Operation Procedures

Mission Of TBDR

Tennessee Baptist Disaster Relief is a cooperative, volunteer ministry of the Tennessee Baptist Convention and its affiliated churches.  It is totally dependent upon volunteers who give of their time, energy, talents and finances to assist others in a time of disaster.  The ministry is led by the State Director, an employee of the Executive Board of the Tennessee Baptist Convention.  He and one administrative assistant are the only employees working primarily with Disaster Relief.

Requirements for Volunteers

1. Because of agreements with national agencies and organizations, Tennessee Baptist Disaster Relief has the following requirements for volunteers:

A. Must be a member of a cooperating Tennessee Southern Baptist Church.

B. Must be at least 18 years of age.

C. Must have satisfactorily completed the training course, “Introduction to Southern Baptist Disaster Relief”  and specialized training.

D. Must complete an application and be approved for service.

E. Must have a servant heart.

F. Must be ready to show Christ’s love in action

G. Must be flexible.

H. Must be trained by TBC-certified instructors.

I. Certain units may require criminal background checks (e.g. Childcare unit).

J. Certain responsibilities may require background checks, motor vehicle checks and special licensing requirements.  (e.g. driver for any state equipment)

Emergency contact

Volunteer Responsibilities

1. Responsible for own insurance coverage and medical expenses if injured or ill during activation.

2. Responsible for own transportation to and from activation site.

3. Must be able to follow instructions and guidelines from DR officials during a

response.  Failure to do so will result in volunteer being instructed to return home.

Definition of Site Security

1. Site Security is tasked with the mission to provide for the safety of volunteer team members as they serve on disaster relief assignments and to safeguard the equipment and assets assigned to Disaster Relief by the Tennessee Baptist Convention.

Categories Of Security Team Service

1. Security Specialist

A. Active commissioned LEO

B. Retired commissioned LEO

2. Security Patrol

A. Licensed State Certified Security (Unarmed)

B. Licensed Armed Security (with restrictions)

Duty Of Security

1. To enter this ministry with prayer and God’s leadership

2. To follow leadership of TBDR and Site Supervisor

3. Follow directives and instructions of the Supervisor in Charge at site

4. To work with other volunteers to support their mission and duties

5. To be diligent in the performance of tasks

6. To be a supportive member of a team

7. Accept tasks and perform duties

Approach To Duty

1. Prayerfully

2. The path of least force and use of authority.

3. As quietly and as least invasive as possible

4. As representatives of Christ, Tennessee Baptist, and fellow Tennesseans

Security Patrol Authority (unarmed)

1. No more authority than a normal citizen (unless an Active Commissioned Officer)

2. Commissioned Officers may make arrest

3. Citizen Arrests are subject to laws of the local governmental agency and the state where the arrest is made

4. Subject to legal action for unreasonable search and seizure, detaining, restraining, or unlawful arrest.

Badges

1. Badges will be issued by the TBCDR Administrative Office upon completion of required documents being presented (copies acceptable), training completed, and approval of the State Coordinator.

2. Badges will be displayed while deployed.

3. Badges will expire after three years. It should be noted that State Security Licenses will need to be renewed and a copy forwarded prior to this time. Those with Commissions will need to maintain qualifications and currency of the commission.

4. Badges will have a photo, identification data and expiration date imprinted as well as a TBCDR Security Badge with classification imprinted.

Permitted To Carry Weapons

1. Nationwide:

A. Active commissioned LEO (POST certified LEOs are recognized across

the nation)

B. Retired LEO (Retired POST certified LEOs are not recognized unless they

have had their commissions remain active by an LEA)

2. Tennessee Only:

A. State Licensed Armed Security (Armed Security Licenses are

recognized in the state of issue only)

Carrying Arms At A Disaster Response Site

1. A handgun permit will not automatically allow an person to carry a weapon under the authority of the TBC at a site, property, or event designated by the TBC.

2. Weapons are carried for the purpose of defending yourself and others only if life and limb are in jeopardy.

3. Weapons will not be withdrawn from a holster unless in defense and with intent to use. Exceptions will be for inspection, protection, or upon request of the

Supervisor in charge.

