REPORT OF THE WORK OF SGN/2 SINCE THE 5TH MEETING OF WG/N

This paper outlines the progress made by SGN/2 since the 5th meeting of WG/N (Montreal, May 2005).

Introduction

5 Sub-group N/2 has held 3 meetings since WGN/N5.

6 The SGN2 4th meeting was held in Toulouse on the 12th and 13th of May, 2005. 7 experts from 5 countries/organizations attended the meeting. The objectives of the meeting were to review the results of the validation activities on PM-CPDLC and to initiate the technical discussions on PM-ADS and PM-FIS.

8 The SGN2 5th meeting was held in Atlantic City on the 6th and 10th of March, 2006. 7 experts from 4 countries/organizations attended the meeting. The objective of the meeting was to review the initial specifications of PM-ADS and PM-FIS.

10 The SGN2 6th meeting was held in Brussels on the 27th and 29th of June, 2006. 7 experts from 4 countries/organizations attended the meeting. The objectives of the meeting were to update the final version of Edition 4 before publication if required and endorse the material produced by the SG on PM-FIS and discuss the approach for PM-ADS.

11 This paper presents the progress made regarding each of the task items allocated to SG/N2 by WG/N in the SGN/2 Terms of Reference (TOR) document.

Review of work in SGN/2 Task Items

13 TOR/1: Monitor the development of new and/or revised air ground application user operational requirements and develop additional technical provisions, guidance material and POICS.

14 OPLINKP/1 has endorsed a new CPDLC message set proposing support of new messages (e.g. ADS-B related messages or EXPECT messages), deletion of not used messages or modification of message intents. The SG has analyzed the way this new message set could be introduced in the CPDLC specification and proposed to modify the error handling procedure (sending an ERROR rather than aborting the connection). SG requires a formal decision from WGN on whether the new message set must be integrated in Edition 4. The SG proposes instead to postpone this integration in a later version (see WGN/6 WPXX : Alignment of CPDLC with Doc 4444 (output OPLINKP/1)).

15 TOR/2: Develop application enhancements to existing ATN provisions (technical provision, guidance material, P/OICS pro-forma) based on implementation experience as reported to WG/N

16 Protected-Mode CPDLC Specification

17 Technical Provisions (Doc 9705 Edition 4 Section 2.3)

18 SGN2 has produced an up-to-date version of the PM-CPDLC specification for presentation to WG/M end of May identified as "Ed4 draft 03- June 2006 - input ICAO WGM". This version takes into account the resolution of the defects reported from validation activities on PM-CPDLC and the discussion at the SGN2-05 meeting (December 2005) and SGN2-06 meeting (March 2006), and the WG/M decision to replace standard CPDLC by PM-CPDLC.

19 The main changes to the previous version (version 1.1 output Montreal) are summarized below:

20 M5080003: ERROR message in the PM-CPDLC-start response

21 M5100001: incorrect note in chapter 7 (editorial)

22 M5120001: incorrect transition in PM-CPDLC state table (editorial)

23 M6010001: provisions for security services

24 M6050001: replacement of standard CPDLC by PM-CPDLC

25 M6060001: insertion of existing UM237 within the ASN.1 extension root.

27 The version number of the current specification is “Proposed Version 2.1” and is provided to WGN as WGN/6 WPxxa : PM-CPDLC Specification. This is a redline version against Edition 3 that will be used by the ACP Secretary for publication. The assumption is made that standard CPDLC is replaced by PM-CPDLC (as per PDR M6050001).

28 P/OICS Pro-forma

29 An initial version of the P/OICS Pro-forma for PM-CPDLC was presented to WG/N5 in May 2005 by the SG. The P/OICS Pro-forma have been completed by the SG, with the active support of the Eurocontrol team working on the updated version of ED110 “Interoperability Requirements Standard for ATN Baseline 1” supporting the PM-CPDLC application. The ED110B document uses the P/OICS Pro-forma to specify the operational profile for the ATN Baseline-1 services.

31 The P/OICS Proforma for Edition 4 CPDLC are presented to WGN as WGN/6 WPxxb : PM-CPDLC P/OICS Pro-forma

32 Guidance Material (Doc 9739)

33 The SG has produced the guidance material associated with the Edition 4 CPDLC application. It is a redline version against standard CPDLC guidance material which contains the rationale for an application-level checksum and describes how the checksum is to be used by the CPDLC-users and ASEs.

34 This document is available as WGN/6 WPxxc : PM-CPDLC Guidance Material.

35 Conclusion on PM-CPDLC

36 The PM-CPDLC material is fully validated and ready for publication.

37 It is noted by the SG that the ACP Secretary will publish Edition 4 Doc 9705 as separate parts, one for each sub-volume. This approach is fully supported by the SG since it will allow to progress the different sub-volumes regardless the progress and the update made on the other sub-volumes.

38 Protected-Mode FIS Application

39 Technical Provisions (Doc 9705 Edition 4 Section 2.4)

41 Under the initiative of Airbus, SGN2 has finalized the PM-FIS specification. These specifications have been reviewed at each SGN2 meeting (December 05, March 06, and June 06) and are being validated.

43 The current specification is version 0.4. It is made available to WGN as WPxxa PM-FIS Doc 9705. It includes modification to sub-volume I and sub-volume II. Given the progress of the validation activity, the SG is very confident in the stability and completeness of these specifications.

