Army Corps of Engineers (USACE). Prepared an action memorandum for time-critical removal actions at RSA-122S (Dismantled Lewisite Manufacturing Plants) and RSA-139 (Former Arsenic Trichloride Manufacturing Area). Coauthored the 1999-2000 performance report on the RSA-13 Groundwater Treatment System. Prepared a comprehensive secondary Site Investigation (SI) report on a suspected waste disposal site at the Marshall Space Flight Center in Huntsville, Alabama. Developed a detailed outline for preparing compliant land use control implementation plans. Supported other RSA activities involving community relations, environmental compliance, work-to-date summaries, and maintenance of the Administrative Record. Performed technical and editorial reviews of numerous environmental restoration documents.

Led and participated in CERCLA PAs aimed at assessing past hazardous waste disposal practices and identifying/documenting potential hazardous waste sites at Air National Guard and Army National Guard installations nationwide. Reviewed installation records, interpreted aerial photographs, surveyed installation property, and interviewed numerous base personnel. Performed library research and contacted government agencies to collect technical information pertinent to using the U.S. Air Force's Hazard Assessment Rating Methodology (HARM). Used the HARM to rate potential hazardous waste sites. Coauthored 20 PA documents. The National Guard Bureau cited our team's PA documents as model reports on this type of research, and Lockheed Martin Energy Systems, Inc., Hazardous Waste Remedial Actions Program, commended our team for excellent performance. Won exclusive major client trust for performing PAs.

Completed a Remedial Investigation addendum report for the OU3 Northern Boundary area at the Milan Army Ammunition Plant in Milan, Tennessee. Participated in development of the SI work plan for the 118th Tactical Airlift Wing, Tennessee Air National Guard, Nashville, Tennessee. Assisted in development of work plans for underground storage tank (UST) site assessments and removal of leaking USTs at Air National Guard Bases in Oregon.

Clean Water Act. Amended the Spill Prevention, Control, and Countermeasures (SPCC) Plan for the

Y-12 Plant in Oak Ridge, Tennessee. Led the overall technical effort, including research, regulatory analysis and compliance, planning, organization, writing, and coordination of project activities with the concurrent engineering inspection and certification activities of a subcontractor. Amended the combined SPCC/RCRA contingency plan for the Pantex Plant. Developed a spill response procedure and a spill response equipment inventory and inspection procedure for the Pantex Plant.

Toxic Substances Control Act (TSCA). Conducted work on several projects involving polychlorinated biphenyls (PCBs) contamination and TSCA compliance. Developed detailed knowledge of the PCB contamination and TSCA compliance issues associated with the uranium enrichment process buildings at the K-25 Site. Worked with many provisions of the TSCA regulations in 40 CFR 761 and the federal facilities compliance agreement for achieving TSCA compliance on the Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee.

Environmental Regulatory Compliance Assessments. Headed a comprehensive programmatic compliance assessment of the Hazardous Materials Spill Response Program at the Pantex Plant. Prepared

a report of findings that included recommendations for corrective actions. Received a Battelle Recognition Award for this study. Participated in the preparation of a standards/requirements identification document for the Environmental Restoration Program at the K-25 Site.

Determined the applicability of numerous standards and requirements to program and project activities. Developed and implemented training for subject matter experts in the performance of a comprehensive programmatic compliance assessment. Tracked weekly progress of the assessment and assured its successful completion. Performed a regulatory compliance assessment of the waste minimization and pollution prevention plans for the Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee.

Strategic Environmental Planning. Developed components of the DOE Environmental Restoration and Waste Management (ER/WM) strategic road map for the ORR. Road maps were the basis of the ER/WM 5-year planning cycle for site remediation, waste operations compliance, and waste disposal. Assisted with the development of strategic treatment plans for mixed waste generated and stored on the ORR and at the Paducah Gaseous Diffusion Plant in Paducah, Kentucky.

Facility D&D. Performed a historical characterization study of chemical and radiological contamination in the K-29, K-31, and K-33 gaseous diffusion process buildings at the K-25 Site. The purpose of this study was to support future D&D activities in the three buildings. Customer and DOE satisfaction led to follow-on work despite the severely curtailed FY 1997 DOE budget.

Environmental Due Diligence Process (EDDP). Prepared reports on Phase III environmental cleanup activities at the U.S. Environmental Protection Agency (EPA), Office of Research and Development, Research Triangle Park, North Carolina. This was the largest EDDP project for a laboratory complex in EPA history. The EPA facilities consisted of over 700,000 square feet of mixed laboratory, research, and administrative space used for a wide variety of research activities, including combustion emissions testing, toxicology, and human health effects. Played an instrumental role in meeting overall document delivery milestones considered to be virtually impossible by our firm and the client—and with no loss of quality. As a result, the project received the coveted USACE Commander’s Coin Award and was nominated for other awards by both USACE and EPA. Efficiency and quality of work led to a follow-on EDDP project for the EPA National Enforcement Investigations Center in Denver, Colorado.

Quality Control Oversight. Performed detailed quality control reviews of numerous environmental work plans and reports. Assisted with the development and revision of quality assurance project plans. Received a 5-year certification to perform construction quality management for USACE.

