SUBJECT: 2010-11 CAMPUSES WITH ADDITIONAL CAMPUS IMPROVEMENT PLAN (CIP) REQUIREMENTS
Section 39.105 of the Texas Education Code (TEC) requires the commissioner of education to identify campuses rated Academically Acceptable in the state accountability rating system that would be rated Academically Unacceptable using the accountability standards for the subsequent year. Districts with campuses identified have been notified separately via email on November 17, 2010. The purpose of this correspondence is to make the statewide list of campuses with 2010-11 additional Campus Improvement Plan (CIP) requirements available to all superintendents for your information.
Identification of Campuses for 2010-11
Campuses rated Academically Acceptable in 2010 under either standard or alternative education accountability procedures must meet additional CIP requirements if their 2009-10 performance does not meet the accountability standards established for the 2010-11 school year.
Attachment A provides a copy of the statutory and administrative requirements for campuses with additional CIP requirements (referenced as CIP campuses). The methodology used to identify these campuses is outlined in Attachment B. A list of the campuses identified for the 2010-11 school year is also provided.
Additional CIP Requirements for Campuses Identified in 2010-11
As referenced in TEC §39.105, Campus Improvement Plan, and 19 Texas Administrative Code (TAC) §97.1061, Interventions and Sanctions for Campuses, the commissioner may require the campus-level planning and decision-making committee established under TEC §11.251 to revise and submit to the commissioner the portions of the CIP developed under TEC §11.253 that are relevant to those areas for which the campus would not satisfy performance standards for the following school year. An open-enrollment charter school with an identified CIP campus is required to establish a campus-level planning and decision-making committee using the same procedures, as much as practicable, as those provided for non-charter campuses under TEC §11.251(b)-(e) and develop a CIP as provided by TEC §11.253. In accordance with 19 TAC §97.1061(c), the charter school must submit its proposed procedures for approval by the commissioner prior to establishing the committee.
In accordance with the statute and rule referenced above, the commissioner will require that all CIP campuses develop or revise a CIP to address the areas for which the campus would not satisfy performance standards for the following school year. In accordance with 19 TAC §97.1061(c), a charter school is required to submit its proposed procedures for establishing a campus-level planning and decision-making committee for approval by the commissioner prior to establishing the committee. A charter school’s proposed procedures should be completed and submitted to the TEA, Division of Program Monitoring and Interventions, through the TEASE Intervention Stage and Activity Manager (ISAM) application no later than December 17, 2010. Relevant portions of a campus’s CIP will not be submitted to the TEA unless requested.
Note: If a campus intervention team (CIT) remains in place under the provisions of TEC §39.106 for a campus formerly rated Academically Unacceptable but now rated Academically Acceptable in the state accountability rating system, the campus will continue with improvement planning efforts as overseen by the CIT but will not engage in additional CIP intervention activities. A charter campus with a CIT assigned is not required to submit proposed campus-level planning and decision-making procedures to the TEA through ISAM.