45 P/OICS Proforma

47 SGN2 has produced in parallel the P/OICS pro-forma (air and ground) for PM-FIS. Ther are aligned with the PM-FIS Doc 9705 version 0.4.

48 They are made available to WGN as WPxxb PM-FIS P/OICS Proforma.

50 Guidance Material (Doc 9739)

52 SGN2 has developed the guidance material for PM-FIS (WPxxc PM-FIS Guidance Material). An internal SGN2 review has been done.

53 Conclusion on PM-FIS

54 The PM-FIS material is almost ready to enter the maintenance procedure. The validation activity must be first completed, and the material updated with the validation results must be proposed at the next WGM meeting for replacement of the current FIS application.

55 However, it is too early to include this material in published Doc 9705 Edition 4. It is proposed to remove this specification in Edition 4 and to replace it by a note indicating that work is in progress at ICAO to specify a FIS application mitigating risk of undetected corruption. Edition 3 FIS specification is still available on the ICAO web site for information. The new text for chapter 2.4 proposed to be inserted in Edition 4 is presented to WGN for approval in WPxx Edition 4 Doc 9705 Proposed section for FIS.

57 Protected-Mode ADS Application

58 No formal progress can be reported on the production of the PM-ADS specification. A white paper (WGN/5 WPxx : White Paper on PM-ADS) has been produced to describe what the problems are with PM-ADS and identifies 3 technical alternatives. This WP is presented to the WG. The SG recognizes that it cannot progress the work on PM-ADS any further. WGN is requested to provide guidance on the way to proceed.

60 The SG was informed that the DLSG (ICAO Data Link Steering Group) has established an ATN Accommodation Working Group (ADG) to assess the feasibility of accommodating ATN aircraft in a FANS-1/A environment. As this group is also considering work on ADS as a part of convergence work, moving towards a single air/ground datalink system covering oceanic and continental airspaces, it is proposed that a joint ADG/SGN2 meeting be organized to clarify the new requirements on ADS, if any, and to ensure consistency between the ACP WGN approach and ADG activities.

62 Conclusion on PM-ADS

63 No material for PM-ADS can be proposed for publication in Edition 4. It is proposed to remove this specification in Edition 4 and to replace it by a note indicating that work is in progress at ICAO to specify a ADS application mitigating risk of undetected corruption and mis-direction. Edition 3 ADS specification is still available on the ICAO web site. The new text for chapter 2.2 proposed to be inserted in Edition 4 is presented to WGN for approval in WPxx Edition 4 Doc 9705 Proposed section for ADSS.

64 TOR/3: Monitor any validation activities concerning new, revised and/or enhanced ATN A/G applications

65 Validation of PM-CPDLC

66 The EEC Air and Ground Test Tools were upgraded to PM-CPDLC, so now the LINK2000+ Test Facility supports both PM-CPDLC and CPDLC. Successful tests were performed against DSNA/DTI (CHARME ES PM-CPDLC prototype implementation) and also initial tests against Rockwell Collins upgraded CMU 900.

67 These tests allow to increase the validation level of the CPDLC specification to ‘level a’ (Two or more independently developed interoperating implementations validated by two or more states/organizations). The SG takes the action to upgrade the CPDLC validation report accordingly

69 Validation of PM-FIS

70 This document presents the approach and the technical platform set up to validate the PM-FIS specification. The project has been founded by Eurocontrol and performed by Sofréavia with the support of French DSNA/DTI. The protected mode functionality has been implemented in two existing ATN End Systems (RRI and CHARME) and interoperability test performed between both platforms. This allows to reach for PM-FIS a validation level ‘b’ (2 implementations by one state or organization).

71 The interoperability tests have started last week with success (50% have been passed yet). The formal validation report and test documentation will be presented at the next SGN meeting.

72 An interim report has been presented to SGN2. The final report will be presented to WGN at the next meeting.

74 TOR/4: Provide expert advice on ATN A/G application implementation issues

76 In Link2000+, the ATC Communication Management (ACM) service requires that the ground ATC system indicates to the aircraft when CPDLC is enabled by sending the UM183 Free Text Message CURRENT ATC UNIT IS . Industry has expressed its concern about the use of a free text and would prefer instead a specific pre-defined message that would allow automation onboard. A PDR has been produced to add a new uplink message (UM238) – See WGN/6 WPXX: Open Sub-Volume II PDRs.

77 The procedure for adding new CPDLC messages has always been to get the formal endorsement from the ICAO data link operational panel (OPLINKP) and modification of Doc 4444 before modifying Doc 9705. As the OPLINKP is not operational anymore, the ACP WGN is requested to advise the SG on the way to proceed. In order to solve this particular request, the ACP Secretary has proposed at AMSG-4 to consult the OPLINKP Secretary and the ACP members on the relevance to add this message in Edition 4.

78 TOR/5: Co-ordinate with other ACP WGs and SGs

79 SGN/3 – G/G applications

80 No activity to report.

81 SGN/4 – Security and ULCS

82 The new “shim” approach discussed at SGN4 meeting has impact on air-ground applications. Join meetings have been organized between SGN2 and SGN4. See SGN/4 report.

83 WG/M to provide expertise in A/G applications to support ICAO Doc maintenance activities

84 SGN2 has developed the ATN material (PM-CPDLC material + PDR) for WGM/11 meeting in Montreal, in May 2006.

85 WG/N to support development of technical provisions for ULCS, SM, DIR services pertaining to the A/G applications