Cultural Resource Management (CRM). Conducting a long-term archaeological survey of the Poplar Creek Basin in Anderson County, Tennessee. Detailed information and data on newly identified prehistoric and historic archaeological sites, along with related environmental information, are recorded in detail on electronic Archaeological Site Survey Record forms. These forms are submitted to the Tennessee Department of Environment and Conservation, Division of Archaeology, for permanent archiving in the official Tennessee Register of Archaeological Sites. Performing laboratory processing and analysis of surface lithic remains from the Hart site (40DV34) in Davidson County, Tennessee. Prepared a detailed written report on the osteological and paleopathological analysis of human skeletal remains from Burial 1 at the Twin Caves site (40SU24) in Portland, Tennessee. Engaged in background research, discussions, and planning for establishment of the Oak Ridge Archaeological Society.

In consultation with two academic archaeologists at the University of Oklahoma and the University of Akron, developed and implemented a long-term research project that uses a social media blog to collect information and data for defining the full scope of the existing nationwide disagreements between professional archaeologists and artifact collectors. Archaeologists will use the collected information and data to support an ongoing effort to move these two long-alienated parties toward more future cooperation, consultation, and collaboration in the performance of professional archaeological research throughout North America. Created the new research blog, wrote all of its on-line contents, edited the contents, and revised the contents in response to peer review comments. The new blog was recommended to professional archaeologists throughout the Western Hemisphere in the November 2015 edition of The SAA Archaeological Record, a bimonthly periodical published by the Society for American Archaeology.

Worked in depth with the challenging and complex archaeological/architectural resource management efforts on the 3,777-acre PORTS site. This included providing technical advice, integrating the past and real-time results of cultural resource surveys and inventories into ongoing RI/FS reports, and updating detailed archaeological survey summaries to support consultations with Native American tribal representatives and other interested parties. Learned how to effectively and responsibly manage cultural resources through CERCLA and its applicable, relevant, and appropriate requirements (ARARs) rather than through the typical National Historic Preservation Act (NHPA) [Section 106] review process. Assessed the potential impacts of RCRA corrective actions and white space response actions on archaeological and architectural resources at PORTS.

Assisted with NHPA and 36 CFR 800 compliance activities for a Manhattan Project facility on the ORR. This included reviewing the Phase I survey report and related correspondence to assist with answering specific compliance-related questions.

Oversaw and coordinated implementation of the NHPA (Section 106) review process for federally funded and licensed projects. Determined the applicability of NHPA, 36 CFR 800, and other federal/state CRM requirements to each project. Identified competent CRM firms to perform Phase I intensive surveys of the designated areas of potential effect. Developed written statements of work and solicited competitive bids from CRM firms. Selected and hired CRM firms on the basis of proposal quality, cost proposals, and potential for excellent performance. Maintained oversight and guidance responsibility for all activities of the hired CRM firm from project kickoff to final project clearance by the State Historic Preservation Officer (SHPO). Performed peer reviews of written CRM reports and assisted CRM firms with responding to SHPO review comments and federal agency RAIs.

Prepared Section 106 consultation letters and attachments for federal agency officials, SHPOs, and Tribal Historic Preservation Officers (THPO). Consulted orally with the SHPO, THPO, and other interested parties on various CRM issues. Conducted archival research using libraries, map collections, state archaeological survey files, and state records on historic sites. Researched and wrote descriptions of the existing historic properties environment, assessed potential construction and operations impacts on historic properties, and wrote the related environmental impact analysis sections for NEPA documents and COLA ERs.

Led and participated in cultural resource surveys of land slated for impact by federally funded construction projects. Performed test excavations at archaeological sites. Participated in full-scale Phase III impact mitigation excavations on large prehistoric and historic sites. Supervised archaeological laboratory operations for a major archaeological project. Worked as a Laboratory Technician in field, academic, and museum laboratory settings.

Technical Communications. Demonstrated excellence as a journalism-quality editor and writer. Authored and coauthored a combined total of more than 115 major reports, journal articles, training modules, public relations items, and newspaper articles. Prepared and edited business plans, capability guides, and marketing brochures. Led SF 254/255 preparation efforts to obtain environmental contracts. Participated in writing major proposals. Coordinated the entire document production process. Consistently recognized by employers as the best writer on staff. This resulted in a dual role as technical editor for seven environmental firms. Won customer commendations for delivering the best-written environmental documents.

Training Development and Teaching. Coordinated preparations for worldwide delivery of a safety and health training course by telecommunications access. Served as Geology Teaching Assistant at Austin Peay State University in Clarksville, Tennessee. Developed a large set of knowledge-based and performance-based curriculum and instruction modules for training future maintenance workers at the Gas Centrifuge Enrichment Plant in Piketon, Ohio. Supported development of training materials for the Radiochemical Development Facility at ORNL.

Performed training research for programs under the Job Training Partnership Act. These programs were administered by Roane State Community College in Harriman, Tennessee. Taught General Educational Development Test courses for high school dropouts and teen mothers trying to enter the workforce. Instructed and counseled adolescents in a summer jobs program for the East Tennessee Human Resource Agency.