4. Weapons will be carried visible and not concealed. Visibility of a weapon helps in deterrence of inappropriate activity and lends a sense of authority. It is not to intimidate but to comfort volunteers as to their security and protection.

5. All weapons will be inspected by the Supervisor in charge upon arrival at site.

6. Calibers allowed will be normal/commonly attainable and will not be full metal jacket. Exotic calibers (.50, black powder, shotgun shell pistols, etc) will not be allowed.

7. Weapons will be revolver or auto-pistol (automatics). Shotguns, rifles, automatic or Semi-automatic weapons (AR15, Mossberg, Bushmaster, etc) will not be allowed.

8. Team personnel will report with sufficient ammunition, an extra magazine, and a carry apparatus (holster).

9. All weapons will arrive at site clean, oiled, and ready for service. The need for such on site will not be allowed. If a weapon is jammed, unable to safely be used, or is damaged it will be secured and not presented for service at the site.

Limits To Armed Authority

1. A citizen is legally justified in using deadly force against another only if:

A. The citizen actually believes deadly force is necessary to prevent an

Imminent threat of death, great bodily harm, or sexual assault and

B. The facts and circumstances prompting that belief would cause a person of ordinary firmness to believe deadly force was necessary to prevent an

Imminent threat of death, great bodily harm, or sexual assault, and

C. The person using deadly force was not an instigator or aggressor who voluntarily provoked, entered, or continued the conflict leading to deadly force.

D. Force used was not excessive - greater than reasonably needed to overcome the threat posed by a hostile aggressor.

Duty To Retreat

1. Duty To Retreat Before Using Deadly Force- Unless an exception such as those listed below applies; a citizen must retreat before using deadly force if retreat is possible.

2. Exceptions

A. There is no duty to retreat before using deadly force if the assault threatens imminent death or great bodily harm - a murderous or felonious assault or sexual assault.

B. There is no duty to retreat before using deadly force if the victim is on his or her own premises, or on his or her business premises, or is at home.

Deadly Force In Defense Of Others

1. A Citizen may intervene and use deadly force in defense of another person when, under the facts and circumstances, it reasonably appeared necessary to save the other person from imminent threat of death, great bodily harm, or sexual assault but only to the extent the other person was entitled to use deadly force in self-defense.

2. Deadly Force MAY NOT Be Used

A. To Stop a Simple Assault. (The exact point in time a simple assault becomes deadly is often unclear. Repeated blows to vital body areas, choking, continued beating on a helpless or weakened victim, are some indicators).

B. Because of the Use of Violent Language and Communicating threats.

C. Because a Trespasser Refuses to Leave

D. To Arrest a Criminal or to Prevent a Criminal's Escape

Use Of force To Protect Property

1. The law does not permit the use of deadly force solely to protect property, or to prevent theft, or to regain stolen property. An owner CANNOT shoot at a thief - before, during, or after a theft. The same rule prohibits deadly force to prevent injury or vandalism to property.

2. A different rule applies if life is imminently threatened at the same time property is threatened. Deadly force used to prevent an armed robbery is force used to protect life, not to protect property.

Notification For Service

1. You will be notified by the State Coordinator

2. Notification of Ready Alert will be sent via email and text to all team members

3. Specific notifications will be by phone and you will need to indicate a go/no go.

1. Selection will be based upon training, location, need, and at random

2. You may not be asked for the first or second wave but as third or fourth level of relief as the situation dictates

Items Needed At A Disaster Site

1. Items directed by your Introduction to Disaster Relief Class instructor and the

check sheet of necessities

2. Clothing for a week suitable for weather (approved uniform)

3. Foul weather gear

4. Duty belt with accoutrements

5. Flashlight / lantern

6. If armed – approved weapon, carry holster, extra ammunition

7. Certified less than deadly weapons (pepper spray, baton, or taser) as licensed and trained in use

8. Knife of some type or utility fold-up tool

9. Cell Phone w/ Charger (electric or auto)

Approved Uniform (see attachment 3)

1. Required:

A. Kaki or tan pants (Dickies, BDU, etc)/ appropriate shorts for extreme heat

B. Black baseball cap with Security on front

C. Black boots (tactical or work) high tops for ankle support

2. OPTIONS:

OPTION 1:

Khaki/black “511 Tactical Vest with “TBC-DR logo on right side and “Security” on the right side front, and “Security” across the back. With black shirt or TBCDR blue shirt

OPTION 2:

Light blue TBCDR Polo Shirt with Security monogramed above logo

OPTION 3:

Black T Shirt or black polo shirt with Security on Back and Left Chest with TBCDR Logo Patch above

OPTION 4:

Kaki BDU pants and Kaki BDU Shirt w/ TBCDR patch on left shirt pocket/ Security (Kaki/tan with black letters) on strip (nametag) just above seam of pocket flap w/Name strip on same place of right pocket

Black or navy blue undershirt

--- Black, Tan, or Navy Blue jacket (as needed) with TBCDR patch and Security monogram or patch in White or reflective silver on front (left chest)

3. Uniforms and caps will not be adorned with event badges, ribbons, awards etc. Skills badges (first aid, EMT, marksmanship, military/LEO skills can be placed on the BDU per military regulations. Insignia of rank will be at discretion of State Coordinator.

Notification, Contact, Assembly, Marshalling, Convoy, Information sharing, Reporting for duty

1. Notification by telephone, text, and email

2. Information concerning assembly points will be made at time of notification

3. Marshalling areas are fluid at best. We will notify upon arrival at Assembly area

4. Units will convoy with TBDR units to site

5. Information will be open to all and conveyed as soon as it is obtained

6. Upon reporting for duty you will sign in indicating your presence for duty.

Duty Roster And Assignments

1. Decisions for Assignments will be made upon arrival by Supervisor In Charge (SIC) with direction from the Site Supervisor/TBDR Director

2. Schedules for shifts, length of duty, patrol specifics and post orders will be made and rotated as needed. Patrol Mount will be made at the beginning of First Shift (TBD)

3. Information board will be maintained with daily assignments at the TOC (Tactical Operations Center)

Post Standing Orders

1. As posts are established the needs of the Site Coordinator will develop the needs of each post.

2. Each Post will have instructions per directive of the Site Coordinator

3. These Standing Orders will remain in place until changed by the Site Coordinator according to needs

Incidents

1. An incident is a single distinctive event and is not a normal routine activity

2. All incidents will be reported on TBDR Incident Report Forms and follow-ups will be executed by the Supervisor-In- Charge and forwarded to Site Supervisor and the Director of TBDR. (See Attachment 2)

Security Trailer

1. The Security Trailer has been fitted with four bunk beds (small people on top, large on bottom)

2. Black-out curtains (not to be removed) from the bunk room have been provided.

3. Air condition is available if it is connected and working

4. A microwave and refrigerator are available for use. There will not be a bathroom or water hooked up. Will use Volunteer facility

5. The trailer will have secured lock boxes for weapons

6. All personal items will be secured. Food items, personal toiletries, service equipment, clothing, towels, etc will be kept secured and not left out for others to deal with and prevent proper use. The trailer is expected to be kept clean. A person will be assigned policing duty each day. Bedding will be stored after each sleep shift with bed sanitized.

Physical Site Security Plan

1. PHYSICAL LOCATION (PRE-PLANNING) -Include site address, location, utility locations and Main Supply Routes as well as evacuation routes.

2. MAP OF AREA - Topographical, satellite, or traffic. Also local with established facilities. (Hospitals, emergency stations, governmental, disaster assistance sites).

3. LOCAL GOVERNMENT STRUCTURE (LAW ENFORCEMENT)

A. Identify jurisdiction, make contact, prepare notification phone numbers, and identify zone officers (LEO)

4. RISK ASSESSMENT: Upon arrival an immediate survey of the site, area, entry, and egress locations will be noted. Such a survey will be used to determine the following:

A. Criminal activity, vulnerabilities, observation for line of site

B. Openness of Area, Entry locations, location of water access, power, sewer

C. Perimeter concerns, barriers to erect, control points

5. PHYSICAL LAYOUT (ON ARRIVAL AT SITE)

A. Work with site director on placement of equipment for maximum security

1. Coordinate with incident commander and logistics supervisor to develop a security friendly positioning plan if possible

B. Establish problem areas, credentialed areas, public areas

C. Identify vehicle entry/egress, parking, and flow of traffic

D. Pre-plan relief, victim, service traffic pattern and logistical traffic pattern (Tractor Trailer Movement)

E. Prevent blind spots for shower trailers, portable johns that might be used by volunteers.

F. Develop a secure location for food/equipment storage to prevent loss

6. ANALYSIS OF RESOURCES (UTILIZING EXISTING FACILITIES AT SITE)

A. Work with site director during a walkthrough of a facility. Make notes of hazards, safety issues, fire and weather factors, electrical operations, sanitary facilities.

B. Physical Plant Security vulnerabilities (Doors, Windows, Exits, Etc.)

Relief And Meals

1. Posts will be maintained until relieved

2. Short relief breaks can be managed by other than site security

3. Meal breaks will be by other Security

3. Extreme weather conditions may increase breaks and length of breaks (TBD at site)

4. Posts will NEVER be abandoned

Off-Duty Duty

1. If Security personnel have been trained in another specialty and they wish to participate while off-shift they may do so if the duty is within close proximity of the security duty site (i.e. laundry, meals, etc)

2. No more than the time of half shift is allowed so personnel will not be fatigued for security duty

3. Will need to notify Supervisor before working

Period Of Service

1. The Tennessee Baptist Disaster Relief has established that all volunteers are limited to one week service for a tour of duty. (exceptions at the discretion of

TBDR Director.

2. Volunteers may return after a reasonable time away from the site.

Standing Down

3. Release from deployment will be the authority of the Director of Tennessee Baptist Disaster Relief

4. Duties required in a draw down of service will be assigned as needed

Leaving Site

1. Security will need to be one of the last units to withdraw from a site.

2. It will be the duty of Security to comb the grounds and facilities for anything left behind. Articles will be tagged and stored

3. Security should convoy with other units until within proximity of the home base.

TBDR Leadership And Authority At The Disaster Site

1. The FEMA Incident Command System will be in force during a declared emergency

2. All emergency activities in a declared emergency will be controlled by the United States Department of Homeland Security and FEMA.

3. Line of Authority will be as follows:

A. Federal and State Authorities

B. TBCDR State Director - David Acres

C. TBC Site Supervisor (white cap)

D. TBC State Security Coordinator - Ray Sholar

E. Supervisor of Security in Charge (site, shift, etc)

F. Individuals on site

4. While it is understood that expediency is often the rule it should be noted

that all directives, orders, demands, etc will be focused through TBC Leadership. It is not impertinent to inform an official that such will need to be cleared through your supervisor, etc before compliance. Such should be done with courtesy and respect. The proper supervisor will be identified and/or assist in locating them for the individual.

COMMUNICATIONS

Communications will be under the direction of the Communications Unit and the Site Supervisor. Separate comms will be used by Security and interworked with the site comms network. Such will be determined during site preparations.

Depress the speak button for a moment before and after speaking, to avoid truncation

If an extended conversation is required, use the radio to request a phone contact

Speak clearly and a little slower than normal

Avoid unnecessary chatter

NOTE: Security Team Leaders will verify credentials of Security Specialist provided under 18 USC 926C/926B and copies of current firearms qualifications prior to being activated for assignment under arms. Inactive LEOs with past LEO experience individuals including Military Police are not authorized to carry weapons in this position. Such will be designated as Security Patrol and assigned accordingly. Auxiliary/Reserve/Special Officers or Auxiliary/Reserve/Special Deputy Sheriffs and Private Investigators are not considered LEOs, unless they have been certified under the State of Tennessee Peace Officers Standards Training Commission or equivalent and have LEO experience.
